Governor And Council Of Ministers
Public Department deals with affairs relating to administration and maintenance of the offices of the Governor and the Council of Ministers. It also deals with the appointment of Ministers and allocation of Portfolios to the Ministers. Demand No.2 encompasses the subject heads relating to the above matters. The three heads under this Demand are:-
i. 2012 Governor
ii. 2013 Council of Ministers
- iii.2052 AC Personal Staff of Ministers
A brief note on each of the above Budget Heads is given as under:-
Governor
2. A sum of Rs.2,62,89,000/- has been provided for the year 2002-2003 towards emoluments of the Governor, maintenance of the Governor's Household, the cost of establishment of the Governor’s Secretariat and the Governor’s household, etc. The expenditure relating to "Governor" is a charged item and is not subjected to vote by the Legislature. The emoluments, allowances and privileges for the Governor are regulated by the State Re-organisation (Governor's Allowances and Privileges) Order No.1957 and they can be varied only by an Act of the Parliament. Having regard to the courtesies due to the "Head of State" and in view of the Constitutional provisions, it has been the convention that the emoluments, allowances and other privileges of the Governor are not made the subject of any debate and that any reference is confined to broad statement consistent with the protection given to the Governor under the Constitution and the dignity of the Office.
Governor's Secretariat
3. The Governor's Secretariat forms part of Raj Bhavan and is headed by the Secretary to Governor in the rank of an IAS Officer with a Deputy Secretary to Governor in the cadre of District Revenue Officer and other supporting staff.
4. His Excellency the Governor is the Chancellor of 15 Universities in Tamil Nadu. Appointments of Vice-Chancellors and other nominations to University bodies are made in the Governor’s Secretariat. His Excellency the
Governor is honorary chief of several institutions such as St. John Ambulance Association, Indian Red Cross Society, M.S.Swaminathan Research Foundation, etc. The Governor's Secretariat acts as the link between the Government and His Excellency the Governor.
Council of Ministers
5. There are 27 Ministers in the Cabinet including the Chief Minister. The Public department deals with provision of Chambers, furniture, telephones, motor-vehicles, supply of stationery and all other items of office equipment to the offices of the Chief Minister and Ministers. A sum of Rs.3,66,29,000/- has been provided under this Head for the year 2002-2003. The amount includes a sum of Rs.61.90 lakhs towards salary of Ministers, Rs.74.50 lakhs towards the tour expenses, Rs.229.39 lakhs for other expenditure like telephone charges, purchase of furniture, purchase and maintenance of Motor Vehicles and other contingencies.
6. The Pay and other allowances of the Personal Staff of all the Ministers, the Staff in the Chief Minister's Office and the Chief Minister's Secretariat are operated under the head of account "2052.AC.Personal Staff of Ministers” and a sum of Rs.5,47,09,000/- has been allotted under this head.
