TAMIL NADU CO-OPERATIVE SUGAR FEDERATION

              

ORGANISATION

Tamil Nadu Co-op. Sugar Federation Ltd.  started functioning  from 30.05.1962 as an Apex Organization of the Co-operative Factories.  It has a membership of 17 Co-operative and 3 Public Sector Sugar Mills. The Additional Registrar of Co-operative Societies / Special Officer is the Chief Executive of the Tamil Nadu Co-op. Sugar Federation Ltd. and is appointed by Government of Tamil Nadu.  The Tamil Nadu Co-op. Sugar Federation Ltd.  is functioning under the control of the Commissioner of Sugar.

OBJECTS

 

    1. Co-ordinate and facilitate the working of the affiliated factories.
    2. Provide technical advice and other assistance to the factories
    3. Centralize purchase of major items and sale of sugar and byproducts.
    4. Represent the factories at National Federation and other organizations.
    5. Arrange for holding periodical conference, technical meets, seminars etc. with a view to improve working efficiency of the factories through interation among technocrats.

 

ACTIVITIES

 The Federation arranges for finalization of rate contract for purchase of A-twill gunnies, Fertilizers & Pesticides, Heavy Chemicals, Lubricants, Burnt Stone Lime, High Value Plant and Machineries required for all the member Co-operative & Public Sector Sugar Mills;

The Sale of open market sugar of all these  Mills is under taken by the Federation through Tender System.

The Federation is running a Main Bio-control Research Lab. at  Chengalpattu for production of Parasites, G-Virus, Bio-fertilizers, Brocons for biological control of pests and improving Cane Production and also conduct R & D work on Sugar Cane.

Fixing rate contract for selling surplus bagasse of the member Mills through Tender System.

Assisting the member Sugar Mills for the  Export of Sugar indented by the Indian Sugar & Exim Corporation.

Assisting the member Sugar Mills for export of Molasses through the allottees.

Fixing rate contract for selling Rectified Spirit, Extra Neutral Alcohol of Salem and Amaravathi Co-op. Sugar Mills Distillery Units.

4.     With the help of Technical cell, mills efficiency has improved through better extraction and recovery, reduction in cost of maintenance, that may occur at the plant level.

5.     Conducted Advanced Sugarcane Technology Seminar every year at Chennai with the Sugarcane Technologists all India level to improve the sugar recovery.

FINANCE DIVISION

Commissioner of Sugar has accorded permission to form a separate FINANCE DIVISION in Tamil Nadu Co-op. Sugar Federation to provide better financial services and proper deployment of funds to the Co-operative Sugar Mills in a fruitful manner since the primary function of the Apex body being one of  educating members of their rights and privileges and duties as contemplated in the model Act formulated by the Government of India.  Accordingly, the Finance Division was formed in August 1992 to look after various financial activities headed by a Chief Accounts Officer as given below:

Negotiations with Tamil Nadu State Apex Co-operative Bank and NABARD:

1.     Offers guidance and assistance to the member cooperative sugar mills in
the timely  preparation of cash credit application well ahead of the season and get the working capital finance with the Bankers through the Commissioner of Sugar.

2.     Convene joint meeting of all mills to identify the general problems and
specific unit level problems, level of Cash Credit accommodations both at the stage of sanction of limits and drawal of funds against the pledge / hypothication credit.

3.     To  liaise  with  the bankers i.e. Central Cooperative Banks, Tamil Nadu
State Apex Coop. Bank and NABARD for early authorisation and sanction of working capital limits and remove the bottlenecks in getting the credit by Central Coop. Banks  operating under refinance facilities.

SOURCE OF FUND:

The main source of income of the Federation is subscription collected from the member sugar mills at the rate fixed by the Commissioner of Sugar every year based on the production of sugar of member sugar mills.The subscription fixed for the past four years as follows.

AUDIT:
The account of the Federation is audited by the Auditor in cadre of Assistant Director from the Department of Co-op. Audit.  Audit  has been completed up to 2008-2009.  The net surplus for the 2008-2009 accounting year is Rs. 2.58 crores..

FUTURE  PROGRAMME:

Sugar Complex:

TANSI land 2.03 acres has been purchased in the name of Tamil Nadu Coop. Sugar Federation on 22.07.1999 for the construction of Sugar Complex to accommodate office of the Commissioner of Sugar, Tamil Nadu Coop. Sugar Federation & Tamil Nadu Sugar Corporation.  The cost of the land has been met out by all Cooperative / Public Sector Sugar Mills.
