ORDER:-

In the G.O. first read above, the Government have accorded sanction for demarcation of High Tide Line along the coast of Tamil Nadu and fixing of stone pillars on the High Tide Line reference points under World Bank assisted "Emergency Tsunami Reconstruction Project (ETRP)".

2. In the reference third read above, the Principal Secretary/ Commissioner of Revenue Administration has stated that the work includes erection of stone pillars on every 250 m. on the High Tide Line reference points along the coastal Districts of Tamil Nadu and the Department of Environment is executing the work separately in each of the 13 coastal Districts. The proposed number of pillars to be erected in each District is given below:-

3. The Principal Secretary/ Commissioner of Revenue Administration has requested the Collectors of the 13 coastal Districts to fix the responsibilities on the concerned Village Administrative Officers of the respective coastal village along with officials of the Panchayat for the maintenance and guarding of the stone pillars and to issue suitable instructions to the subordinate officials in this regard.

4. In the reference fourth read above, the Officer on Special Duty (Relief and Rehabilitation) has requested that a G.O. in this regard may be issued to the 13 District Collectors of coastal Districts to entrust the responsibility for only guarding and monitoring the High Tide Line stone pillars.

5. The Government after careful examination, accept the proposal of the Principal Secretary/ Commissioner of Revenue Administration and issue the following instructions:-

  1. The Collectors of the 13 Coastal Districts should fix the responsibilities on the concerned Village Administrative Officers of the respective coastal village along with officials of the Panchayats for the maintenance and guarding of the stone pillars and to issue suitable instructions to the subordinate officials in this regard.

  2. The above work should be taken as one among the duties and responsibilities of the Village Administrative Officers' and that the sites should be inspected from time to time.

  3. A register (both at taluk and village level) should be opened for maintenance of these stones or a separate section in the stone register already maintained by the Village Administrative Officers for maintaining of High Tide Line stone pillars.
