ORDER:-

The Chief Engineer (Highways), NABARD & Rural Roads, Highways Department has sent a proposal for the additional fund requirement of Rs.37.010 Crore for five bridge works and one road work in Cuddalore, Nagapattinam and Tiruvallur Districts.

2. During the 13th Empowered Committee meeting held on 15.7.2008 the above proposal was placed before Committee for discussion. After detailed discussion the Empowered Committee approved the proposal and requested the Project Director to ensure that the clearance of Asian Development Bank is obtained for the revised cost.

3. The Asian Development Bank, in its e-mail dated:25.11.2008 informed that the request for enhancement of Procurement Contract Summary Sheet (PCSS) values for the five high level bridge work contracts awarded has been examined and confirmed the enhancement of the Procurement Contract Summary Sheet (PCSS) values for the four high level bridge works except Procurement Contract Summary Sheet (PCSS) No.420 relating to Vellar river bridge work.

4. The Chief Engineer (Highways), NABARD and the Officer-on-Special Duty (Relief and Rehabilitation) i/c have requested for actual additional funds for the four high level bridges towards tender excess and revised design as detailed below:-

5. The Government after careful consideration, accept the proposal of the Chief Engineer (Highways), NABARD and Rural Roads as recommended by the Empowered Committee and accord sanction for a sum of Rs.22,04,00,000/- (Rupees Twenty two crores and four lakhs only) towards cost escalation, excess tender percentage and Revised design for the construction of four bridges and one road work under the grant of Asian Development Bank funded Tsunami Emergency Assistance Project (TEAP) as mentioned in paragraph 4 above.

6. The expenditure sanctioned in paragraph 5 above shall be debited to the following head of account:-

"5054 Capital Outlay on Roads and Bridges-80 General-800 Other expenditure - Schemes in the Eleventh Five Year Plan-II State Plan-RN Construction on bridges Tsunami Emergency Assistance Project (TEAP) with loan assistance from Asian Development Bank - Highways - 16 Major works"

7. Necessary additional funds will be provided in RE/FMA 2008-2009. Pending provision of such funds, the Chief Engineer (Highways), NABARD and Rural Roads, Chennai, is authorized to draw and disburse the amount sanctioned in paragraph 5 above as per the existing procedure and complete the works within the time limit prescribed by the Asian Development Bank. The selection of Consultancies shall be done as per the procedures laid down by the Asian Development Bank in consultation with the Project Director (ETRP and TEAP).

8. This order is issued with the concurrence of Finance Department, vide its U.O. No.901/Finance(PW.I)/09, Dated:2.2.2009 and ASL No.1592 (One thousand five hundred and ninety two).
