DIRECTORATE OF TAMIL DEVELOPMENT
In the present circumstances , it is essential to take all steps to extend and improve the usage of Tamil language. These activities are carried out through the Directorate of Tamil Development. This department was formerly formed as an Official Language committee in 1957 and later established as the Directorate of Tamil Development. The chief function of the Directorate is to implement the official language scheme and to carry out various activities pertaining to the development of Tamil Language.
IMPLEMENTATION OF OFFICIAL LANGUAGE SCHEME
INSPECTION
The Government have taken various effective steps to increase the usage of Tamil in day to day administration. Reviews are being conducted in Government Offices regarding the implementation of official language scheme. The departments of Secretariat are reviewed by the Secretary to Government, Tamil Development-Culture and Religious Endowments Department. The Offices of the Heads of Departments, Collectorates, Government undertakings are reviewed by the Director of Tamil Development and the Regional and Subordinate Offices at Districts are reviewed by the Regional Deputy Directors and Assistant Directors of the concerned districts. A book called ' Atchi Thamizh' was published for the use of Government servants. As the Government is committed to implement the official language scheme vigorously, the Government of India are being pressed continuously to declare the Tamil language as one of the official languages of the Nation. In this regard, the Hon'ble Chief Minister has addressed the Hon'ble Prime Minister of India.
SEMINARS ON OFFICIAL LANGUAGE
In order to make awareness about the aim and implementation of official language scheme to Government officers/staff and to encourage the implementation of official language scheme, official language seminars are being conducted at district level. In the year 2001-02, such seminars have been conducted in 8 districts.
ADMINISTRATIVE GLOSSARY, SUPPLEMENTARY GLOSSARIES OF SPECIAL TERMS
Administrative glossaries are very useful to the implementation of official language scheme. So far, 6 editions of administrative glossaries have been published and distributed to Government offices. Moreover, glossaries are prepared for the special terms of each and every department and distributed. Modification of administrative glossary and special terms glossaries are also being undertaken.
TRANSLATION WORKS
With a view to make use of the Tamil language in Government offices very effectively, skeleton forms, registers, rules, codes, manuals, etc., are translated in Tamil and distributed to Government offices.
TAMIL DEVELOPMENT SCHEMES
FINANCIAL ASSISTANCE FOR PUBLICATION OF BOOKS
Publication of books in a language is significant for the development of the language. Therefore, financial assistance is given to enable the publication of books in Tamil. Under this scheme, financial assistance is given for the publication of best books in Tamil, rare books and translated books. The selected books are given a maximum of Rs.20,000/- to Rs.25,000/- each as financial assistance.
PRIZES FOR THE BEST TAMIL BOOKS
With a view to encourage the publication of best Tamil books, every year prizes are awarded for 30 books in 30 headings at the rate of Rs.10, 000/- per book. Publishers of award winning books are also awarded with a cash prize of Rs.2000/-
FINANCIAL ASSISTANCE FOR AGED TAMIL SCHOLARS
Under this scheme the aged Tamil Scholars are getting financial assistance. Persons who are above 58 years of age and whose monthly income is not exceeding Rs.400/- are eligible for getting financial assistance. Tamil Scholars who are selected for the financial assistance are sanctioned Rs.500/- per month upto their life time.
FINANCIAL ASSISTANCE FOR TAMIL STALWARTS
A sum of Rs.3, 000/- plus medical allowance of Rs.15/- per month totally amounting to Rs.3015/- is given as financial assistance to the persons who have rendered meritorious service for the preservation and promotion of Tamil language upto their life time. After the demise of the pensioner, a sum of Rs.1500/- and medical allowance of Rs.15/- amounting to Rs.1515/- per month is sanctioned as financial assistance to the legal heirs of the pensioner and free bus pass is also given under this scheme upto their life time.
KURAL PRIZE
An amount of Rs.1000/- is awarded as “Kural Prize” for 23 students from January 2000 upto their life time.

THIRUVALLUVAR AWARD
Every year on Thiruvalluvar Day, Thiruvalluvar award is given to a person who propagates the ideals of Thiruvalluvar. This award carries a cash prize of Rs.1,00,000/- with a gold medal weighing 8 grams. This award for 2001 was awarded to Dr. E.Sundaramurthy, Vice Chancellor of Tamil University on 15.1.2002.
PAVENTHAR BHARATHIDASAN AWARD
Every year, a reputed Tamil poet is honoured with an award in memory of Paventhar Bharathidasan. This award carries a cash prize of Rs.1,00,000/- with a gold medal weighing 8 grams.
This award for 2001 was awarded to Kavignar Manimozhi on 26.12.2001.
THIRU. VI. KA. AWARD
An award to commemorate the name of great Tamil savant, Tamil Thendral Thiru. Vi. Ka., Thiru. Vi. Ka. Award is given every year to the best literary writer which carries a cash prize of Rs.1,00,000/- with a gold medal weighing 8 grams. This award for 2001 was awarded to Dr. P. Raman on 26.12.2001.
BHARATHIYAR AWARD
This award is being given every year to a person who propagates the ideals of Bharathiyar. It consists of a cash prize of Rs.1,00,000/- and a gold medal weighing 8 grams. This award for 2001 was awarded to Thiru P. S. Mani on 26.12.2001.
KI. AA. PE. VISWANATHAM AWARD.
This award is given to a Tamil intellectual who has rendered great service to Tamil. This award carries a cash prize of Rs.1,00,000/- with a gold medal weighing 8 grams. This award for 2001 was awarded to Hon'ble Dr. K. Kalimuthu, Speaker, Tamil Nadu Legislative Assembly on 26.12.2001.
FINANCIAL ASSISTANCE / GRANTS FOR UNIVERSITIES, INSTITUTIONS, TAMIL ORGANISATIONS
This scheme is operated to propagate and promote Tamil development. Under this scheme, financial assistance / grants are being given as follows:
1) GRANTS / FINANCIAL ASSISTANCE TO INSTITUTE TAMIL CHAIRS, TO CONDUCT TAMIL DIPLOMA COURSES IN THE UNIVERSITIES OF OTHER STATES AND FINANCIAL AID / GRANT TO EDUCATIONAL INSTITUTIONS
In order to pave the way to learn Tamil by Tamils living in other States and to disseminate Tamil language, literature and culture, financial assistance/grant is being provided for the institution of Tamil Chairs and for conducting Tamil Diploma Courses in the Universities of other States.
2) FINANCIAL ASSISTANCE TO TAMIL SANGAMS
Financial assistance is provided for Tamil Associations/ Sangams of Tamil Nadu and other States according to their requirements and demands such as construction / renovation of buildings, maintenance of Tamil schools run by Sangams, and for development of Sangams and their projects.
3) GRANT TO THE INTERNATIONAL INSTITUTE OF TAMIL STUDIES
The main objective of this institute is to promote and patronise Tamil research programmes with the co-ordination of Tamil departments and universal Tamil Scholars. The entire financial need is being fulfilled by the Government of TamilNadu by providing annual grant through Tamil Development Department.
4) GRANT TO THE TAMIL UNIVERSITY
Grant to the Tamil University is being released through the Directorate of Tamil Development to meet out the annual expenditure and for specific schemes. Last year (2000-2001) the Government sanctioned a sum of Rs.6,09,82,000/- (Rupees six crores nine lakhs and eighty two thousand only) as grant.
FUNCTIONS AND CENTENARY CELEBRATIONS
To perpetuate the memories of Tamil Scholars, celebrations like Thiruvalluvar day and the Birthday of U.V. Swamynatha Iyer are celebrated every year. Centenary celebrations of E.M. Subramania Pillai, M.V.Venugopala Pillai, Mangalam kizhar, Manonmaniam Sundaranar, Tamilkadal R. Chokalingam, Mailai Seeni. Venkatasamy, Muthtamizh Kavalar KI. AA. PE. and Prof. T.P.Meenakshi Sundaranar were celebrated.
CENTENARY CELEBRATION OF 'MOZHIGNAYIRU' DEVANEYA PAVANAR
The very name Pavanar would suggest 'a spritful lion of Tamil, cool and rich', 'a grand flow of river of pure Tamil' and we could see also a new maxim has arisen to the effect that even the door steps of the house of Pavanar would speak elegant Tamil and has come to stay as a proverb. The seed for pure Tamil was sown and nurtured by Maraimalai Adigal, but it was Pavanar who was responsible for its growth into a deeprooted, grownup shady banyan tree with widely spread branches. To felicitate his unique works and facilitate the continuance of those works relentlessly, this Govt. celebrated Centenary Celebrations of Pavanar at Sankarankoil (5.2.2002) and Gomathimuthupuram (6.2.2002) of Tirunelveli district where he was born and spent his younger days and also at Chennai (8.2.2002) where he carried out his Tamil development works. Seminars, workshops and valedictory functions were held at Chennai. Hon'ble Minister for Education, the then Hon'ble Chief Minister and many other eminent scholars participated in the centenary celebration and graced the occasion.
PUBLICATION OF BOOKS - HISTORY OF TAMIL NADU
It was decided to publish an authentic History of Tamil Nadu in 7 volumes. So far, five volumes have been published. The preparation of remaining volumes is under progress.
PREPARATION OF SOURCE BOOKS IN TAMIL FOR THE USE OF I.A.S EXAMINATION
Under this scheme, the book on History of Tamil Language has been published. The preparation of other books on History and Geography is under progress.
"Atchi Thamizh" BOOK
In order to know the implementation of official language scheme by the Government servants, a book called `Atchi Thamizh' has been released. Action is being taken to include this book in the Departmental tests conducted by the Tamil Nadu Public Service Commission.
SHORTHAND BOOK
Realising the need for Tamil Shorthand book, this department has been publishing shorthand books then and there. Action is being taken to publish the 5th edition.
KURALAMUTHAM
An anthology of articles on Thirukkural by various Tamil Scholars - `Kuralamutham' has been published.
TAMIL IN COMMERCIAL SIGN BOARDS
To help the merchants to use Tamil in their sign boards, a book called "Vaniga Niruvanangalin Peyar palaigaikalil Thamizh" has been released.
NEW TAMIL GRAMMAR BOOK
On the basis of Tholkappiam, Nannool and also realising the usage by the students of schools and colleges and for the present day need, a new Tamil grammar book is under preparation.
CONTRIBUTIONS TO THE 20th CENTURY BY THE TAMILS
Action is being taken to print a book in Tamil and English, regarding the contributions to the 20th century by the Tamil people on Politics, Science, Literature, Social Reforms, Sports and other fields.
HISTORY OF NEW TAMIL LITERATURE
Most of the books published so far relating to History of Tamil Literature are based on the literatures of Tamil Nadu only. Therefore, it is proposed to bring out a comprehensive History of Tamil Literature comprising the literatures of Sri Lanka, Singapore and Malaysia through International Institute of Tamil Studies.
THE CATALOGUE OF TAMIL PRINTED BOOKS
The prime objective of this scheme is to prepare a Catalogue of all the books published in Tamil which have been registered and preserved in Government archives. Catalogues have been published for the books upto the year 1935. The details for catalogue of books from 1936 to 1945 have been prepared and computerisation is under progress and the work of collecting the details for the catalogue of books from the year 1946 is also under progress. Steps are being taken to facilitate the Tamils living all over the world to know the details of Tamil books published through internet.
WORD BANK
To create Tamil words equal to English and other languages and to modify the old Tamil words in accordance with the present day needs and to make use of the words which are in usage by the public, a scheme entitled "Word Bank" has been formulated.
PREPARATION OF DICTIONARY, LEXICON, ENCYCLOPAEDIA
Financial assistance is being given separately for the preparation and publication of Dictionary, Lexicon, Encyclopaedia, Medical Encyclopaedia, etc.
TAMIL CENTRES IN OTHER STATES
To promote / teach Tamil in other States through a Government based organisation, a scheme of `establishment of Tamil centres in other States has been formulated. Accordingly, the Tamil centres have been started at Mumbai and Kolkatta and works are carried out.
NATIONALISATION OF BOOKS
The literary works and books of Bharathiyar, Silambu Selvar Ma. Po. Sivagnam (a book on `éLjiy¥ nghçš jäHf«' only) Kavignar Pattukottai Kalyanasundaram, Pavendar Bharathidasan, Perarignar Anna, Mozhignayiru Devaneyappavanar, Maramalai Adigalar, Thiru. Vi. Ka., Kalki, V.Swaminatha Sharma have been nationalised and compensation amount has been given to their legal heirs.
In connection with the Golden Jubilee year of National Independence, books of many Tamil National Authors have been nationalised and compensation sanctioned to the legal heirs of each family. The works of Mylai Seeni.Venkatasamy, Thiru. Samy. Chidambaranar, Kavignar Mudiyarasan and Thiru. K. Appadurai have been nationalised.
