TAMIL NADU SLUM CLEARANCE BOARD

DEMAND NO.25 HOUSING

POLICY NOTE 2002-2003

The main aim of the Tamil Nadu Slum Clearance Board is to clear the slums especially those located in flood prone and other vulnerable areas and to resettle them in self contained hygienic houses with basic amenities near the urban limits and to provide basic amenities like drinking water supply, roads, storm water drain, P.C. units, sewage disposal, street lights, etc. to all the slums.

PROGRAMMES IMPLEMENTED BY THE TNSCB

TNSCB has been implementing various programmes to improve the living conditions of the slum families as detailed below.

1) SLUM CLEARANCE PROGRAMME

The Slum Clearance Programme envisages the construction of storeyed tenements with adequate infrastructure like water supply, sewerage, roads and street lights, etc. TNSCB has been implementing this programme since inception of the Board and so far constructed 68550 storeyed tenements at a cost of Rs.259.28 crore in Chennai, Madurai, Coimbatore, Trichy, Salem, Tirunelveli, Erode, Tuticorin, Thanjavur, Karur, Kumbakonam, Nagapattinam, Tiruppur and Sankarankoil.

It is programmed to complete the construction of 576 tenements at Swathandra Nagar in Chennai city at a total cost of Rs.7.08 crore by 31.03.2003. The funds required for this programme will be obtained from TUFIDCO as loan assistance and will be repaid by the Government over a period of 15 years.

2) ENVIRONMENTAL IMPROVEMENT OF URBAN SLUMS

To make the slum areas habitable, basic amenities like water supply, roads, street light, P.C. units, etc. are provided as a short time measure in unhygienic urban slums on "as is where is" basis at an average cost of Rs.2,000/- per family. This programme is being implemented out of the budgetary support provided by the Government every year. The slum improvement works under this programme have so far been provided to 320710 families living in urban slums at a cost of Rs.46.34 crore.

The slum improvement works as detailed above will be provided to 15,000  urban  slum  families  at  a  total cost of Rs.3.00 crore during 2002-2003.

3) REHABILITATION & RESETTLEMENT OF THE SLUM FAMILIES LIVING IN OBJECTIONABLE AREAS IN CHENNAI CITY - SPECIAL PROBLEM GRANT - TENTH FINANCE COMMISSION OF GOVERNMENT OF INDIA

TNSCB has availed special problem grant of Rs.54.00 crore from the Tenth Finance Commission/Government of India for the improvement of slums in Chennai city. Utilising this grant assistance, the work of construction of 6500 houses at Okkium Thuraipakkam is nearing completion and the project will be completed before 31.03.2002. So far 4265 houses have been allotted to slum families living on the alignment of MRTS and in other objectionable places. The remaining houses will be allotted to the slum families squatting on the alignment of MRTS Phase II soon on receipt of the list of affected families from the MTP authorities.

4) FLOOD ALLEVIATION PROGRAMME - CONSTRUCTION OF HOUSES FOR THE SLUM FAMILIES

To prevent the inundation of residential areas in Chennai city and to desilt and improve the storm water drainage systems and the major city water ways, the Government have approved a programme at a cost Rs.300.00 crore. As part of the above programme, TNSCB has programmed to construct 2688 houses at a cost of Rs.23.87 crore at Okkium Thuraipakkam, to resettle the slum families living on the river margin and posing hindrance to the desilting operations. TNSCB completed the construction of 2296 houses at a cost of Rs. 20.37 crore.

Under this programme, TNSCB shall complete the construction of the remaining 392 houses at a cost of Rs.3.50 crore during 2002-2003. The Government will provide Rs.3.50 crore as grant.

 5) ELEVENTH FINANCE COMMISSION - SPECIAL PROBLEM GRANTS - RESETTLEMENT OF SLUM FAMILIES LIVING IN MEGA CITIES

TNSCB has availed Special Problem Grant of Rs.49.00 crore from the Eleventh Finance Commission of Government of India for the relocation of slum families living in the objectionable areas in three mega cities of Tamil Nadu viz. Chennai, Madurai and Coimbatore. Utilising this grant assistance, it is proposed to construct 2820 three storeyed tenements in Chennai, 1832 individual houses in Madurai and Coimbatore in a phased manner as detailed below.

As a first phase, the work of construction of 1620 tenements at a cost of Rs.19.44 crore at Okkium Thuraipakkam in Chennai has been commenced during 03/2002. The construction of 3032 houses in the above mega cities at a cost of Rs.29.56 crore will be completed within the award period of the Eleventh Finance Commission i.e. before 31.03.2005.

TNSCB will complete the construction of 1620 tenements at Okkium Thuraipakkam in Chennai before 31.03.2003. Besides, the works for the construction of 1832 individual houses in Madurai and Coimbatore will be commenced during 2002-2003. It is programmed to spend Rs.20.00 crore on this programme during 2002-2003.

6) TAMIL NADU SPECIAL WELFARE FUND - CONSTRUCTION OF TENEMENTS

The Government have provided grant assistance under Tamil Nadu Special Welfare Fund to TNSCB every year since 1994-95 for the construction of tenements to the slum families. Under this programme, Rs.270.90 lakhs have been received as grant from the Government and TNSCB has so far constructed 295 tenements in Chennai city at a cost of Rs.263.80 lakhs.

The works for the construction of 64 tenements at a total cost of Rs.92.30 lakhs at Vasugi Nagar in Corpn.Dn.40, in Chennai, utilising the funds from the Tamil Nadu Special Welfare Fund is in advanced stage of progress. It is proposed to spend Rs.10.00 lakhs under this programme during 2002-2003 and the construction of 64 tenements will be completed and allotted to the slum families.

7) "VAMBAY" HOUSING SCHEME

The Government of India have recently announced a new housing programme namely Valmiki Ambedkar housing scheme, which envisages the construction of new shelter units for the urban slum families. This programme will be funded with 50% grant from Government of India, 40% will be obtained as loan from the Hudco, and the balance 10% will be from the beneficiaries as their contribution. TNSCB, has programmed to construct 1000 houses at an estimated cost of Rs.4.00 crore under this programme in Chennai, Madurai, Coimbatore, Trichy, Salem and Tirunelveli during 2002-2003. The loan amount of Rs.1.60 crore to be drawn from the Hudco for this programme will be repaid by TNSCB with interest at the rate of 10% per annum over a period of 15 years.  Besides, works for the construction of further 6250 houses at a cost of Rs.25.00 crore will be commenced during 2002-2003 under this programme.

8 (a) REPAIRS AND RENEWALS TO SLUM TENEMENTS UNDER "VAMBAY" HOUSE UPGRADATION SCHEME

During the Silver Jubilee celebration of TNSCB on 02.12.1995, the Hon`ble Chief Minister has announced the sanction of Rs.5.00 crore grant from the Government as a pioneering effort to carry out urgent structural repairs to the tenements in order to ensure safety to the lives and properties of the occupants. Subsequently the Government have sanctioned Rs.9.50 crore during 07/1997 to continue the repairs and renewal works for the slum tenements. Utilising the above funds the repairs and renewal works have been carried out for 45000 tenements in Chennai city by spending Rs.14.50 crore.

TNSCB has programmed to carry out the major structural repairs and renewal works to 30514 slum tenements constructed in Chennai, Madurai, Trichy and Erode,  at a total cost of Rs.8.93 crore over a period of two years. As part of this programme, it is programmed to spend Rs.8.93 crore to carry out repair and renewal works to 30514 tenements during 2002-2003. This programme will be implemented utilising the grant from the Government of India under VAMBAY and loan assistance from Hudco on a 50:50 basis. The loan amount of Rs.4.465 crore to be drawn from Hudco for this programme will be repaid by TNSCB with interest at the rate of 10% per annum over a period of 15 years.

8 (b) REPAIRS & RENEWALS TO SLUM TENEMENTS UNDER CONSTITUENCY DEVELOPMENT FUND

TNSCB obtained grant assistance of Rs.2.19 crore under the Constituency Development Fund of MLA's of Chennai city  during 2000-2001 and under took structural repairs to the tenements during 2000-2001 and 2001-2002 as detailed below.

Besides,  the MLA’s of 8 Assembly Constituencies of Chennai city have recommended for the release of a total grant of Rs.1.45 crore to TNSCB for carrying out repair and renewal works to the slum tenements and have released Rs.0.725 crore,  out of their Constituency Development Fund during 03/2002. Utilising this grant assistance, TNSCB, has programmed to carry out repair and renewal works for 19226 slum tenements in 38 scheme areas situated in 8 Assembly Constituencies in Chennai city, at a total cost of Rs.1.45 crore during 2002-2003.

9) PROVIDING FIRE PROOF HOUSES FOR THE SLUM DWELLERS

To prevent the recurrence of fire accidents in urban slums and to avoid the loss of human lives and properties, the A.C.sheet roof houses with side walls are provided by the TNSCB. Under this programme A.C.sheet roof houses with side walls have been provided to 45,308 families living in the slums in Chennai, Madurai, Coimbatore, Trichy, Salem and Tirunelveli towns at a cost Rs.56.92 crore.

The works of providing A.C.sheet roof with side walls for 2724 slum families living in Chennai city will be completed at a cost of Rs.4.24 crore as a spill over programme during 2002-2003. The funds required for this programme will be obtained from Hudco as loan assistance.

10) URBAN RENEWAL SCHEME

To augment the resources for the maintenance of the tenements, TNSCB has been constructing commercial complexes and MIG tenements at vantage locations in Chennai and other major towns in Tamil Nadu as ordered in G.O.Ms.No.129, Hg. & U.D. dt.12.02.1993.  TNSCB has so far constructed 8 commercial complexes at a total cost of Rs.5.07 crore and 722 MIG tenements in 12 locations in Chennai, Madurai and Salem at a total cost of Rs.14.92 crore. These programmes have been completed out of the institutional loan assistance from Hudco and National Housing Bank and the repayment of the loan is taken care of by TNSCB.

TNSCB has proposed to implement the Urban Renewal schemes in the following places during 2002-2003.

TNSCB has programmed to construct 144 MIG tenements in two locations as mentioned above and Rs.4.00 crore will be spent during 2002-2003. These programmes will be implemented out of the loan assistance from TUFIDCO and the repayment of the loan will be taken care of by TNSCB.

11) REPAIRS TO THE PRE SCHOOLS

TNSCB has programmed to carry out repair and renewal works to the 146 pre schools / Nutritious Meal Centres at a cost of Rs.90.07 lakhs during 2002-2003, out of the grant assistance provided by the Government in Social Welfare Department.

12) COMMUNITY DEVELOPMENT ACTIVITIES

Tamil Nadu Slum Clearance Board has been implementing the following community development programmes in slum areas improved by the TNSCB under various programmes with the involvement of NGOs from 1981.

a) EMPLOYMENT TRAINING PROGRAMME

The main object of this programme is to impart employable skills among the slum youth and school dropouts living in slum areas through short-term  training courses. The duration of training ranges from one month to one year. These training courses are imparted through registered Non Governmental Organisations, established Government and Private Institutions. Under this programme 9,536 slum youth have been benefitted and so far Government grant of Rs.137.34 lakhs spent.

b) CHILD LABOUR ELIMINATION PROJECT

During the silver jubilee celebration of TNSCB held on 2.12.1995 the Hon’ble Chief Minister has announced a grant of Rs.1.00 crore to implement Child Labour Elimination Project in Chennai.  Utilising the grant assistance TNSCB has been implementing the programme to eliminate the child labour in slum areas since 1996.

The aim of the project is to eliminate child labour in a phased manner in Chennai City and restore the Rights of Children in co-ordination with Non Governmental and Community Based Organisations. TNSCB has programmed to impart training to the children in the age group of 8-14 by withdrawing them from their work place and admit them in transit schools for a period of one year. The project includes running of one-year transit schools, social mobilisation, conducting baseline survey, Training and Orientation of Government and Non Governmental functionaries. As a collaborated effort, the International and National funding agencies like UNICEF and CRY have also extended their support for training and development and child development programmes. Under this programme 6050 child labourers and school dropouts have been admitted in transit schools and rehabilitated.  A sum of Rs. 94.00 lakhs  has been spent from 1996  to February 2002.  This programme has been implemented out of the budgetary support provided by the Government. During 2002-2003, 750 child labourers living in the slum will be benefited at a cost of Rs.6.00 lakhs.

c) ENTREPRENEURIAL DEVELOPMENT PROGRAMME

This programme aims to improve the socio economic conditions of the women living in slums in an integrated manner by providing socio economic inputs and creating awareness to make them self reliant and partners in development process. Under this programme training will be given to improve their productive potentiality and entrepreneurial development to improve their economic status and make them self reliant . This programme has been commenced during 2001–2002. The Government have provided the grant assistance of Rs.30.00 lakhs during 2001–2002. Utilising this fund, TNSCB will impart training for 6,000 slum women.

13) SPECIAL COMPONENT PLAN 2002-2003 FOR THE BENEFIT OF SCHEDULE CASTE SLUM FAMILIES

The Special Component Plan seeks to ensure flow of resources for the integrated development of Scheduled Caste Population living in urban slums.

           

As part of the Special Component Plan TNSCB has programmed to provide Slum Improvement works like roads, street lights, Storm water drain, public fountains etc. to make the slum areas habitable for 12000 families belonging to Scheduled caste at a cost of Rs.2.40 crore out of the total target of 15000 families at a cost of Rs.3.00 crore during 2002-03  which  worksout 80% of the slum families.  Besides It is estimated that 60% of the slum families belonging to Scheduled caste are benefitted through various other housing programmes like slum clearance scheme, Eleventh Finance Commission, Flood Alleviation Programme, A.C.sheet roof housing programme and VAMBAY etc. implemented by TNSCB.

 

It is estimated that 38382 slum families belong to Scheduled caste  will be benefited through the various programmes of TNSCB at a cost of Rs.49.96 crore proposed to be implemented during 2002-2003.

14) RAIN WATER HARVESTING AND SOLAR ENERGY CAPTURE

Due to the failure of the monsoon in successive years, and exploitation of the ground water sources in Chennai city, the ground water level in Chennai city has gone down.  Consequent on the  depletion of the ground water level, the wells have dried up and the yield from the borewells  reduced drastically leading to severe water scarcity in the tenemental areas in Chennai city in previous years.  The follow up action taken on the 15 point programme announced by the Hon`ble Chief Minister during the Governor’s address is mentioned as follows.

viii) Shelter Security

Promotion of housing activities designed to harvest sun and rain so that solar energy capture and rain water harvesting become everybody’s business.

As part of this programme Tamil Nadu Slum Clearance Board has programmed to install Rain water harvesting system in  tenemental areas in Chennai city. To ensure uninterrupted water supply, it is programmed to recharge the ground water in the tenemental areas in Chennai city,  Tamil Nadu Slum Clearance Board has  implemented Rain Water Harvesting systems in select tenemental schemes, in its Board and Division offices, community centres in Chennai city at a cost of Rs.11.50 lakhs as a pilot project.

TNSCB has been installing Rain Water harvesting systems in all the ongoing schemes.

TNSCB has programmed to construct 576 slum tenements and 144 MIG houses in Chennai and Rain Water Harvesting systems will be installed at a cost of Rs.50.00 lakhs in these scheme areas during 2002-2003. TNSCB shall cause action to provide Rain Water Harvesting system in all the future housing schemes duly making provisions in the cost of the project.

 

All efforts will be taken to provide Solar Energy in the Housing schemes to harness solar water heating.

 

15) SCHEMES PROPOSALS FOR 2002-2003

 

During 2002-2003, various schemes as indicated above will be implemented by the Tamil Nadu Slum Clearance Board to benefit 39,518 families at a cost of Rs.56.96 crore.

 

FUTURE PROGRAMMES

TNSCB has programmed to implement the following schemes in the coming years.

  1. 1)  VAMBAY
  2.  

The Government of India have recently announced a new housing programme namely Valmiki Ambedkar Housing Scheme, which envisages the construction of new shelter units for the urban slum families The Government of India shall provide 50% grant assistance for this programme.  TNSCB has programmed to construct 2000 houses every year at an estimated cost of Rs.8.00 crore under this programme.  This programme will be funded with 50% grant from Government of India 40% will be provided by the State Government as grant and the remaining 10% as beneficiary contribution.

2) FLOOD ALLEVIATION PROGRAMME

 

It is identified that 8164 slum families are squatting on the  banks of Chennai city waterways and posing hindrance to desilting operations by the PWD.  TNSCB has been constructing 3000 tenements to resettle a part of these families. It is programmed to cover further 1200 families under Eleventh Finance Commission programme.  It is proposed to construct 700 tenements utilising the anticipated savings of Rs.10.00 crore under Rehabilitation and Resettlement Component of Flood Alleviation Programme.  TNSCB shall cause action to construct further 3264 tenements at a cost of Rs.45.70 crore to resettle the remaining slum families in a phased manner.

                 It is proposed to construct  918 tenements at a total cost of Rs.12.85 crore in the following places in Chennai under Slum Clearance Programme in a phased manner.

4) COMMUNITY DEVELOPMENT PROGRAMME

 

It is proposed to implement the following community development programmes to improve their economic status and become a useful citizens of the society.

  1. a)   To cover 40,000 women living in urban slums under entrepreneurial development programme
  2. b)   Employment Training will be imparted to 1500 slum youth every year.

c)   Child Labour Elimination Programme

d)   Awareness campaign on health, sanitation and Environmental hygiene.   

 

RAIN WATER HARVESTING SYSTEM

Tamil Nadu Slum Clearance Board has constructed 60,580 tenements in 164 scheme areas in Chennai city. The piped water supply for ablution purposes for these tenements is provided by pumping the ground water from wells and borewells and supplied through over head tanks. The drinking water supply by CMWSSB is provided through public fountains.

Due to the failure of the monsoon in successive years, and exploitation of the ground water sources in Chennai city, the ground water level in Chennai city has gone down.  Consequent on the  depletion of the ground water level, the wells have dried up and the yield from the borewells  reduced drastically leading to severe water scarcity in the tenemental areas in Chennai city in previous years.  As part of the Hon’ble Chief Minister’s 15 point programme announced in the Governor’s address it is mentioned as follows.
