Smart Cards

                  In order to ensure and put in place a quicker, convenient and more purposeful process for obtaining Driving Licenses and Registration Certificates, the SmartCard project has been implemented on a pilot basis in three Regional Transport Offices namely-Chennai(South), Cuddalore and Sivaganga. Driving Licenses and Registration Certificates are issued in Smart Card from 10.11.2008 in Chennai south, 28.12.2008 in Sivaganga and from 10.2.2009 in Cuddalore District. It is proposed to extend this project to cover all the Regional Transport Offices/Unit Offices throughout
they can access the database..

The benefits of having smart card based licences are as follows:
1. The Smart card would capture and store the Biometrics, Photographs, Signature etc., of the individual Licence / Permit holder etc., These details would be held in the card in electronic form.
2. The date in the Smart can be updated but cannot be erased. Such a process provides for a permanent audit trial and prevents intentional tampering.
3. The data stored in optical strip is digitally signed to prevent unauthorized access; and
4. To enable quick access of vehicle details mobile hand terminals have to be provided to Department.
5. It will avoid issue of Bogus Licences and Registration Certificates.
