The Government of Tamil Nadu has so far sanctioned funds to the tune of Rs.2562.28 crore upto 31-07-2008 for relief and rehabilitation activities in the areas affected by tsunami with the assistance of Government of India. 

The details of relief on the various items of assistance are given below:- 

(A) FISHERIES SECTOR

Government of Tamil Nadu sanctioned a sum of Rs. 65 crore from the Calamity Relief Fund as an immediate package of following assistance to the fishermen.

  • Replacement of gill nets for Vallams at Rs.20,000 per unit for 10,000 units at a total cost of Rs.20 crore.  

  • Replacement of gill nets for catamarans at Rs.10,000 per unit for 20,000 units at a total cost of Rs.20 crore.  

  • Repair / rebuilding of Vallams at Rs.15,000 per unit for 10,000 boats at a total cost of Rs.15 crore.  

  • Repair / rebuilding of catamarans at Rs.10000 per unit for 20,000 catamarans at a total cost of Rs.20 crore.  

  • The Government also sanctioned Rs. 395.56 crore for the following items of assistance.  

  • Replacement of fully damaged / lost wooden catamarans with a wooden catamaran inclusive of net, at a full subsidy of Rs.32000 per catamaran. 

  • Replacement of fully damaged / lost Wooden catamarans with FRP catamarans – 35% subsidy of the total cost subject to the maximum of Rs. 52,500/- at an unit cost of Rs.1.5 lakhs (inclusive of engine and net).  

  • Replacement of fully damaged / lost FRP catamarans -50% subsidy of the total cost subject to a maximum subsidy of Rs. 75000/- calculated at an unit cost of Rs. 1.5 lakhs inclusive of engine and net - loan is optional.  

  • Replacement of fully damaged / FRP Vallam – 50% of the total cost as subsidy subject to a maximum subsidy of Rs. 75000/- calculated at an unit cost of Rs.1.5 lakh ( inclusive of engine and net) -- loan is optional  

  • Repairs to mechanised boats – the subsidy is 60% of the assessed value of the damages restricted to a maximum subsidy of Rs.3 lakhs per boat - loan is optional.  

  • Replacement of fully damaged / lost mechanised boats – 35% subsidy of the total cost restricted to a maximum subsidy of Rs.5 lakhs per boat - loan is optional.  

  • Rs. 2.25 lakh for the damage caused to the damaged mechanised fishing boats, docking and beaching machineries at Chennai District.  

  • Rs. 3.00 lakh for the damage caused to contractors materials, parts etc, at Fish Landing Centre, Nagapattinam  

  • Rs. 3.00 lakh for extending relief to 26 fishermen who lost their patti nets due to tsunami.  

  • Rs. 4,38,767 /- for extending relief to the persons whose “kotiyas” were damaged due to tsunami at Cuddalore district.  

  • Rs. 2.50 crore for studies relating to fisheries sector by fixing consultancy services for 10 new fish landing centres  

  • Rs. 54.10 crore for repair / rebuilding / reconstruction of all types of Catamarans.  

  • Rs. 8.98 crore for repair / rebuilding / reconstruction of all types of Vallams.  

  • Rs. 49.46 crore for fully / partly damaged mechanised boats.  

  • Rs. 37.28 crore for disbursement of nets.  

  • Rs. 1.51 crore for repairing 3030 Out Board Motors  

  • A sum of Rs.10 lakh with a subsidy of Rs.25,000/- each for prawn / crab farm owners, fish seeding farm owners, fish transport owners, ice manufacturing units, etc. who have lost their assets due to tsunami in Cuddalore District.  

  • A sum of Rs. 6.64 crore as assistance for resumption of fishing activities, dredging operations and repair of fishing harbours and fish landing centres.  

  • A sum of Rs. 4.310 crore as assistance for the damage to the fishing harbour and fish landing centre, repairs, dredging operations and related activities for resumption of fishing activities, restoration of damages to Chennai I and II fishing harbours.  

  • A sum of Rs. 3.00 lakh for provision of new printers and Rs. 3.46 lakh to meet unforeseen expenditure by the Fisheries Department.  

  • A sum of Rs. 50 lakh to meet the unforeseen expenditure such as preparation of the assessment report and amenities to the staff of Director of Fisheries engaged in relief work.  

  • Rs.110.36 crore sanctioned as additional relief assistance to fisherman towards supply of nets, lanterns, heavy duty bicycles, life jackets and insulated ice boxes.   

  • So far, 32293 heavy duty bicycles, 13842 ice boxes ( 50 ltr 4540, 70 ltr 4757 and 100 ltr 4545 ), 93863 life jackets and 21234 lanterns have been distributed and 31346 First Aid Boxes have been distributed.   

  • Rs. 18 crore sanctioned towards reconstruction and modernization of four fishing harbours at Pazhayar, Nagapattinam, Mallipattinam, and Chinnamuttom under ETRP. A Consultant, M/s SMEC has been appointed and submitted its inception report. The final study report is expected to be submitted by September-2008 

  • Rs. 1.00 crore sanctioned to study and report on permanent opening of bar mouths at Pulicat , Portonovo and  Tirumullaivasal has been reveived from the M/s WAPCOS, Consultant, and in respect of  Puanakayal the report is awaited

  • Rs. 4.60 crore sanctioned for construction of fish landing centers at Portonovo and Annankoil under ETRP. The study report by M/s WAPCOS is completed by April 2008 and the study report is under review by the review committee.

  • Rs. 0.784 crore spent on repair and reconstruction of the one Fishing Harbour and five Fish Landing Centres under ADB assisted  TEAP. (1. Cuddalore Fishing Harbour, 2.Mudasalodai Fish landing Centre, 3. Sethubhavachatthiram Fish Landing Centre,4. Kottaipattinam Fish Landing Centre , 5. Jagahapattinam Fish Landing Centre and 6. Punnakayal Fish Landing Centre)  

  • Rs. 0.250 crore sanctioned to study on improvement to Cuddalore backwaters under TEAP. Renovation of jetty at Mallipattinam in Thanjavur District at a cost of Rs.55 lakh has been completed.  

  • A sum of Rs. 7 lakh for repairing Chinnamuttom boat yard and Kanniyakumari boat yard to speed up the process of repair of boats.  

  • The Government has ordered for exemption of payment of sales tax on the purchase of catamarans, new FRP catamarans, new FRP / wooden vallams, goods including timber intended for repairing damaged mechanized boats including fiberglass boats fitted with OBM.  

  • The Government has directed that the assistance allotted for FRP Vallams shall be extended to similar FRP beach landing fishing craft whether they are called as Vallams or Catamarans.  

  • Rs. 10.5 lakh as 35 % subsidy for building 40 pettis at the unit cost of Rs.75,000/- in Nagapattinam District.  

  • Rs. 6 lakh towards 35% subsidy as relief for the damages caused to the properties of Tamil Nadu Fisheries Development Corporation and TAFCOFED (Tamil Nadu State Apex Cooperative Federation).  

  • Rs. 2.50 crore sanctioned towards studies relating to fisheries sector by fixing consultancy studies towards the construction of 10 Nos. of fish landing centers and fishing harbours.

  • Rs 2.29 crore sanctioned towards relief to boat owners whose boats were apprehended in Sri Lanka prior Tsunami. 

  • Rs. 1 crore as relief for loss of shore seines in Kanniyakumari District.

(B) HOUSING

  • In the first phase, 53289 partially and fully damaged houses will be replaced with NEW DISASTER RESISTANT HOUSES costing Rs.1.5 lakh each with built up space of 325 sq.ft.  The unit cost is revised as Rs. 2.38 lakh for the year 2007-08. Out of 53289 houses taken up for construction, 37682 houses have been completed.  The balance houses will be ready by 30.09.2008. Out of  37862 houses completed, 35935 houses have been handed over to the beneficiaries.

  • 6019 additional houses are being constructed by NGO’s for people not directly affected by Tsunami but live in the coastal areas. Till date 5754 houses have been completed For details Click here.  

  • The houses are being constructed mostly by the NGOs’/Corporates, Rural Development & Panchayat Raj Department and by the Tamil Nadu Slum Clearance Board. The habitations will have other infrastructure facilities funded either by NGOs or by the Government under the Emergency Tsunami Reconstruction Project (World Bank) and GoI assistance. Further, 11,694 houses have been taken up for repair. Thus, totally, 64983 houses repaired / reconstructed in Phase I of the programme. The extent of land required for house building programme is 650 Ha of which the Collectors have already taken possession of 628 Ha including 458 Ha of private and temple lands purchased at a cost of Rs.40.02 crore.  For details Click here

  • Rs. 62.210 crore sanctioned for the construction of NGO Backed out houses

  • Rs. 0.82 crore is sanctioned towards coverage of Insurance to new built houses constructed by NGO in Kanniyakumari, Kancheepuram, Villupuram, Cuddalore and Nagapattinam districts.

  • In the second phase, it has been proposed to construct about 56000 houses for the vulnerable people in the coastal districts of Tamil Nadu. Government of Tamil Nadu has issued a Government Order for constructing 26131 houses in vulnerable areas of the coastal districts under the Government of India package at a cost of Rs.599 crore.   • The houses are being built by Rural Development & Panchayat Raj Department in the rural areas and Tamil Nadu Slum Clearance Board in the urban areas. Each house will have an area of 325 sq.ft. with all disaster resistant features with amenities costing Rs.2.79 lakh in the year 2007-08. (Rs.2.38 lakh for the house and Rs.0.40 lakh for amenities). They will also be insured for ten years for which Rs.1000/- per house is provided.  

  • Rs.20.88 crore sanctioned towards construction of 1392 tenements constructed by TNSCB in HLL in Thiruvottriyur, Thilagar Nagar and Rs. 28.60 crore was spent towards the purchase of 2200 tenements in Semmancherry built by TNSCB. and Rs.4.75 crore sanctioned for the purchase of 468 tenements in Thazhankuppam village of Tiruvallur district  

  • Rs. 90.40 crore was sanctioned for the construction of 3616 tenements at AIR land at Tiruvottiyur  

  • Rs.19 lakh sanctioned towards repairing of 17 TNSCB tenements in the Onion basket makers Colony in Nagapattinam 

  • Rs 15.630 crore sanctioned for purchase of 12280 ready built tenements at Okkiyam Thoraipakkam.

(C) RELIEF MEASURES

  • The Government of Tamil Nadu have sanctioned 

  • An ex-gratia payment of Rs.1 lakh per dead person to the families from Chief Minister's Public Relief Fund. The above ex-gratia payment has been given to the families of 6796 dead persons out of 7997 who died due to Tsunami.  

  • An ex-gratia amount of Rs.1.52 crore has been given to the families of 152 missing persons from CMPRF.  

  • Rs.3.50 crore as ex-gratia amount at the rate of Rs.25,000/- for persons who lost their limbs or eyes and at the rate of Rs.5,000/- for those who sustained grievous injury. So far, 3402 persons have been assisted to the tune of Rs. 1.98 crore.  

  • Relief package to 1,50,000 families who lost their hut, at the rate of Rs.4912/- per family. The total amount allotted for this purpose was Rs.73.68 crore. 1,18,580 families benefited by this scheme at a cost of Rs.58.25 crore.  

  • Relief assistance to the 1,50,000 families including the families of fishermen and those involved in small business and petty trades connected with the coastal economy at the rate of Rs.2912/- per family. This was further extended to 28,708 families at a cost of Rs. 8.36 crore. The amount has been actually disbursed to 1,78,708 affected families at a cost of Rs.52.04 crore.  

  • Rs.5 crore as relief package for petty traders / shop owners at the rate of Rs.2,000/- for damages to mobile / temporary shop owners and Rs.5,000/- for damages to pucca shop owners. So far, 3762 small business owners have been assisted in Chennai and Cuddalore Districts. 

  • Rs. 151.40 crore as sustenance allowance of Rs.1000/- and 30 kgs of rice, provisions, kerosene etc., valued at Rs.526/- per month for each family for 4 months from February to May 2005 to the Tsunami affected 3 lakh families. 2,76,079 families were given this relief package at a cost of Rs.37.45 crore for February 2005, 2,77,889 families at a cost of Rs.37.70 crore for March 2005, 2,78,742 families at a cost of Rs. 37.81 crore for April 2005 and 2,79,429 families at a cost of Rs.38.44 crore for May 2005. Total expenditure is Rs. 151.40 crore.  

  • Rs. 52.76 crore worth of food grains allotted under the Rajiv Gandhi Rehabilitation Package for tsunami affected areas adjusted with the sustenance packages of the Government of Tamil Nadu.  

  • Rs. 0.48 crore has been sanctioned towards double ration of weaning food.  

  • Rs.9 crore towards a relief package of assistance to 1.5 lakh affected families who lost their houses by way of providing trunk boxes, stoves and stainless steel kudams. 101123 trunk boxes, 98956 stoves and 101539 stainless steel kudams have been distributed at a cost of Rs. 7.04 crore.  

  • Rs. 10 lakh as relief to the Tamil Nadu Salt Corporation Ltd for restoring the cross bunds inside the salt works in Ramanathapuram District. 

  • Rs.18 lakh as relief was sanctioned to nine damaged ice manufacturing units in Nagapattinam district.  

  • Rs.3.00 lakh was sanctioned towards waiver of current consumption charges of the ice manufacturing plants in Nagapattinam district affected by tsunami.  

  • Rs.4 lakh sanctioneed towards Maintenance & Cleaning of Toilet by M/s Yes Yes International at the temporary Shelter, TNHB, Celecrete Factory, Ernavur   

  • Rs 70000 sanctioned towards Hire charges for Tractors with pumping machines engaged to drain rain water  

  • Rs. 5 lakh sanctioned towards payment for the supply of drinking water in the temporary shelter of Ernavur.  

  • Rs.6.35 crore for unforeseen expenditure including debris removal, arrangements for burial of the dead, transportation of relief materials, to move the affected families to resettlement areas, etc.   

  • Rs.53.52 lakh for items like disposal of dead bodies, rent for machines, water supply through lorries and tankers etc., to the coastal districts.

  •  Rs. 1.03 crore for the expenditure incurred by the Municipal Administration Department towards the supply of men and materials, ie., utensils, disinfectants, fuels, hire charges for vehicles, etc, in the badly affected coastal towns.  

  • Rs. 34.52 lakh to Chennai Corporation to reimburse the amount spent for tsunami relief measures.  

  • Rs.1.00 lakh for providing temporary lighting and generator sets around the mortuary block at Kilpauk Medical College Hospital, the Government General Hospital, Royapettah Hospital and the Government Stanley Hospital in Chennai.  

  • Rs.5 lakh sanctioned towards payment for the supply of drinking water in the temporary shelters at Ernavur in Chennai District   

  • Rs.75 lakh sanctioned towards provision of basic amenties in the habitations of Thantriyankuppam, Koonimedkuppam and Ekkiyar kuppam in Villupuram District  

  • Rs. 1.21 crore sanctioned towards provision of drinking water, sanitation and electricity charges for maintenance of temporary shelters in Nagapattinam. 

  • Rs.2.29 lakhs sanctioned towards relief assistance to the boat owners for the damage caused to the boat in tsunami which were apprehended in Srilanka and kept under the custody of Srilanka. 

  • Rs. 8.12 lakhs as additional amount sanctioned towards formation of survey teams of construction vulnerable houses. 

  • Rs.30.30 lakhs sanctioned towards operation and maintenance cost of Reverse Osmosis Plants installed by Thirumalai Charity Trust in Nagapattinam District. 

  • Rs.3.58 crore to Chennai warehousing corporations- Damages caused to warehouses at Nagapattinam, Cuddalore,Thoothukudi to carry out civil work. 

  • Rs.87.53 crores sanctioned towards construction of houses under Phase- I programme NGO backed out cases. 

  • Rs.4.16 lakh sanctioned towards payment of relief in lieu of alternate accommodation at Ernarvur village. 

  • Rs.20.52 crore sanctioned towards replacement and supply of equipments to the hospitals, Primary Health Centre, Sub Centre. 

  • Rs. 49.24 crore sanctioned towards provision of basic amenities for NGO constructed houses.

  • Rs. 3.84 lakhs sanctioned towards provision of immediate arrangement to the families of Chinnamudaliar kuppam in Villupuram District.

  • Rs.41.84 lakhs sanctioned to NGO facilitators for construction of houses in vulnerable areas. 

  • Rs. 10.871 crore sanctioned towards the provision of rent for the beneficiaries for the period of 12 months.  

  • Rs 74.07 lakh being 35% subsidy of total amount required for revival of affected Small Scale Industries Units (SSI) in the districts of Nagapattinam, Cuddalore, Chennai, Kancheepuram and Kanniyakumari districts.

  • Rs. 7.9 lakh sanctioned for leveling the ground in Chinnamudaliar kuppam for the construction of 263 NGO backed out houses by TNSCB.

(D) INFRASTRUCTURE

  • Power and Water supply were restored in all the affected areas within 48 hours of tsunami.  

  • A sum of Rs. 64.15 crore for immediate repair of Highways and other roads has been sanctioned and the Department has executed all the works to the tune of Rs. 63.86 crore and remitted the balance amount in Government account.  

  • Rs.1.40 crore for construction of a temporary bridge connecting Melamanakkudy and Keelamanakkudy villages in Kanniyakumari District.

  •  Construction of Rubble Mound Sea Wall for 1 km at Azhical, Kottilpadu and Maramady villages at a cost of Rs.2 crore and at a cost of Rs. 19 lakh at Melamanakudy village in Kanniyakumari district.  

  • Rs. 19.75 crore as relief for the damages suffered to the Tamil Nadu Electricity Board (Rs.5 crore), TWAD Board (Rs.14.25 crore), and Poompuhar Shipping Corporation (Rs.0.5 crore)  

  • Rs.1.10 crore for the damages caused to Perarignar Anna and Dr. MGR memorials in Chennai.  

  • Rs. 47.31 lakh for damaged Anganwadi Centres of which Rs. 20 lakh was released from CRF.  

  • Rs.10.09 lakh for providing public address system to convey emergency messages to public in Nagapattinam District.  

  • Rs. 30 lakh for restoration of Anna Swimming Pool (ASP), Marina Beach, Chennai.  

  • Five high level bridges at a cost of Rs.56.09 crore ( Two each in Nagapattinam and Cuddalore districts and one high level bridge across Pulicat lake) have been sanctioned under TEAP and the construction work has commenced in all the places.  

  • 731.63 km of road repaired/ in the Rural, town panchayat, and Municipal areas under TEAP at a sum of Rs. 99.18 crore.

  • Rs 20.601 crore sanctioned towards insulation of hand pumps and power pumps in 11 coastal districts.

(E) EDUCATION

  • Free text books, note books and uniforms have been disbursed to the students of 1st Std to 12th Std who are studying in Government / Govt. aided schools located in Tsunami affected areas. 1,05,264 students were benefited. Rs. 1.31 crore has been spent for text books and Rs. 2.91 crore has been sanctioned for uniforms.  

  • The tuition fees and special fees payable by the students of Tsunami affected families for the period from 01.01.2005 to the end of the academic year 2005-06 were borne by the State Government. The scheme was extended further for the academic year 2006 - 07. In addition, the students will be exempted from payment of examination fees from March 2005 to the end of academic year 2005-2006 and 2006 - 07.

  • Rs.31.737 crore sanctioned to settle the claims of fees due to the Educational Institutions has been sanctioned to District Collectors.  

  • Separate public examinations for the students studying in 121 number of Tsunami affected schools were conducted in 2005 . The pass percentage of these students was 79.38% in Higher Secondary and 81.31% in X std exams which are better than the average pass rates of the State.

(F) AGRICULTURE

  • Rs.0.98 crore as relief to the crops damaged. This relief benefited 11400 farmers affected due to Tsunami.  

  • Rs.1269.05 lakh for reclamation of sand cast and saline agricultural lands at the rate of Rs.15,000/- per ha. covering an extent of 8175 ha. affected by Tsunami under ETRP. So far, a sum of Rs. 12.58 crore has been spent benefiting 11750 farmers formed into 418 Tsunami Farmers’ Self Help Groups.  

  • Rs. 100.48 lakh has been sanctioned to take up the relief works in 669.82 hectares of Tsunami affected horticultural lands at the rate of Rs. 15,000/- per hectare under ETRP. So far, a sum of Rs. 91.00 lakh has been spent benefiting 2237 farmers formed into 196 Tsunami Farmers Self Help Groups.

(G) ANIMAL HUSBANDRY

  • Rs.2,80,11,150/- was sanctioned as relief to the loss of livestock such as cattle & buffalo, sheep and goat, poultry, etc.  

  • A sum of Rs.1.75 crore was disbursed for this purpose and the balance amount remitted. The total number of affected families given assistance was 12490.

(H) Measures to resettle destitutes, orphans and widows

  • Three orphanages have been opened for children rendered orphans in the districts of Cuddalore, Nagapattinam and Nagercoil (Kanniyakumari) with facilities to maintain one hundred children at each centre. Government sanctioned a sum of Rs. 47.93 lakh for this purpose.  

  • Orphaned adolescent girls are admitted in the service homes run by the State Government. Two new service homes have been opened in Kanniyakumari and Nagapattinam districts . Government has sanctioned Rs. 41.74 lakh for this purpose.  

  • State Government is investing a sum of Rs.5 lakh as fixed deposit in the name of each orphaned child and orphaned adolescent girl rendered homeless. This amount will be available to them when they attain the age of 18 for further studies / self employment, etc.  

  • Unmarried orphaned girls over 18 years of age are being admitted in service homes and given technical training to acquire vocational skills. A sum of Rs.3 lakh is invested as a fixed deposit in each of their names.  

  • The Government sanctioned a sum of Rs.78 lakh towards payment of relief from the Calamity Relief Fund to create a fixed deposit to the children who lost both the parents in Kanniyakumari, Kancheepuram and Nagapattinam Districts. The balance funds come from Prime Minister’s National Relief Fund and Chief Minister’s Public Relief Fund. So far, a deposit of Rs. 7.49 crore has been made in the names of 241 children with the funds from CRF, CM's Public Relief Fund and PM NRF.  

  • Ongoing pension schemes have been extended to cover all those rendered destitute by the calamity. Old Age Pension has been sanctioned to 242 persons, physically handicapped pension to 80, Destitute Widow pension to 380, Destitute Agricultural Labourer pension to 50 and Destitute and Deserted Wives Pension to 14, totaling 766 persons.

(I) MPLAD

  • Honorable Members of Parliament ( 90 from Rajya Shaba and 80 from Lok Shaba ) contributed Rs. 23.13 crore for different types of works  numbering 180, but one work in Kanniyakumari District is cancelled. (J) MISCELLANEOUS

  • An ex-gratia of Rs.2500/- each totaling Rs.1.20 crore was paid to 4799 sanitary workers in recognition of their efforts.  

  • A sum of Rs. 10.40 lakh has been released for settling the claims of the private hospitals where 53 women affected due to tsunami had undergone recanalisation operations.  

  • A sum of Rs.0.08 lakh has been released for settling the claim towards damages to a mini bus.  

  • A sum of Rs.5000/- has been released as relief towards damages caused to Chennai Marina Sahar Vihar restaurant.  

  • A sum of Rs.1 lakh has been released towards settlement of claims of pending contingent bills.
