A
good, safe and sustainable Transport System is fundamental to the well being of
every citizen. It is essential for our economic growth. We cannot think of any
economic development without an efficient transport system. It is central to our
lives. 2. Road Transport affects every one, every day in many ways. We are using road transport services when we travel to work, to school, to shop, to go on holiday leisure and more particularly when we move essential commodities. Therefore an efficient system is essential. 3. In this context, the role of Transport Department assumes significance. The role of Transport Department does not end with the provision of adequate number of services on the road. They have to coordinate, regulate, synchronize and integrate all modes of Transport to ensure free, smooth, safe and regulated travel. They have to grant licences to competent drivers, check the fitness of vehicles, grant permits to commercial vehicles, fix fare for stage carriages, regulate movement of vehicles on road, check automobile pollution etc. 4. To make the transport system efficient, co-operation of one and all is necessary. Besides, it is equally important that the general public are familiar with the procedure followed in the offices of the Transport Department and vehicle owner/drivers/conductors are aware of their duties. This Charter has been prepared against the above backdrop. i) Duties and Responsibilities of Transport Vehicle Owners

iii) A word for Professional Drivers. Drive vehicle with valid Driving Licence. Renew in time. Respect traffic laws. Do not overspeed and overtake in bridges and curves. Do not use horns unnecessarily. Check the condition of the vehicle before use, particularly the brake. Don’t park in non-parking Zones. iv) General Public who visit Transport Department Offices for any service.
