14.6  Building - Public Works

The “Buildings Organisation” in PWD is vested with responsibility of planning, designing and carrying out the construction of public buildings and allied works in accordance with the needs and requirements of various Government Departments for office buildings, residential quarters for Government servants, construction of Inspection Bungalow, Master Plan complex etc.  The developmental activities of the Public Works Department have increased manifold over the Plan Periods.

              The Public Works Department in this State has been bifurcated into Water Resources Organisation (W.R.O.) and P.W.D. Buildings Branch in order to give special importance to Water Resources Management in this State as well as to give due thrust to buildings component of the Public Works Department. The building branch of Public Works Department is also entrusted with deposit works for quasi Government Organisations such as Universities, Municipalities, Town Panchayats, Buildings under ESI scheme, Integrated Urban Development Projects, Hill Area Development Programme, Integrated Development of Small and Medium Towns, DANIDA, EEC, World Bank aided schemes, State and Central Government undertaking Corporations etc. on payment of prescribed centage charges.  In addition to construction work, maintenance of Monuments and Memorials, Government buildings, beautification of Marina Seashore, carrying out special and ordinary repairs and improvement works to them, undertaking restoration of cyclone and flood affected buildings, construction of cyclone shelters etc., are also handled by the Building Organisation of Public Works Department.  Further, maintenance of all residential buildings of Hon'ble Judges, Raj Bhavan, Government Estates, Guest Houses and VIP bungalows are also looked after by this Organisation.   Besides this, maintenance of Inspection Bungalows, Circuit Houses including payment of electricity charges, telephone bills and property tax to local bodies are also vested with this branch.  This Organisation is functioning with 16 Circles and 51 Divisions in the State and 1 Division at Delhi to carry out the building works for Tamil Nadu Guest House at Delhi. 

1.Construction

1. Land Revenue

Under this head, buildings pertaining to Revenue Department such as Taluk offices, RDO's office and VAO's office with residential quarters are constructed. For 2002-03 the outlay was Rs. 34 lakhs. The expenditure anticipated is Rs. 51.29 lakhs.  The total provision for the year 2003-2004 is Rs. 60.59 lakhs.  The entire amount is for settlement of accounts for the completed works.

2. Public Works

For 2002-03 the outlay was Rs. 434.29 lakhs. The expenditure anticipated is Rs. 1515.82 lakhs.  An amount of Rs. 74.44 lakhs is proposed under this head for the year 2003 - 2004 for completing the following ongoing works and new schemes.

1. Construction of Ten Nos. of drivers rest room in the existing  Inspection Bungalow / Guest House in Various places in Tamil Nadu.

2. Construction of First Floor over Circuit House at Dharmapuri.

3. Construction of Inspection Bungalow at Thovalai in Kanyakumari  District.

4. Construction of Compound wall for the Inspection Bungalow at Pallipattu in Kancheepuram District.

 

An amount of Rs. 28 lakhs is proposed for the following new schemes for the year 2003-04.

1.  Construction of office Building for Buildings (Maintenance) Division at  Srivaikundam.

2.  Construction of office Building for Buildings (Maintenance) Division at   Andipatti in Theni District.

3.  Renovation for the Halls for Technical Sections(Buildings) in the First  Floor West side of PWD Main Building at Chepauk, Chennai-5

4.  Providing additional facilities to the Circuit House at Trichy (Toilet Block and RWH)

 

3. Police

For 2002-03 the outlay was Rs. 34.30 lakhs. The expenditure anticipated is Rs. 69.84 lakhs.  An amount of Rs. 152.39 lakhs is proposed for the year 2003-2004 for the ongoing works at various places in Tamil Nadu, based on the recommendation of the Tenth and Eleventh Finance Commissions. 

4. Other Administrative Services

For 2002-03 the outlay was Rs. 25.10 lakhs. The expenditure anticipated is Rs. 47.68 lakhs.  An amount of Rs. 165.42 lakhs is proposed for the year 2003-2004 under this head for the following ongoing works.

1. Construction of Rams to provide 'barriers-free' environment for disabled persons and

2. Construction of building for the Directorate of Employment & Training and Regional Joint Director of Training, Chennai.

5. Registration

Under this head, construction of Sub Registrar office buildings are carried out.  For 2002-03 the outlay was Rs. 1 lakh. The expenditure anticipated is Rs. 2.26  lakhs.  An amount of Rs. 0.09 lakh is proposed for the year 2003-2004

 

6. Administration of Justice

For 2002-03 the outlay was Rs. 5 lakhs. The expenditure anticipated is Rs. 50.75 lakhs. An amount of Rs. 606.41 lakhs has been proposed for the year 2003-2004 for the ongoing works pertaining to the judicial Department.

7.Office Building for M.L.As

For the construction of Office Buildings for M.L.As in their constituency, the outlay provided was Rs. 170.45 lakhs for 2002-03. The expenditure anticipated is Rs.  210 lakhs and an amount of Rs. 90 lakhs is proposed during the year 2003-2004. Out of 234 places, works have been completed in 191 places and works are in progress at 18 places and works are to be taken up in the remaining places.

II. Centrally Sponsored Scheme (Shared between State and Centre)

 Administration of Justice 

This scheme is operated with 50 percent Government of India assistance.  For 2002-03 the outlay was Rs. 814.47 lakhs (under State fund). The expenditure anticipated is Rs.546.98 lakhs.  The State share of Rs. 44.47 lakhs is proposed for the year 2003-2004 to settle the accounts for the completed works viz. Construction of Combined Court Building at M.P.C. in Virudhunagar, Court Building at Udhagamandalam, Law Chambers in High Court, Chennai and to carryout the ongoing works of construction of Court Halls, Administrative Block, Law chambers etc., at Ulaganeri in Madurai.

Outlay for the year 2003-2004

For 2002-03 the outlay was Rs. 5,605.17 lakhs. The expenditure anticipated is Rs.5,022.20 lakhs. The outlay proposed for Public Works Department for the year 2003-2004 is Rs. 8,483.26 lakhs, out of which Rs. 28 lakhs is proposed for new schemes.
