ORDER:-

In the G.O. first read above and amended in the G.O. second read above, the Government have sanctioned a sum of Rs.34.218 crore for conducting model studies and developing fishing harbours etc. under Emergency Tsunami Reconstruction Project (ETRP).

2. In the G.O. third read above, the Government have accorded permission to utilize a sum of Rs.2,57,30,850/- from the amount of Rs.18.618 crore already sanctioned in G.O. Ms. No.603, Revenue (NC.IV.I) Department, Dated:25.10.2005 towards payment of consultancy services for carrying out detailed studies and preparation of detailed project report for the proposed modernization of four fishing harbours. The Commissioner of Fisheries was authorized to draw the above amount.

3. The Commissioner of Fisheries in his letter dated:5.1.2009 has stated that the bill for drawal of Rs.50.00 lakhs towards establishing flake ice plant at Chinnamuttom fishing harbour and the another bill for drawal of Rs.10.09 lakhs towards payment of consultancy fee were preferred and submitted to Pay and Accounts Office (South), Chennai. But both the bills were returned by Pay and Accounts Office (South) stating that the G.Os. first and second read above were issued for incurring the expenditure for the year 2007-2008. Hence, the above bills could not be honoured. He has, therefore, requested to issue necessary revalidation orders to the G.Os. first and second read above for incurring the sanctioned amount during 2008-2009 and also in 2009-2010.

4. The Government have examined the request of the Commissioner of Fisheries, Chennai and have decided to accept it. Accordingly, the Government revalidate the Government Orders first and second read above so as to enable the Commissioner of Fisheries to incur the expenditure sanctioned in the said Government Orders.

5. This order is issued with the concurrence of Finance Department, vide its U.O. No.5444/AH&F/09, Dated:6.2.2009.
