ORDER:-

In the G.O. first read above, the Government have permitted the reconstruction of 22000 Vulnerable houses located within 200m from HTL, 200m from backwater and all Indira Awas Yojana (IAY) and Government financed houses located within 0-1000m from High Tide Line (HTL), which are 10 years old as on 1.1.2006 under Rajiv Gandhi Rehabilitation Package in Phase-II housing programme and also sanctioned Rs.552.00 crore (Rupees five hundred and fifty two crore only) for construction of houses in rural areas by Rural Development and Panchayat Raj Department and in urban areas by Tamil Nadu Slum Clearance Board.

 

2. The Project Director, Tsunami Project Implementation Unit, Rural Development and Panchayat Raj Department has requested to sanction of Rs.12284.38 lakhs for increase in unit cost of construction,

tender excesses, increased cost in respect of Cement, Steel, expenditure due to soil testing, Pile foundation etc. as detailed below:-

3. The Officer on Special Duty (Relief and Rehabilitation) has placed the above proposal before the Empowered Committee meeting held on 29.10.2008. The Empowered Committee has approved the proposal.

4. The Government after careful examination, accept the proposal of the Project Director, Tsunami Project Implementation Unit, Rural Development and Panchayat Raj Department as recommended by the Empowered Committee and accord sanction for a sum of Rs.12284.38 Lakhs (Rupees one hundred and twenty two crores eighty four lakhs and thirty eight thousand only) to meet the increase in unit cost of construction, tender excess, increased cost in respect of cement, steel, expenditure due to soil testing, pile foundation etc as detailed below:-

5. The expenditure sanctioned in paragraph 4 above shall be debited to the following head of account:-

"2216 Housing–80 General–800 Other Expenditure – Schemes in the Eleventh Five Year Plan-II State Plan-JN. Tsunami Rehabilitation works – Housing-09 Grants in aid-03 Grants for Specific Schemes."

6. Necessary funds will be provided in RE/FMA 2008-2009. Pending provision of funds, the Principal Secretary and Commissioner of Revenue Administration is authorized to draw and disburse the amount sanctioned in paragraph 4 above to the Project Director, Tsunami Project Implementation Unit, Rural Development and Panchayat Raj Department. He is also requested to include this item of expenditure while sending the proposal for RE/FMA 2008-2009 without fail. The Project Director is empowered to make internal District allocation if any required due to addition or deletion of houses, basic amenities works taken up by the district Collectors other than mentioned in this Government Order.

7. The Project Director, Tsunami Project Implementation Unit, Rural Development and Panchayat Raj Department, is requested to send the statement of expenditure, utilization certificate and progress report to the Accountant General/ Government.

8. This order is issued with the concurrence of Finance Department, vide its U.O. No.2/DS(RC)/Revenue/09-1, Dated:13.1.2009 and ASL No.1550 (One thousand five hundred and fifty).
