i) Applications received are scrutinized in
the Board. The applications which do not fulfil the age, educational
qualification and other requirements indicated in the notification are
rejected.
ii) Centres are earmarked for recruitment
depending upon the number of candidates. Presently 14 centres have been
selected. Recruitment at each centre is entrusted to a Sub-Committee headed by
a Deputy Inspector General of Police as Chairman. One Superintendent of
Police, one Additional Superintendent of Police and one Deputy Superintendent
of Police are Members of the Sub-Committee.
iii) In respect of recruitment for the posts
in Fire and Rescue Services Department and Prison Department, one Member from
the respective Departments is included in the Committee.
iv) In G.O. Ms. No. 1671/Home (Pol.3) Dept.
dated 13-11-2007 Government have ordered that Written Test will precede
Physical Measurement Test / Physical Efficiency Test. A cut off level will
determine how many candidates will qualify for the next stage. Further, all
district Headquarters will serve as centres, instead of Range Headquarters.
Invigilators will be Officers and NCOs of the District Police.
v) Every round in the Physical Measurement
Test / Physical Efficiency Test process is an elimination round. Thus, failure
to measureup to height or chest requirements entails automatic debarment from
Physical Measurement Test. In this, if a candidate fails the 1500 Mtrs. Test,
he will be served with a Disqualification Slip.
vi) Thus for, Chief Office was conducting
Sports Quota tests. Hence forward, Tamilnadu Uniformed Services Recruitment
Board will take it up as part of the larger exercise.
WRITTEN TEST
(i) For Recruitment of Grade II PCs/Jail
Warders/Firemen
The candidates who satisfy the pre-requisite
condition of age and educational qualifications are called for the Written
Test which comprises of a single Question Paper containing questions on
General Knowledge and Psychology to be answered in 80 minutes. The candidates
applying for the post of Police Constables/Jailwarders/Firemen are required to
secure atleast 40 marks out of 80
(ii) For SIs
For the post of Sub-Inspector of Police, the
eligible candidates have to appear for a Written Test containing 45 questions
in General Knowledge and 25 questions in Psychology with a total mark of 70.
The candidates have to secure atleast 35 marks out of 70 to qualify for
further process.
The details of marks awarded for
Written Test for various recruitments are furnished in Annexure I to IV.
(iv) The
Sub-Committee Chairman is authorised to nominate one Deputy Superintendent of
Police/Additional Superintendent of Police belonging to the same range as
Additional Member to assist him in conducting the written test in consultation
with the Super Check Officer incharge of the centre.
CONDUCT OF PHYSICAL MEASUREMENT TEST /
ENDURANCE TEST/ PHYSICAL EFFICIENCY TEST
Those who qualified in the Written Test are
called for Physical Measurement Test, Endurance Test and Physical Efficiency
Test which may be conducted at the recruitment centres which are easily
accessible for the candidates to participate. The place and the venue for
these tests is decided by the Board. Call letters for these tests are sent to
the candidates in advance. These tests are conducted at each centre by a
Sub-Committee. The body of a selection committee will have four members
consisting of a Deputy Inspector General of Police as Chairman, one
Superintendent of Police, one Additional Superintendent of Police and one
Deputy Superintendent of Police as Members. This committee is assisted by a
team of ministerial staff, police personnel, sports officials etc. Senior
official in the rank of Inspector General of Police supervises the recruitment
process.
i) PHYSICAL MEASUREMENT TEST
On the day of recruitment, verification of
certificates for age, educational qualifications and community is carried out
and ineligible candidates are rejected by issuing disqualification slips at
the ground. Eligible candidates are allowed to undergo Physical Measurement
Test which contains Height Measurement and Chest Measurement. In case of Women
candidates, there is no Chest Measurement. Candidates not qualified in
Physical Measurement are eliminated.
ii) ENDURANCE TEST
Those who qualify after Physical Measurement
are allowed to undertake Physical Endurance Test. The details of Endurance
Test conducted for various recruitments are furnished in the Annexures I to
IV. Those who fail are eliminated and the successful candidates are sent for
Physical Efficiency Test.
iii) PHYSICAL EFFICIENCY TEST
For Male candidates for Police
Constables/Sub-Inspectors of Police, Rope Climbing is compulsory event. For
Female candidate for Police Constables/Sub-Inspectors of Police, Long Jump is
compulsory. Subsequent to the compulsory event, the candidates are tested in
the optional event as shown in Annexure I to IV. Each stage of the Physical
Efficiency Test is of qualifying nature for Men. For Women candidates, mere
participation in all the events is necessary irrespective of the marks scored.
The details of marks awarded for Physical Efficiency Test for various
recruitments are furnished in Annexures I to IV.
INTERVIEW
Interview is conducted only for the post of
Sub-Inspectors of Police (Men & Women) for the candidates who qualify in
Written Test. Maximum marks allotted for interview is 10. For special
qualification such as participation in N.C.C., N.S.S., Sports etc., depending
on the level of participation, maximum of 5 marks are allotted. There is no
Viva-voce for the post of Gr.II. Police Constables (Men & Women), Firemen
and Jail Warders (Men & Women).
MEDICAL EXAMINATION
i) A provisional merit list is drawn
applying communal rotation (OC-31%, BC-30%, MBC-20%, SC-18% and ST-1%) based
on the total marks obtained by the candidates in Physical Efficiency Test and
Written Test in respect of Police Constables / Firemen / Jail Warders and
Physical Efficiency Test, Written Test and Interview in respect of
Sub-Inspectors of Police. Orders for 10% reservation for Sports persons and
10% for dependents of the serving personnel including Ministerial Staff and
the wards / dependents of retired, deceased and medically invalidated
personnel of the respective Departments would be issued in the notification
for recruitment of respective categories. The vacancies which could not be
filled up from Sports quota and Dependents quota, will be filled up from
General Pool. The provisional selection list is furnished to the respective
Departments by the TNUSRB for subjecting the candidates for Medical
examination and Police verification and issue of appointment orders to the
candidates found fit.
ii) The provisionally selected candidates
are subjected to Medical Examination which is being done by the Director
General of Police, Chennai-4 in respect of Police Constables and
Sub-Inspectors of Police, the Director of Fire and Rescue Services in respect
of Firemen and Additional Director General of Prisons in respect of Jail
Warders.
iii) The Government may allow, if
satisfactory evidence is produced, a medically disqualified candidate to
prefer an appeal to a Second Medical Board. Such request can be entertained
only if it is received within 3 months from the date of initial Medical
Examination.
POLICE VERIFICATION
The candidates have to be subjected to
Police Verification to find out their character and antecedents by the
Director General of Police, Chennai-4. As it is laid down in the rules that
the appointing authority concerned has to satisfy himself about the character
and antecedent of the candidates, the responsibility of police verification of
the candidates rests with the Heads of the Departments concerned. The
candidates who suppress facts in the Police Verification roll would be
summarily rejected.
