CHAPTER-IV
CONDUCT OF T0URNAMENTS AND COMPETITIONS
A large number of
tournaments and competitions for sportspersons of all age groups are being conducted by
the Sports Development Authority of Tamil Nadu as well as the Sports Authority of India.
I. Tournaments of
the Sports Development Authority of Tamil Nadu:
4.1 State Games
The concept of
conducting annual State Games was initiated by the Honble Chief Minister of Tamil
Nadu to coincide with the Golden Jubilee celebrations of Indias Independence and a
fund of Rs.20 lakhs was sanctioned for this purpose. State Games are being organized in 14
disciplines 1. Athletics 2. Triathlon 3. Badminton 4. Swimming 5. Tennis 6. Table Tennis
7. Weightlifting 8. Silumbam 9. Basketball 10. Football 11. Hockey 12. Kabbadi 13. Kho-Kho
and 14. Volleyball in which both students and non-students, boys and girls, participate in
large numbers.
4.2 Block Level,
District Level and State Level Rural Sports Meets for students and non-student youth
To promote
competitive spirit and a killer instinct among rural youth, Block Level Rural
Sports Meets are being conducted in all the 385 Blocks of Tamil Nadu at an expenditure of
Rs.7.50 Lakhs per year in Athletics (5 events) and any three of the locally popular games.
Rural Sports Centres in schools are the venues for these Block level Meets. Similarly
inter-Rural Sports Centre Meets at the District level and State level Meets for students
and non-student youth are being conducted every year in Athletics only at an expenditure
of Rs.5.44 lakhs per year. It is proposed to broad base these Block level, District level
and State level Sports Meets by including more Athletics and Games events from 2000-2001
onwards.
4.3 Tamil Nadu
Inter-University Tournaments
To encourage the
College level players, an Inter-University Tournament is conducted among the various
Universities of Tamil Nadu in the disciplines of Athletics, Football, Hockey, Basketball,
Volleyball, Kabaddi, Table Tennis, Tennis, and Ball Badminton, at a cost of Rs.4.00 Lakhs
per year.
4.4 Conduct of
Inter-Sports School/Sports Hostel competitions and participation in other tournaments
There are 3 Sports
schools and 4 Sports hostels functioning under the control of Sports Development Authority
of Tamilnadu. Inter-Sports school/Sports hostel competitions are conducted every year in
Athletics, Basketball, Football, Hockey and Volleyball. A team comprising of the best
talents drawn from all the Sports schools and Sports hostels in each of this disciplines
is enabled to participate in tournaments conducted by various State Associations. A sum of
Rs.3.25 lakhs per year is spent on this scheme.
4.5 Catch Them
Young Tournaments
With a view to
identifying young talent in sports and games at the school level, the "Catch Them
Young Tournaments" are conducted every year by the SDAT for boys and girls below 14
years of age, in the following 6 disciplines 1. Athletics, 2. Basketball, 3. Football, 4.
Hockey, 5. Swimming, and 6. Volleyball. The Budget estimate for this is Rs.7 lakhs.
4.6 Anna Cycle Race
To commemorate the
birthday of Perarignar Anna, every year on 15th September, "Anna Cycle
Race" is conducted in all the district headquarters for boys and girls below 16 years
of age. A State Level Cycle Race is also conducted every November in any one of the
districts by rotation. A budget of Rs.1 lakh has been provided for this race.
4.7 Chennai City Government
Employees Sports meet
To promote sports
among the Government Employees in Chennai City, a Sports Meet is conducted every year for
both men and women of five different age groups in the following disciplines: Athletics,
Volleyball, Ball Badminton, Table Tennis and Shuttle Badminton. The budget for this is
Rs.25,000
4.8 All India
Civil Services Tournament
Tamil Nadu has been
fielding a Civil Services team to participate in the All India Civil Services tournaments
held in different States by rotation. The budget provision for this is Rs.75,000. During
1999-2000 the Tamil Nadu team participated in Football and Badminton tournaments at
Trivandrum.
In 1999-2000, the
Sports Development Authority has hosted the All India Civil Services Tennis Tournament at
the Nungambakkam Tennis Stadium at a cost of Rs.1.45 lakhs. Officers of the Indian
Administrative Service from Tamil Nadu and 14 other States along with other Central
Government Officers participated in this tournament.
II. Tournaments of Sports Authority of India
4.9 All India Rural Sports Meet The Sports Authority of India is conducting the All India Rural Sports Meet every year in 9 disciplines for boys and girls below 16 years of age. Tamil Nadu fields its teams regularly in these All India Meets. In 1999-2000, Tamil Nadu won the overall champions trophy. The budget estimate for this is Rs.3 lakhs per year.
4.10 National Sports Festival for Women Sports Authority of India is also conducting a National Sports Festival for women (no age limit) every year in 13 disciplines. Tamil Nadu teams are regularly participating in these festivals. The Budget Estimate for this is Rs.5. lakhs.
CHAPTER-V SCHOLARSHIPS, AWARDS AND INCENTIVES The Government of Tamil Nadu has instituted a number of scholarships, awards and incentives for outstanding sportspersons.
5.1 Sports Scholarship Scheme Under the Sports Scholarship Scheme of SDAT, outstanding sportspersons (minimum eligibility: State level medal winner) in 14 disciplines are given a one-time scholarship of Rs.5000 (if a student of High School/Higher Secondary School) and of Rs.6500 (if a student of College/University) subject to a ceiling of Rs.6 lakhs per year. In 1998-99 the following Scholarships were awarded:
5.2 Chief Ministers State Sports Award The Government has instituted a Chief Ministers State Sports Award of Rs.1 lakh each to two outstanding sportsmen and two outstanding sportswomen who have brought laurels to the State at International level competitions. A replica of the emblem of SDAT is also presented to the awardees.
5.3 Cash Awards for National Games medal winners Cash awards were given to the medal winners (Gold Rs.50,000, Silver Rs.30,000, Bronze Rs.20,000 for individual events and multiples of these amounts for various team events) of the Vth National Games held at Imphal, Manipur during February 1999. Tamilnadu secured 16 Gold, 15 Silver and 17 Bronze medals. The total cash amount awarded was Rs.24.15 lakhs.
5.4 Allotment of flat/plot for International Medal winners The Government has ordered for the allotment of Flat / Plot for the Medal Winners in Olympics, Asian Games and other International competitions as follows:
Thirteen persons have been honoured so far.A scheme of High Cash Incentive in lieu of allotment of Flat/Plot is under the active consideration of the Government.
5.5 Grants for International participation Outstanding sportspersons of Tamil Nadu who have taken part in International tournaments without any travel assistance from Government of India will be sanctioned airfare by Government of Tamil Nadu on a case-by-case basis. 29 sportspersons have availed of this grant since 1996-97. 5.6 Grants to recognized Sports Associations Grants are being given to recognized State Sports Associations of Tamil Nadu to organize competitions and to enable the participation of Tamil Nadu teams in the National and South Zone tournaments. Rs.16.5 lakhs has been disbursed in this manner in 1999-2000.
5.7 Pension Scheme to sportspersons who are in indigent circumstances Outstanding sportspersons of yesteryears who are in indigent circumstances, whose monthly income does not exceed Rs.500/- and who have crossed the age of 58 years are provided with a financial assistance of Rs.500/- per month during their lifetime. 33 persons are currently availing of pensions under this scheme.
5.8 Reservations in recruitment for outstanding sportspersons:- As per G.O.Ms no.244 Education, Science & Technology Department dated 5.3.1984, for posts, which are filled up through advertisements in Public Sector Undertakings, an additional weightage of marks upto a maximum of 50% of the total marks (on the results of the written examination or of the interview marks if there is only an interview without any written examination) may be given for outstanding sportspersons. But a number of operational difficulties are being experienced in the implementation of this G.O. In G.O.Ms no. 1072, Home (Police V) department dated 18.7.1995, Government ordered the reservation to the tune of 10% for outstanding sportspersons in respect of direct recruitment to the posts of Police Constables Gr.II, Sub Inspectors of Police, Dy. Superintendent of Police. This is not a vertical reservation as in the case of admissions to Professional courses where only sportspersons compete for the seats earmarked as Sports Quota, but is a horizontal reservation in each category (viz. SC / ST / MBC /BC). The sportspersons have to compete with other candidates; the Uniformed Services Recruitment Board (USRB) is awarding 2 marks / 1 mark / ½ mark (out of 10 marks) in viva voce to qualified sportspersons who have participated in National / State / University or district teams respectively. As this is a very small percentage of the total marks in the written examination plus viva voce, the various candidates who got in through the Sports Quota made it essentially due to their performance in the written examination and viva voce and not because of Sports. The newly created department of Youth Welfare and Sports Development will take up the matter of bringing suitable amendments to these 2 G.Os, in consultation with the concerned departments, and explore the possibility of earmarking certain posts in Public Sector Undertakings and in Uniformed Services (Police, Prisons, Fire Services and Forests) as Sports Quota for which there will be competition only among eligible sportspersons as in the case of admissions to Professional courses. To guard against possible misuse, only sportspersons who have won laurels in International and National level events may be considered eligible.
CHAPTER-VI
6.1 Introduction Youth, that is, persons in the age group of 15-35, constitutes nearly 1/3 of the total population of the State. This group is the most vibrant and resourceful section of our society and if harnessed properly, it can serve as a potent force for development and nation building activities. The Department of Youth Welfare and Sports Development aims at developing the personality of the youth and inculcating in them a spirit of social service and "Namakku Naame". It does not confine its activities to the student youth community, but also addresses the issues pertaining to the large numbers of non-student youth. As most of the schemes pertaining to the youth are implemented by other departments such as School Education, Higher Education, Rural Development, Adi-Dravida Welfare and Backward and Most Backward Classes Welfare department, the role of the Department of Youth Welfare and Sports Development is to act as a catalytic agent. I. Schemes for Student Youth 6.2 National Cadet Corps The National Cadet Corps (NCC) established in 1948 is the largest premier youth movement in India. NCC aims at developing the qualities of courage, comradeship, discipline, secular outlook, spirit of adventure, sportsmanship and the ideals of selfless service among the students to make them useful citizens. "Unity and Discipline" is the motto of NCC. The National Cadet Corps organization is administered through the Ministry of Defence (MOD), with the Defence Secretary as overall in-charge. For smoother and efficient administration of National Cadet Corps in Tamil Nadu, the State Government has delegated the responsibility to the Deputy Director General of the Directorate. The expenditure on NCC is being met by both the Central and State Governments. During the last year, 88,328 Cadets have enrolled themselves in this State. Last year the Government of Tamil Nadu allocated Rs.13.15 crores by way of its share and it proposes to increase this allocation during 2000-2001. Among the 16 NCC Directorates, this States NCC Directorate was awarded the prestigious "Prime Ministers Banner" during the Republic Day Camp held at New Delhi in January 2000. This is the eleventh time that this Directorate has won this All India Inter-Directorate Championship Banner. The Government of Tamil Nadu have provided the following incentives to the NCC Cadets of the State.
6.3 National Service Scheme The National Service Scheme (NSS) is implemented in Tamil Nadu in 1170 Schools (1,170 units @ 50 volunteers per unit) and 528 Colleges and Polytechnics (1,065 units @ 100 volunteers per unit). The total number of NSS volunteers in the State is 1,65,000. This has been enhanced to 1,70,000 from 2000-2001. This scheme is funded by GOI and GOTN in the ratio 7 : 5. The NSS budget for 1999-2000 was Rs.5.11 Crores (schools Rs.1.86 crores colleges and polytechnics Rs.3.25 crores). The NSS grant is for both regular activities and for special camps. NSS activities include improvement of campuses, tree planting, blood donation, literacy campaign, AIDS awareness campaign, Health, Nutrition, work in slums, work in welfare institutions and so on.
6.4 Scouts and Guides The Scouts & Guides is an international movement aimed at developing the character of school boys and girls and inculcating in them a spirit of patriotism, sympathy for others and social service. "Be Prepared" is the motto of this movement. It is functioning in 3,430 schools in Tamil Nadu, and has on its rolls, 74,500 boys and 43,889 girls. From 1998-99 onwards, 2000 of the best Scouts and Guides are being given "Rajya Puraskar" awards. The Government is spending Rs.5 lakhs towards this.
6.5 Career guidance to students Students studying in High Schools and Higher Secondary Schools and in Colleges do not have sufficient exposure to the various competitive examinations, career opportunities, and avenues for self employment that are open to them. Students hailing from rural areas and small towns are particularly handicapped in this respect. The Department of Youth Welfare and Sports Development will play a facilitating role to provide appropriate career guidance to students in High Schools, Higher Secondary Schools and Colleges by disseminating information widely through print and electronic media including the Internet. II. Schemes for the non-student youth 6.6 Youth Hostels Youth Hostels are built to promote youth travel to enable young persons to experience the rich cultural heritage of our country. They are meant to provide cheap hostelling facilities to young persons whenever they undertake educational and adventure tours, excursions, visits to places of historical and cultural interest, etc. This is a joint venture programme of both the Central and State Governments. The State Government provides land free of cost while Government of India contributes towards the construction and maintenance of Youth Hostels. At present, four Youth Hostels of SDAT are functioning in the State in Chennai, Madurai, Thanjavur and Trichy. An additional Youth Hostel has been approved in principle for Ooty and plans are under preparation by the CPWD. Proposals have been forwarded to Government of India for construction of Youth Hostels at Mamallapuram, Rameswaram and Coimbatore.
6.7 Youth Festivals Youth Festivals are conducted every year at District and State levels with a view to promoting meaningful interaction and friendship among the participating youth. The States budget allocation for this is Rs.1.30 lakhs. The Government of India also conducts a National Youth Festival every year from 12th - 16th January, at which youth from various States / UTs participate in 18 competitive events and the cultural panorama in various other non-competitive events. National Youth awards are also given during this festival.
6.8 Scheme for the promotion of adventure This is a Centrally sponsored Scheme where Government of India gives grant upto 50% of the cost of the project. It aims at fostering in youth, the spirit of risk-taking, endurance, co-operative teamwork and encouraging quick, and effective reflexes in challenging situations. The Scheme includes an exhaustive list of adventure activities such as trekking, hiking, camping, rock-climbing, mountaineering, skiing, cycling, rafting, kayaking and canoeing, water skiing, jet boating, long distance swimming, wind surfing, long distance sailing, diving including scuba diving, gliding, hand-gliding, ballooning, parachuting, parasailing / paragliding, micro-light flying, power gliding, etc for which assistance is provided to State Governments, educational institutions, NGOs, groups of individuals, etc. During 1998-99, 100 students and councillors of the Corporation of Chennai went on a trek to Nilgiris after availing of a grant of Rs.0.70 lakh from Government of India.
6.9 Scheme for training of Youth This is a GOI scheme aimed at rural youth in the age group 15-35 years. It seeks to improve their productive potential through training courses based on local needs and talent for promoting self-employment and better employment opportunities. The training covers a wide range of trades like agriculture, animal husbandry, dairy, poultry, cutting and tailoring, radio and TV repairing, computer-training, etc. It is being implemented through State Governments, NGOs, Educational Institutions, etc. The duration of the training programme may range from one month to six months. Financial assistance from GOI would be available under this scheme for actual travel from place of residence of trainees to the place of training and back by second class rail/bus fare by the shortest route; reimbursement of actual boarding/lodging and other miscellaneous charges like training expenses of the training institution will be provided subject to a maximum of Rs.50 per day per trainee.
6.10 Promotion of National Integration Under this Scheme, central assistance is provided for different types of youth programmes which foster National Integration and Communal Harmony - the two main programmes being : 1. National Integration Camp (NIC) and 2. Inter-State Youth Exchange Programmes (ISYEP) Under NIC, camps of 50 to 200 youth are organized for 7 to 10 days in different parts of the country. In these camps, youth from different States stay together, eat together, understand each other and participate in cultural programmes and work camps. Under ISYEP, both student and non-student youth of one or more States are taken to other States to understand the diverse culture of our country. All persons in the age group 15-35 are eligible to participate, preference being given to i. teachers and students ii. non-student youth, who are members of youth clubs or voluntary agencies iii. members of peasants or workers organizations, who may be sponsored by State Governments/NGOs/Educational Institutions/Nehru Yuvak Kendras, etc. The financial assistance will be as follows: i. Board and Lodging - Rs.40 per head per day for metropolis and State capitals and Rs.35 per head per day for other places. ii. Travel expenditure upto 90% of the actual fare by rail (second class) or by bus. iii. Printing and publication cost of reports on youths exchange programme ordinarily not exceeding Rs.1000 in each case.
6.11 Scheme of exhibitions for Youth This scheme aims at projecting and recognizing the activities of youth in national development, in promoting a spirit of secularism, national integration, unity in diversity, national pride, and eradicating social evils and so on. It is being implemented through State Government, NGOs, Educational Institutions, etc. The exhibitions of folk dances, folk songs, paintings, arts and crafts, books, as well as various developmental and youth related schemes will be organized with financial assistance from Government of India. The pattern of assistance is as follows:
6.12 Special scheme for promotion of Youth activities in Tribal areas Under this scheme youth leadership training programmes, vocational training for self-employment, exhibitions are conducted for the tribal youth. It is being implemented through State Governments, NGOs, Educational Institutions, etc. The pattern of financial assistance will be similar to the various youth welfare programmes outlined above.
6.13 Encouraging the formation of Youth Clubs/ Associations/Self Help Groups The Nehru Yuvak Kendra Sanghatan (NYKS), an autonomous organizations of the Department of Youth Affairs and Sports of Government of India caters to the needs of the non-student rural youth in the age group of 15-35 years by organizing them in village based youth organizations called Youth Clubs. A number of IEC activities, and "Namakku Naame" programmes of the State Government are already being implemented through the NYKS. The Department of Youth Welfare and Sports Development of the State will work towards strengthening the movement of forming youth clubs with ultimate target of having a youth club in each Village Panchayat in the State. Under the Swarnajayanthi Gram Swarozgar Yojana (SGSY), a Centrally Sponsored Scheme implemented by the Rural Development Department, Self Help Groups (SHGs) can be formed of persons below the poverty line and they are encouraged to participate in thrift-cum-credit activities for a period of atleast 6 months. After the SHGs have stabilized themselves, they will be eligible for revolving fund assistance and loan-cum-subsidy from DRDAs and Banks. The Department of Youth Welfare and Sports Development will liaise with the Rural Development Department and endeavour to organize atleast a thousand Self Help Groups (both male and female) of non-student rural youth in the age group of 15-35 years during the year 2000-2001. These SHGs will form the nucleus for the formation of youth clubs in these villages in the future. Similarly in each of the Village Panchayats and urban areas where the Sports-cum-Recreation Centres will be set-up during 2000-2001, efforts will be made to organize youth clubs which will maintain these Centres.
6.14 Formation of a State Youth Council It is proposed to form a State Youth Council under the Chairmanship of the Honble Chief Minister of Tamil Nadu. This will be the apex organization for coordinating the Youth Welfare activities undertaken by the various departments of the State Government.
6.15 Conclusion Although a large number of schemes to promote Sports and Youth welfare activities are already being implemented by various departments of this Government, it is necessary to integrate them and give a new focus and greater thrust so as to achieve synergy. The Department of Youth Welfare and Sports Development has been created with this end in view and will work towards creating a new generation of youth who are imbued with the qualities of discipline, secular outlook, sportsmanship and the spirit of selfless service.
