CHAPTER - I

INTRODUCTION

The Revenue Department functions as a vehicle for translating the objective of the State Government to function as a welfare State. The Revenue Department has the proud legacy of being the oldest department in the Administrative set up of the State.

After the abolition of Board of Revenue in December 1980, the work of Revenue and Land Administration was entrusted to different commissioners viz. Commissioner of Revenue Administration, Commissioner of Land Administration, Commissioner of Land Reforms and subsequently Commissioner of Survey and Settlement at the State Level.

The prime functions of the Revenue Department are to safeguard the rights of the people to their holdings on land, updating and maintenance of land records, work relating to Land Acquisition, Land assignment, Land Lease, Alienation of Land, Grant of Pattas, Land Ceiling, Levy and collection of Urban Land Tax, Survey and Computerisation of Land Records.

The Revenue Department steps in readily during times of natural calamities for alleviating the sufferings of the people and issues prior warnings about the floods and cyclones to the public. The Department assists the affected people till normalcy returns.

All the functions enumerated above are carried out by a long hierarchy of officers in the Districts headed by the Collectors who are assisted by the District Revenue Officers, Revenue Divisional Officers, Tahsildars, Deputy Tahsildars, Revenue Inspectors, Village Administrative Officers and supporting ministerial staff.
