FOREWORD
Five Year Plans are the
milestones in the development path of the country. India has
successfully adopted planning as a strategy for the last
five and a half decades in improving the quality of life of
its citizens. The success of planning lies in
the uplift of the common man. States have been playing a
constructive role in enacting and implementing
socio-economic and welfare programmes, thus contributing to
the over all development process in India. Compared with
other States, Tamil Nadu has been in the forefront in
ensuring social justice and growth. In recent years agricultural
growth has stagnated. In the Eleventh Plan, the State will
have to pay particular attention to revitalizing the
agricultural sector. Social security systems should be
strengthened so that no one is excluded from the growth
process. The evolution of a broad
consensus on the targets and the approach to the 11th Plan will strengthen the development process. Towards this
objective, the Tamil Nadu Planning Commission places its
Approach Paper before the public for discussion. I invite
suggestions from intellectuals, political leaders, experts
in various fields, social activists and all citizens
interested in the welfare of Tamil Nadu.
