Policy Note 2002-2003

ELEVENTH FINANCE COMMISSION - SPECIAL PROBLEM GRANTS - RESETTLEMENT OF SLUM FAMILIES LIVING IN MEGA CITIES

The Special Problem Grant of Rs.49.00 crore from the Eleventh Finance Commission of Government of India is allocated to Tamilnadu Slum Clearance Board for the relocation of slum families living in the objectionable areas in three mega cities of Tamilnadu viz. Chennai, Madurai and Coimbatore. Utilising this grant assistance, it is proposed to construct 2820 three storeyed tenements in Chennai and 1832 individual houses at Madurai and Coimbatore in a phased manner as detailed below.

As a first phase, the work of construction of 1620 tenements at a cost of Rs.19.44 crore at Okkium Thuraipakkam in Chennai has been commenced during March 2002. The construction of remaining 3032 houses in the above mega cities at a cost of Rs.29.56 crore will be completed within the award period of the Eleventh Finance Commission i.e. before 31.03.2005.

Tamilnadu Slum Clearance Board will complete the construction of 1620 tenements at Okkium Thuraipakkam in Chennai before 31.03.2003 at a cost of Rs.19.44 crores. Besides, the works for the construction of 1832 houses in Madurai and Coimbatore will be commenced during 2002-2003. It is programmed to spend Rs.20.00 crore on this programme during 2002-2003.

TAMILNADU SPECIAL WELFARE FUND - CONSTRUCTION OF TENEMENTS

The Government have provided grant assistance under Tamilnadu Special Welfare Fund to Tamilnadu Slum Clearance Board every year since 1994-95 for the construction of tenements to the slum families. Under this programme, Rs.270.90 lakhs have been received as grant from the Government and Tamilnadu Slum Clearance Board has so far constructed 295 tenements in Chennai city at a cost of Rs.263.80 lakhs.

  The works for the construction of 64 tenements at a total cost of Rs.92.30 lakhs at Vasugi Nagar in Corporation Division 40, in Chennai, utilising the funds from the Tamilnadu Special Welfare Fund is in advanced stage of progress. It is proposed to spend Rs.10.00 lakhs under this programme during 2002-2003 and the construction of 64 tenements will be completed and allotted to the slum families.

  "VAMBAY" HOUSING SCHEME

The Government of India have recently announced a new housing programme namely Valmiki Ambedkar Housing Scheme, which envisages the construction of new shelter units for the urban slum families. This programme will be funded with 50% grant from Government of India, 40% will be obtained as loan from the HUDCO, and the balance 10% will be from the beneficiaries as their contribution. Tamilnadu Slum Clearance Board, has programmed to construct 1000 houses at an estimated cost of Rs.4.00 crore under this programme in Chennai, Madurai, Coimbatore, Trichy, Salem and Tirunelveli during 2002-2003. The loan amount of Rs.1.60 crore to be drawn from the HUDCO for this programme will be repaid by Tamilnadu Slum Clearance Board with interest at the rate of 10% per annum over a period of 15 years.  Besides works will be commenced to cover additional 6250 families at a total cost of Rs.25.00 crore under this programme during 2002-2003 with HUDCO's loan assistance of Rs. 10.00 crores, Government of India's grant of Rs. 12.50 crores and beneficiaries contribution of Rs. 2.50 crores.  

REPAIRS AND RENEWALS TO SLUM TENEMENTS UNDER "VAMBAY" HOUSE UPGRADATION SCHEME

During the Silver Jubilee celebration of Tamilnadu Slum Clearance Board on 02.12.1995, the Hon`ble Chief Minister has announced the sanction of Rs.5.00 crore grant from the Government as a pioneering effort to carry out urgent structural repairs to the tenements in order to ensure safety to the lives and properties of the occupants. Subsequently the Government have sanctioned Rs.9.50 crore during July 1997 to continue the repairs and renewal works for the slum tenements. Utilising the above funds the repairs and renewal works have been carried out for 45000 tenements in Chennai City by spending Rs.14.50 crore.

Tamil Nadu Slum Clearance Board has programmed to carry out the major structural repairs and renewal works to 30514 slum tenements constructed in Chennai, Madurai, Trichy and Erode, at a total cost of Rs.8.93 crore.  This programme will be implemented utilizing the grant from the Government of India under VAMBAY and loan assistance from HUDCO on a 50:50 basis. The loan amount of Rs.4.465 crore to be drawn from HUDCO for this programme will be repaid by Tamilnadu Slum Clearance Board with interest at the rate of 10% per annum over a period of 15 years.

REPAIRS & RENEWALS TO SLUM TENEMENTS UNDER CONSTITUENCY DEVELOPMENT FUND

Tamil Nadu Slum Clearance Board obtained grant assistance of Rs.2.19 crore under the Constituency Development Fund of MLA's of Chennai city during 2000-2001 and undertook structural repairs to the tenements during 2000-2001 and 2001-2002 as detailed below:-

Besides, the MLAs of 8 Assembly Constituencies of Chennai city have recommended for the release of a total grant of Rs.1.45 crore to Tamilnadu Slum Clearance Board for carrying out repair and renewal works to the slum tenements and have released Rs.0.725 crore, out of their Constituency Development Fund during March 2002. Utilising this grant assistance, Tamilnadu Slum Clearance Board, has programmed to carry out repair and renewal works for 19226 slum tenements in 38 scheme areas situated in 8 Assembly Constituencies in Chennai city, at a total cost of Rs.1.45 crore during 2002-2003.

PROVIDING FIRE PROOF HOUSES FOR THE SLUM DWELLERS

To prevent the recurrence of fire accidents in urban slums and to avoid the loss of human lives and properties, the Tamilnadu Slum Clearance Board provides the A.C.sheet roof houses with sidewalls. Under this programme A.C.sheet roof houses with side walls have been provided to 45,308 families living in the slums in Chennai, Madurai, Coimbatore, Trichy, Salem and Tirunelveli towns at a cost Rs.56.92 crore.

The works of providing A.C.sheet roof with side walls for 2724 slum families living in Chennai city will be completed at a cost of Rs.4.24 crore as a spill over programme during 2002-2003. The funds required for this programme will be obtained from HUDCO as loan assistance.

URBAN RENEWAL SCHEME

To augment the resources for the maintenance of the tenements, Tamilnadu Slum Clearance Board has been constructing commercial complexes and MIG tenements at vantage locations in Chennai and other major towns in Tamilnadu as ordered in G.O.Ms.No.129, Hg. & U.D. dt.12.02.1993.  Tamilnadu Slum Clearance Board has so far constructed 8 commercial complexes at a total cost of Rs.5.07 crore and 722 MIG tenements in 12 locations in Chennai, Madurai and Salem at a total cost of Rs.14.92 crore. These programmes have been completed out of the institutional loan assistance from HUDCO and National Housing Bank and Tamilnadu Slum Clearance Board takes care of the repayment of the loan.

Tamilnadu Slum Clearance Board has proposed to implement the Urban Renewal schemes in the following places during 2002-2003:-

Tamilnadu Slum Clearance Board has programmed to construct 144 MIG tenements in two locations as mentioned above and Rs.4.00 crore will be spent during 2002-2003. These programmes will be implemented out of the loan assistance from TUFIDCO and Tamilnadu Slum Clearance Board will take care of the repayment of the loan.

REPAIRS TO THE PRE SCHOOLS

  Tamilnadu Slum Clearance Board has programmed to carry out repair and renewal works to the 146 pre schools / Nutritious Meal Centres at a cost of Rs.90.07 lakhs during 2002-2003, out of the grant assistance provided by the Government in Social Welfare Department.

COMMUNITY DEVELOPMENT ACTIVITIES

Tamilnadu Slum Clearance Board has been implementing the following community development programmes in slum areas improved by the Tamilnadu Slum Clearance Board under various programmes with the involvement of NGOs from 1981:-

EMPLOYMENT TRAINING PROGRAMME

The main objective of this programme is to impart employable skills among the slum youth and school dropouts living in slum areas through short-term training courses. The duration of training ranges from one month to one year. These training courses are imparted through registered Non Governmental Organizations, established Government and Private Institutions. Under this programme 9,536 slum youth have been benefitted and so far Government grant of Rs.137.34 lakhs was spent.

CHILD LABOUR ELIMINATION PROJECT

During the silver jubilee celebration of Tamilnadu Slum Clearance Board held on 2.12.1995, the Hon’ble Chief Minister has announced a grant of Rs.1.00 crore to implement Child Labour Elimination Project in Chennai.  Utilising the grant assistance Tamilnadu Slum Clearance Board has been implementing the programme to eliminate the child labour in slum areas since 1996.

The aim of the project is to eliminate child labour in a phased manner in Chennai City and restore the rights of Children in co-ordination with Non Governmental and Community Based Organizations. Tamilnadu Slum Clearance Board has programmed to impart training to the children in the age group of 8-14 by withdrawing them from their work force and admit them in transit schools for a period of one year. The project includes running of one-year transit schools, social mobilization, conducting baseline survey, Training and Orientation of Government and Non Governmental functionaries. As a collaborated effort, the international and national funding agencies like UNICEF and CRY have also extended their support for training and development and child development programmes. Under this programme 6050 child labourers and school dropouts have been admitted in transit schools and rehabilitated.  A sum of Rs. 94.00 lakhs has been spent from 1996 to February 2002.  This programme has been implemented out of the budgetary support provided by the Government. During 2002-2003, 750 child labourers living in the slum will be benefited at a cost of Rs.6.00 lakhs.

C)  ENTREPRENEURIAL DEVELOPMENT PROGRAMME

This programme aims to improve the socio-economic conditions of the women living in slums in an integrated manner by providing socio-economic inputs and creating awareness to make them self reliant and partners in development process. Under this programme training will be given to improve their productive potentiality and entrepreneurial development to improve their economic status and make them self reliant . This programme has been commenced during 2001–2002. The Government have provided the grant assistance of Rs.30.00 lakhs during 2001–2002. Utilising this fund, Tamilnadu Slum Clearance Board will impart training for 6,000 slum women.

SPECIAL COMPONENT PLAN 2002-2003 FOR THE BENEFIT OF SCHEDULE CASTE SLUM FAMILIES

The Special Component Plan seeks to ensure flow of resources for the integrated development of Scheduled Caste Population living in urban slums.

As part of the Special Component Plan Tamilnadu Slum Clearance Board has programmed to provide Slum Improvement works like roads, street lights, Storm water drain, public fountains etc. to make the slum areas habitable for 12000 families belonging to Scheduled caste at a cost of Rs.2.40 crore out of the total target of 15000 families at a cost of Rs.3.00 crore during 2002-03  which  worksout 80% of the slum families.  Besides It is estimated that 60% of the slum families belonging to Scheduled caste are benefitted through various other housing programmes like slum clearance scheme, Eleventh Finance Commission, Flood Alleviation Programme, Fire Proof Housing programme and VAMBAY etc. implemented by Tamilnadu Slum Clearance Board.

  It is estimated that 38,382 slum families belong to Scheduled caste will be benefited through the various programmes of Tamilnadu Slum Clearance Board at a cost of Rs.49.96 crore proposed to be implemented during 2002-2003.

RAIN WATER HARVESTING AND SOLAR ENERGY CAPTURE

Tamilnadu Slum Clearance Board has programmed to install Rain water harvesting system in tenemental areas in Chennai city. To ensure uninterrupted water supply, it is programmed to recharge the ground water in the tenemental areas in Chennai city,  Tamilnadu Slum Clearance Board has  implemented Rain Water Harvesting systems in select tenemental schemes, in its Board and Division offices, community centres in Chennai city at a cost of Rs.11.50 lakhs as a pilot project.

Tamilnadu Slum Clearance Board has been installing Rain Water harvesting systems in all the ongoing schemes.

Tamilnadu Slum Clearance Board has programmed to construct 576 tenements and 144 MIG houses in Chennai and Rainwater Harvesting Systems will be installed at a cost of Rs. 50 lakhs in these scheme areas during 2002-2003. Tamilnadu Slum Clearance Board shall cause action to provide Rainwater Harvesting System in all the future housing schemes duly making provisions in the cost of the project.

All efforts will be taken to harness Solar Energy in the Housing schemes appropriately.

4. COOPERATIVE HOUSING SOCIETIES MANAGEMENT

Housing plays a predominant role among the primary needs of the people of Tamilnadu for a very long time.  Housing Cooperatives have achieved a notable progress in this field in accordance with the Government policy in the development of housing sector both in the urban and rural areas of Tamilnadu.  There are 1033 Housing Cooperatives functioning in various parts of Tamilnadu and out of which 837 Societies are serving urban areas and 196 Taluk Cooperative Housing Societies are serving the poor and down trodden people in the rural areas.  The Government scheme on Economically Weaker Section is being implemented to the rural people through the Taluk Cooperative Housing Societies.

The management of housing cooperatives was entrusted to the Special Officers from 25.05.01 onwards.  One Additional Registrar of Cooperative Societies/Special Officers is managing the affairs of the state level apex institution viz.  Tamilnadu Cooperative Housing Federation.  At the primary level, the special Officers manage all the 1033 cooperative housing societies.  Out of 1033 societies 150 are working at profit 644 societies are working at loss.  239 societies are dormant and of which 217 societies have to be liquidated and action is being taken at the Regional Deputy Registrar’s level to wind up the affairs of the societies.

There are seven lakhs members in the housing cooperatives.  The Special Officers have taken earnest effort to improve the working of the cooperative housing societies and action was taken to put the cooperatives in order.  The Management of these Societies will be restored observing principles of democratic norms as early as possible.

4.2   TAMILNADU CO-OPERATIVE HOUSING FEDERATION

As an apex level body for the housing cooperative societies in the state, the Tamilnadu Co-operative Housing Federation mobilize finances for construction of dwelling units for the members of the affiliated Housing Cooperative Societies in the State.  The resources for Housing Finance for State Cooperative Housing Federation flow from Government, Life Insurance Corporation, Housing and Urban Development Corporation, National Housing Bank, Housing Development Finance Corporation, Commercial and Cooperative Banks against Government guarantee.  Since inception, the Federation has provided financial assistance to the tune of Rs.3,665.64 crores upto 31.03.2002 for construction of as many as 10,94,061 houses in the State.  The Tamilnadu Cooperative Housing Federation limited has been adjudged as the best at national level in providing housing finance.

All the Credit Agencies are insisting the Government guarantee alone for their advances.  During the current year 2001-2002 Government Guarantee of Rs.300 crores for construction of 25,000 houses under urban housing scheme was issued by the Government in their order No.520 Finance (L & A Cell) department, out of which, Rs.290 crores was drawn from banks.  The remaining Rs. 10 crores will be utilized for implementing VAMBY scheme by Tamilnadu Slum Clearance and Tamilnadu Cooperative Housing Federation.

4.3  ACHIEVEMENTS OF HOUSING COOPERATIVES

Rural Housing Scheme for Economically Weaker Section:

Acting with a long term perspective of improving rural housing stock the Tamilnadu Co-operative Housing Federation has been implementing Rural Housing Scheme for Economically Weaker Section in rural areas since 1978 – 1979.

Since inception as many as 6,27,108 houses have been constructed for Economically Weaker section in rural areas through housing cooperatives with total financial assistance of Rs.412.10 crores.

Low income group and middle income group Housing Scheme in Rural Areas

Since inception, 83533 houses have been completed, with the financial assistance Rs.466.85 crores through primary co-operative housing societies.  During the year 2001-2002, loan assistance of Rs.25.12 crores and Rs.24.41 crores was disbursed for construction of 2511 houses for Low Income Group and 1385 houses for Middle Income Group Respectively.

Urban Housing Scheme

During the year 2001-2002 a sum of Rs.268.25 crores was provided to the beneficiaries for construction of 12,736 houses.  Since inception, Urban Co-operative Housing Societies have provided a loan assistance of Rs.2703.54 crores for the construction of as many as 2,91,802 houses in urban areas.

Schemes for Urban Economically Weaker Section

Hitherto a sum of Rs.65.79 crores was provided for the benefit of the people belonging to the Economically weaker section in urban areas for construction of 27,717 houses of which 1235 beneficiaries were assisted with a loan amount of Rs.3.55 crores during the year 2001-2002.

Extension and Repairs to Houses

A new scheme for undertaking extension and repairs to the existing houses was introduced with the financial support from Housing & Urban Development Corporation during the year 1998-1999 with a ceiling of Rs.1, 00,000/- per house.  A sum of Rs.3.63 crores was disbursed for extension/repairs of as many as 553 houses during the year 2001-2002.  Hitherto 59114 houses were assisted with the loan assistance Rs.49.90 crores.
