POLICY NOTE ON INDUSTRIES 

2002-2003

TAMILNADU INDUSTRIAL DEVELOPMENT CORPORATION LIMITED

Tamil Nadu Industrial Development Corporation Limited (TIDCO) is a pioneer industrial development agency of the Government .  It was formed in the year 1965 with the object of identifying and promoting medium and large scale industrial projects in the State in partnership with private entrepreneurs.  During the last 36 years, TIDCO has promoted over 100 projects in various fields like Iron & Steel, Petrochemicals, Fertilizers and Chemicals, Automobiles, Floriculture etc.  In the recent years, TIDCO has diversified its activities in creating infrastructure and state of the art facilities to ensure continued investment inflows. 

The projects which are under implementation and the projects which are proposed to be taken up by TIDCO during 2002-2003 are given below: 

TICEL Biotech Incubator Park 

TIDCO is setting up a Biotechnology Incubator Park near Taramani, Chennai over an extent of 5 acres to provide complete technical and other services under one roof.  It will have two major facilities viz., (I) A Bio-resource Centre of 18,000 sq.ft. and (ii) common tenancy area (Customised  labs)  of 1,20,000 sq.ft.  The project will be implemented  at an estimated cost of Rs.62.50 crores with technical assistance of Cornell University, U.S.A.  The Park is expected to attract investment of Rs.1000 crores from 50 new companies.  It is expected to provide employment to about 1500 persons.  Technical collaboration agreements have been finalised.  The work will commence in May this year and it will be completed before 31.3.2003. 

Bio Informatics and Genomics Centre 

TIDCO is setting up a State of the Art Bioinformatics and Genomics Centre at a project cost of Rs.20 crores with Dr. P. Senapathy of U.S.A.  The TIDCO Board has approved the equity investment of Rs. 2 crores in this venture.  The project will develop and commercialise advanced laboratory technologies for the high throughput DNA sequencing and apply other advance techniques which can accelerate identification and interpretation of disease-causing genetic mutations. 

Marine Biotechnology Park, Chennai 

The Park will have two sections viz., Common facilities (Gene Bank, culture collection of marine organisms for commercial exploitation, Central Analytical labs, Pilot plant for extraction of Bio-chemicals and supporting infrastructure-water treatment, aeration, power, effluent management etc.) and space to set up 30 commercial units. 

TIDEL-2 Limited 

TIDCO has taken steps to implement TIDEL-2 Project to cater to the growing demands for quality space in the Information Technology Sector.  The market survey has  clearly established a projected demand for quality space of 3.6 million sq.ft. by 2003.  Government has allotted 40.19 acres of land adjacent to TIDEL Park, to implement TIDEL-2 Project.  Preparation of detailed project report is in progress.  An Agreement is to be entered into with Jurang Town Corporation to implement the project. 

Agri Export Zone 

The Government of India has approved the proposal of TIDCO for promoting Agri Export  Zone in Dharmapuri District in association with APEDA for export of native and  cut flowers.  A number of Floriculture and Horticulture projects can be developed.  That will benefit the farmers in the Dharmapuri District. 

Winery Project 

TIDCO has proposed to set up a Value added Centre for grapes and also a winery for the export / domestic market by using Muscat / Thomson variety of grapes grown in Cumbum Valley of  Theni District.  Necessary rules are required to be framed  for permitting a winery with associated distillery unit in this State, which are being examined by the Government. 

 High-Tech Industrial Park / Special Economic Zone, Nanguneri 

TIDCO is setting up a Hi-Tech Industrial Park in Nanguneri taluk, Tirunelveli District in the escort sector in association with INFAC group and Axes Technologies Inc., U.S.A., at an estimated cost of Rs.700 crores. The Park will provide international standard infrastructure facilities to the core industries of non-polluting nature such as electronic, telecommunication components and consumer durables, information technology, biotech and pharmaceuticals, light and precision engineering etc.  Land acquisition for 2094 acres has been completed.  All clearances have been obtained.  The Government of India has given "in principle"”approval for the Hi-tech Industrial Park as Special Economic Zone.  Formal approval is awaited pending issue of a state policy in Special Economic Zone.  State Government will soon announce its Special Economic Zone Policy. 

'SPA'  Resorts 

Hi-Tech Park at Nanguneri, Rubber Industrial Park at Kanniyakumari, Major Port in Kanyakumari, construction of an atomic power plant at Koodankulam are all the  important projects being developed in the Southern Districts.  Good  infrastructure  such as good hotels, housing, speciality hospitals, good roads etc. have to be created.  The most immediate one among them is a good hotel facility.  TIDCO is proposing to establish SPA-Resort – a relatively new concept catching up in the hospitality industry all over the world to the international standard near Kanniyakumari.  About  30 acres of land near Kanyakumari has been identified.  TIDCO has initiated action for alienation of this land.  An investment of Rs.100 crore will be required to establish this resort making it one of the landmarks in Tamil Nadu.
