To achieve the dreams of Pavendhar Bharadhidasan, this Government is taking strenuous efforts to Tamilnadu to number one state in India in the field of industrial progress.
The achievements of the state in various fields are published by the Government Press.
The Government Press was started about 171 years ago at Chennai, the Head Quarters of Tamil Nadu for fulfilling the printing needs of the Government.
The printing works of the Secretariat Departments, Heads of Departments and printing Tamil Nadu Government Gazettes, Budget Documents, question papers of Tamil Nadu Government Examinations, Raffle Tickets, Annual Reports of the Accountant General of Tamil Nadu, Public Accounts Committee, Confidential Special Reports, Standardised forms, etc. are undertaken and supplied in the Government Presses.
Directorate of Stationery and Printing, Chennai
Government Presses, Stores and Sales Depots are functioning under the control of the Directorate of Stationery and Printing at Chennai.
An officer in the cadre of I.A.S. is appointed as Director of Stationery and Printing and under his control Joint Director, General Manager, Works Managers, Deputy Works Managers, Branch Managers, Chief Accounts Officer, Deputy Director (Stationery) and Accounts Officer are functioning and with them the activities of this Department are done efficiently.
The Directorate of Stationery and Printing examine and pass orders at the appropriate time on all matters like administration, pay, leave, transfer, promotion and other benefits in respect of all categories of employees of this Department. The Directorate of Stationery and Printing settles the disputes under the Industrial Disputes Act for the benefit of the employees of the Department.
Administrative sections, Technical sections, Stationery sections and Accounts sections are the Administrative set up of the Directorate. Each section is under the control of a Joint/Deputy Director and he supervises the works of the employees of the sections under his control. They are under the direct control of the Director of Stationery and Printing. The Joint Director appointed in the cadre of District Revenue Officer is looking after all the establishment matters of Directorate.
The printing works entrusted by the Secretariat, Heads of Departments and Institutions, printing of Budget Documents, Tamil Nadu Government Gazettes, Confidential Special Reports, Codes, Manuals, Ballot Papers, Raffle Tickets, Standardised and Non-Standardised Forms are undertaken throughout the year by the Government Presses under the control of Stationery and Printing Department.
In addition to the Government Central Press, Chennai and Government Branch Press, High Court Buildings, Chennai, there are Government Branch Presses in Madurai, Tiruchirappalli, Pudukkottai, Salem and Vridhachalam. Stationery wing and Sales Depot are also functioning under the control of this Department.
Government Central Press, Chennai
The Government Central Press is functioning with 1983 employees under the control of two Works Managers. The employees in the Press are working in three shifts. The Press is equipped with Modern Printing Machines, Binding Machines, Desk Top Publishing Systems, Block Making and Rubber Stamp Sections.
The work of printing Government Raffle Tickets are undertaken in Government Central Press from the year 1994. Two crores of Raffle Tickets are printed and supplied for every month. For printing Raffle Tickets, modern printing machinery at a cost of Rs.91 lakhs were installed in the Press.
Printing of Budget Documents, urgent matters of the Legislative Assembly, Top Secret works, Tamil Nadu Public Service Commission Bulletins, Raffle Tickets are the important works undertaken in the Press. Besides, Government Calendars and Diaries are also printed and supplied.
Under modernization schemes, during the year 1999-2000, modern machinery have been purchased at a cost of Rs.8.75 lakhs such as Laminating Machine, Desk Top Publishing System, Laser Printer and U.P.S. System installed in this Press.
Government Branch Press, High Court Buildings, Chennai
For the purpose of printing Cause List of High Court of Judicature, this Branch Press was established in 1923 in the High Court Buildings, Chennai. A Deputy Works Manager with 209 employees are working in this Press. Works are allotted to the employees in the Press in three shifts. Daily Cause List of the High Court of Judicature are printed and supplied by the night itself. The above work is completed within the time frame and distributed to all. A Sub-sales Depot of the Government Publication Wing is also functioning here for the use of Advocates, Public and Government Servants.
A fortnightly issue of Indian Law Reports and the Standardised forms pertaining to Government Departments are also printed here.
Government Branch Press, Madurai
213 employees of this press are working in 2 shifts under the control of a Deputy Works Manager. Two Assistant Works Managers and one Executive Engineer are working in the Technical Wing and one Assistant Director is working in the Administrative Wing of the Press.
Standardised and Non-Standardised forms and Registers are printed and supplied for Revenue Department, Treasury and Accounts Department, Police Department, Registration Department, Health Department, Commercial Taxes Department, Seed Certification Tags of Agriculture Department, Indices of Government Department and Schedule of rates of Public Works Department.
Modern Machinery have been purchased at a cost of Rs.42.09 lakhs and installed in the Press in the year 2000-2001 for the development of the Press.
From 1.1.2002, District Gazettes are printed and supplied for the Districts of Madurai, Theni, Virudhunagar, Tirunelveli and Dindugal.
Government Branch Press, Tiruchirappalli
This first Zonal Printing Press established in 1965 in a rented building at Ariyamangalam is now functioning in its own building at Thuvakudi. Standardised forms and Registers are printed and supplied for all Government Departments. In these items Personal Register, Cash, Register, Measurement Registers are very useful for the Government Departments. The Common Forms and Registers required for various boards and Corporations are also printed and supplied on pre-payment of cost.
District Gazettes are printed and supplied for the following Districts :-

Government Branch Press, Pudukkottai
Under the control of a Branch Manager, this Government Branch Press is functioning with 148 employees. Standardised Forms and Registers are printed and supplied to Adi-Dravidar and Backward Classes Welfare Department, Police Department, Medical Department, Pension and Forest Department by this Government Branch Press.
District Gazettes, important special news and public notices are published in this press for the following districts :-

Under Part-II Scheme for 2001-2002 the Government have sanctioned the scheme for modernization of this Press at an estimated cost of Rs.51.25 lakhs.
Government Branch Press, Vridhachalam
The Branch Press is functioning with 114 employees under the control of a Branch Manager. Forms and Registers are printed and supplied for the following Government Departments :-

Government Branch Press, Salem
Under the control of a Branch Manager, this Government Branch Press is functioning with 120 employees. T.N.T.C. Forms, Medical Forms and forms of Government Examinations are printed and supplied by this Branch Press.
Non-Standardised items of 'A' Registers and Gazettes for the Districts of Salem, Coimbatore, Erode, Namakkal, Nilgiris and Dharmapuri are also printed and supplied.
Government Stationery Stores and Office
Government Stationery Stores and Office is functioning with 192 employees under the control of a Deputy Director. This Office is the centralized Agency for the procurement of Stationery articles, typewriters, duplicators, calculators and printing materials and supply to the Government Departments in Tamil Nadu at free of cost. The Stationery articles and papers required by the institutions which obtain central aid which implement Centrally sponsored schemes are supplied on pre-payment basis. Papers and Boards and Stationery articles are procured annually through open tender and limited tenders. Typewriters, Duplicators and Calculators are procured through D.G.S. & D. rate contract. The cost of Stationery Articles purchased and supplied during the year 2000-2001 was Rs.927 lakhs. Besides articles worth Rs.2465/- lakhs are procured and stocked for supply. Stationery Articles worth Rs.603 lakhs were procured and supplied upto 31-12-2001. Besides, stationery articles worth of Rs.14 crores have been procured and stocked for supply for the period upto 31-3-2002. The value of the stationery articles required for the year 2002-2003 is estimated at Rs.25 crores.
Government Publication Wing, Chennai
For sale of Government publications, there is a Government Publication Wing at Anna Salai, Chennai and a sales sub-Depot at Government Branch Press, High Court Buildings, Chennai which function under the control of Directorate of Stationery and Printing. Government Publications, such as, Acts and Rules, Codes, Manuals, Gazettes, Tamil Nadu Public Service Commission Bulletins and Service Registers are sold. It also acts as an agent for sale of Government of India Publications. The Publications are also sold through authorised agents in all Districts.
During the period from April 2001 to January 2002 the Government Publications were sold for a sum of Rs.12 lakhs and also a sum of Rs.23 lakhs was received towards the charges for the change of names in the Gazette.
Printing Works
All printing works entrusted by the Secretariat Departments, Heads of Departments, Office of the Accountant-General of Tamil Nadu, Public Sector Undertakings, Printing of Budget Documents, Tamil Nadu Government Gazettes, Confidential Special Reports, Raffle Tickets, Printing of Standardised and Non-standardised forms are undertaken throughout the year by the Government Presses under the control of Stationery and Printing Department. During the year 2001-2002, all the presses of this department have printed 51.4 crores impressions as against the target of 54.2 crores.
Labour Welfare
300 quarters at Tondiarpet in Chennai are provided to the employees of the Government Press. To look after the welfare of the occupants Labour Welfare Officer, Assistant Labour Welfare Officer and Health Supervisor are appointed. The Health Supervisor supervises the rest sheds, tiffin shed and cycle stand in Government Central Press, Government Branch Press, High Court Buildings and Directorate to ensure upkeep and maintenance. The Medical Officer attached to the Dispensary of Government Central Press, Chennai visits all the units once in a week and provides medical facilities to the employees.
The workers in the Government Central Press, Stationery Stores and in the other Government Branch Presses are paid cash allowances of Rs.50 in lieu of supply of Bun & Tea. A milk allowance of Rs.2 per day per head is paid to the workers who are exposed to lead fumes in addition to multi vitamin tablets.
Waters Coolers are provided in the Directorate, Government Central Press and in all other Government Branch Presses and Stationery Stores.
For the welfare of the women employees, crèche is provided at the Central Press. Children are supplied with Milk, Biscuits, Toys, etc. at Government expenses.
The men employees of Government Presses are supplied with three sets of Polyester Uniforms once in two years with stitching charges of Rs.300 at the rate of Rs.100 per set. The women employees are supplied with three polyester sarees and blouse pieces and a sum of Rs.60/- at the rate of Rs.20/- per blouse towards stitching charges are also paid to them. Canteen facilities are available for the employees, at the Government Central Press, Chennai, Stationery Stores, Chennai and at the Government Branch Press, Madurai.
The Tamil Nadu Stationery and Printing Department Employees Co-operative Society Limited is functioning at Government Central Press. This co-operative society provides loan facilities to the employees at a maximum amount of Rs.1,00,000. One calendar and one diary are supplied to all the employees of Stationery and Printing Department at free of cost.
The Administrative set up of the Directorate of Stationery and Printing, the details of the employees working, the details of performance of Government Presses during 2001-2002, the details of printing machines in the Government Presses, the details of Binding Machines in the Government Presses and the details of the impressions made during the last ten years are tabulated and given in Annexure.
Press Improvement Plan
The Government Press started in the year 1831 with minimum number employees continue to function efficiently. Taking into account the new innovations, the need for giving preference for modernization of the Stationery and Printing Department is felt. With a long vision, the Government Presses are modernized in a phased manner.
By utilizing the excess manpower, in the Stationery and Printing Department, and by installing modern printing machinery in the presses, the Government is examining the proposal for undertaking private printing works in Government Presses on commercial basis.
