 POLICY NOTE - 2006 - 2007

DEMAND No. 38

The Public Department functions under the direct control of the Chief Secretary and deals with important matters concerning the General Administration of the State. Some of the important subjects dealt with by the Public Department are: -

  •  Matters relating to IAS Officers and D.R.Os.

  •  Matters relating to Law and Order

  •  Protocol work including visits of VVIPs.

  •  Certain matters of common interest between State and Central Governments.

  •  Liaison with Ministry of External Affairs.

  •  Visits by Foreign Team/ Dignitaries.

  •  Welfare of Refugees and Repatriates including Sri Lankan Refugees.

  •  Grant of Pension and administering welfare schemes for Freedom Fighters, Ex-INA Pensioners and their dependants.

  •  Welfare of Ex-Servicemen and their families.

  •  Administration of Ex-Servicemen Corporation.

  •  Matters relating to extension of issue of all kinds of visas to foreigners (Except Pakistan & Bangaladesh) coming to India.

  •  Chief Minister’s Special Cell.

  •  Administration of Government Guest Houses in New Delhi, Chennai and Udhagamandalam.

  •  Affairs of Inter-State and Southern Zonal Councils.

2. This department also deals with the establishment matters of the State Human Rights Commission, Tamil Nadu Information Commission and Commissions of Inquiry appointed by the Government under the Commissions of Inquiry Act, 1952, on matters concerning Law and Order and other sensitive issues. This Department also looks after provision of protocol facilities to the dignitaries, according to the prescribed norms.

REHABILITATION OF REFUGEES

The ethnic violence in Sri Lanka in 1983 triggered the arrival of a large number of Sri Lankan Tamils. The arrival of refugees had stopped since September 2003. Tamil Nadu is now witnessing a fresh influx from 12.01.2006 onwards, due to renewed ethnic violence in Sri Lanka. As on 21.08.2006, 16,837 families comprising 60,423 members have been accommodated in 105 camps including two special camps located in 24 districts of the State. These refugees are provided with all relief measures as per the norms prescribed by the Government of India. The entire expenditure incurred in this regard is initially met by the State Government and is later reimbursed by the Government of India.

RELIEF AND REHABILITATION MEASURES

(1) Cash Dole

The refugees accommodated in various refugee camps in Tamil Nadu were given cash doles at the following rates as approved by the Government of India.

The Government has now increased the cash dole with effect from 1st August, 2006 as follows:

A sum of Rs. 17.71 crores has been provided in the current financial year. From August 2006, the monthly expenditure on cash dole will be in the order of Rs.1.58 crores. The Government has to incur an additional expenditure of Rs.9 crores annually.

(2) SUBSIDISED RICE

Rice at subsidised rate of Rs.0.57 paise per Kilo-gram as per Government of India guideline is supplied to the refugees accommodated in the refugee camps, as below:

1. Adult (8 Years and above) 400 grams per day

2. Children (Below 8 years) 200 grams per day

Tamil Nadu Civil Supplies Corporation distributes the rice through their Public distribution outlets and through the shops run by Co-operative Institutions. The differential cost is reimbursed by the Government. A sum of Rs.9.5 crores has been provided in the current financial year for the supply of subsidised rice. The Government of India has discontinued the subsidised rice scheme from 05.08.2005. However, the scheme is now being funded by the State Government. The State Government has been requesting the Government of India to restore the rice subsidy scheme for the Sri Lankan Refugees.

(3) CLOTHING MATERIALS:

Clothes and Mats are supplied free of cost to the refugee families staying in various camps every year at the scales prescribed by the Government of India. Blankets are also supplied free of cost to them once in two years.

(4) UTENSILS:

Household utensils are supplied free of cost to all the refugee families accommodated in camps once in two years. As new inmates to the refugee camps arrive every day, the above mentioned facilities have to be provided to them also. This increases the expenditure in this regard. A sum of Rs.3.13 crores has been provided in the current financial year for clothings and utensils.

(5) MEDICAL ASSISTANCE:

The refugees are given free medical attention in Government Hospitals and Primary Health Centres situated near the camps.

(6) EDUCATIONAL FACILITIES:

The Government of Tamil Nadu provides educational facilities to the children of refugees. The children of refugees are admitted in schools without production of transfer certificate from the schools last studied in Sri Lanka and are allowed to continue their studies. The school going refugee children are provided with free uniforms, noon meal, bus pass, text books, note books and bicycles. The refugee children are allowed to continue their studies anywhere in Tamil Nadu and are given cash dole and other assistance admissible for a refugee through their parents who stay in camps. Special Educational Reservation in higher education, which was in existence till 2002-2003 has been recommended by the State Government to Government of India for restoration.

(7) INFRASTRUCTURE DEVELOPMENT PROGRAMME

Under the Infrastructure Development Programme during 2005-06, the Government sanctioned an amount of Rs.23.81 lakhs for provision of basic amenities such as provision of street lights, construction of compound wall to Kottapattu Refugee camp and special repairs to sewage pipe lines in the camp colony in Mandapam refugee camp. Recently a special sanction of Rs.27.42 lakhs has been made on 27.06.2006 to provide special repairs to hutments, toilet blocks, road, electrification of huts, street lights and other connected works in Mandapam Refugee Camp and the works are in progress.

(8) REPATRIATION OF REFUGEES:

The refugees, who are willing to go back to their homeland or to any other country at their own cost, are allowed to do so. During 2005-06, 770 Exit Permits were issued to Sri Lankan refugees by various District Collectors.

EX-SERVICEMEN’S WELFARE

Welfare of the families of battle casualties, rehabilitation and resettlement of Ex-Servicemen and welfare of their dependants, belonging to Tamil Nadu is the responsibility of the Directorate of Ex-Servicemen's Welfare. There are 25 District Offices to implement the welfare schemes. Out of the total Establishment charges of the Department, 50% is reimbursed by the Government of India. 1,84,487 Ex-Servicemen / Widows have registered with the District Offices as on 30.06.2006.

Resettlement Schemes:-

2. Self Employment Schemes

3. Resettlement Training Schemes

4. Financial assistances through Benevolent Fund.

1. Re-employment:-

In Tamil Nadu State Government services, 5% reservation in Group 'C' posts and 10% reservation in the basic services of Government and Quasi Government Organisations are provided for, besides 15% reservation for the post of Forest Guards and Forest Watchers in the Forest Department. The Ex-Servicemen are exempted from physical and medical test for the post of Grade-II Constable in the Technical Wing of the Police Department. In the State Government Service, 28 dependants of the battle casualties and the dependant of those who died while in service have been provided employment on compassionate grounds.

2. Self Employment Schemes:-

The Ex-Servicemen who venture into self-employment are provided with 50% of interest subsidy from the Amalgamated Fund. In the current financial year 2006-07, Rs.15.00 lakhs towards interest subsidy has been proposed to cover 1000 Ex-Servicemen. Self Help Groups Ex-Servicemen/ Widows are assisted with 100% interest subsidy for a maximum loan of Rs.7.5 lakhs from the Amalgamated Fund and the subsidy is released to the bank from which Self Help Groups obtain loan. Twentyseven Self Help Groups are functioning in Vellore and three in Thiruvallur.

3. Resettlement Training :-

To enhance the scope of early resettlement, Ex-Servicemen are given training in computer, repair of two wheeler, radio and TV mechanism etc. In the year 2006-07, 150 Ex-Servicemen will be given resettlement training. The Ex-Servicemen who have already had the service qualification of physical instructors are given 4 months special re-orientation course through the Karaikudi Alagappa University to qualify them to be appointed as Physical Training Instructors in the Government Schools.

4. Financial assistances through Benevolent Fund and Amalgamated Fund:-

An amount of Rs.8.72 crores have been distributed to 16,315 Ex-Servicemen and their dependants as financial assistance under various schemes from the Tamil Nadu Ex-Services Personnel Benevolent Fund and an amount of Rs.60.35 lakhs has been disbursed to 2,057 beneficiaries from the Amalgamated Fund at the disposal of the Directorate of Ex-Servicemen’s Welfare during the year 2005-2006.

5. Cash grants to the recipients of gallantry / distinguished service award and War Service Incentive to the parents.

Monetary grants and Annuity to Gallantry/ Distinguished Service Awards are being sanctioned. Cash grant in lieu of land is also sanctioned to awardees of Chakra Series.

In order to honour parents who have sent their son / daughter to the Armed Forces, monetary grants were sanctioned from the Government Funds.

Recognising the supreme sacrifice made by the Defence / Border Security Force Personnel, their last rites are conducted with full State honours, befitting the status of a martyr. It has been the practice that the funeral of the martyrs are attended by the Minister, the District Collector / Superintendent of Police to pay homage.

6. KARGIL DEFENCE PERSONNEL RELIEF FUND

The Fund is administered by the Public (Military) Department. From this Fund, Ex-gratia grants are sanctioned to the families of Defence Personnel hailing from Tamil Nadu, who are killed or incapacitated in counter insurgency operations. The scale of monetary grants sanctioned is as follows: -

1.For family of martyr :Rs. 5 lakhs

2. For disabled

 

i) Totally disabled / double amputee/ totally blind

:Rs.3 lakhs

ii) Single amputee/one eye blind

:Rs.1 lakh

 

During the counter insurgency operations the families of Defence or Border Security Force personnel belonging to Tamil Nadu State who are killed while performing duties a sum of Rs.5 lakhs was sanctioned to 5 families during 2005-2006 financial year and 3 families for the period upto July 2006, in the current financial year.

Besides, the Government of Tamil Nadu sanctions Rs.1.00 lakh each to the families of Defence/Border Security Force Personnel who are killed in operations while performing duties in aid to civil power and from Rs.10,000 to Rs.40,000 to those disabled depending upon their disability. In the last financial year an amount of Rs. 2.75 lakhs has been given as ex-gratia to 15 dependants from the Government Funds.

7. PRE-RECRUITMENT TRAINING

In order to encourage and motivate maximum number of youth from Tamil Nadu to join the Indian Army, Rs.27.76 lakhs has been allotted for conducting coaching classes and about 500 youth are expected to be trained under the scheme, in the current financial year.

8. Computerisation of Department and provision of jeeps

In order to computerise the Department of Ex-servicemen’s Welfare 23 computers have been installed in the District Offices at a cost of Rs.18.00 lakhs.

5 jeeps have been provided to 5 District Offices at a cost of Rs.17 lakhs.

9. Reservation of seats in Educational Institutions.

The Government have ordered reservation of seats to the children of
Ex-servicemen in various educational institutions of the State. These include 6 seats in the Anna University and 75 seats in other Engineering Colleges for B.E. Course, 2 seats for MBBS Course, one seat for BDS Course, 60 seats for Nursing Courses, 80 seats for Diploma Courses in Polytechnics, 6 seats for Undergraduate Courses in each of the Arts and Science Colleges, 132 seats in Teacher Training Course including 1 seat in Government Tamil Teacher Training College at Orathanadu. Government have ordered reservation of 1% of the seats in Law Course and two seats in PG Course having two branches and 3 seats in having more than two branches in each Arts and Science College.

10. JAWANS BHAVAN

Jawans Bhavan having shopping / office complexes have been constructed with the aim of augmenting funds for welfare activities out of the Benevolent Fund. Income derived are merged with Benevolent Fund. Jawans Bhavan at a cost of Rs.1.94 crores has been constructed at Erode and the building has been put to use. The Government have sanctioned Rs.47.81 lakhs and Rs.1.02 crores for construction of Jawans Bhavan at Thoothukudi and Nagercoil respectively from the Tamil Nadu Ex-Services Personnel Benevolent Fund. The construction work has been entrusted to Public Works Department.

11. TEMPLE PROTECTION FORCE

In order to protect idols and valuables of our temples, the temple protection force has been formed by employing Ex-servicemen at a consolidated pay of Rs.1,500/- per month. Now 2413 Ex-Servicemen are in service.

12. FLAG DAY COLLECTIONS

Tamil Nadu has been in the lead ever since 1985 in Flag Day Collections. For the current Flag Day year 2005 (07.12.2005 to 06.12.2006) a target of Rs.6.60 crores has been fixed. As on 17.07.2006, Rs.4.39 crores have been collected and the target is expected to be achieved well before 06.12.2006.

TAMIL NADU EX-SERVICEMEN’S CORPORATION LIMITED (TEXCO)

The Tamil Nadu Ex-Servicemen’s Corporation Limited (TEXCO) was formed on 28.01.1986 and registered under the Companies Act. It is a financially self-supporting, profit earning organization. The authorized and paid up share capital are Rs.50.00 lakhs and Rs.22.91 lakhs respectively.

The main objectives of TEXCO are to: -

1. Provide necessary assistance in planning, formulating and executing various schemes for the welfare and economic upliftment of Ex-Servicemen belonging to Tamil Nadu.

2. Carry on commercial activities.

TEXCO has been providing employment services, on contract basis to the registered qualified Ex-Servicemen, such as Security Guards, Clerks, Drivers, Nursing Assistants, Fire Fighting personnel and Tele Communication Operators to the State and Central Government Organisations. TEXCO collects 12 percent as service charge.

TEXCO has been awarded with the contract of collection of parking fees in notified parking slots within Chennai limit and 70% of the net profit is being paid to Corporation of Chennai as licence fees.

TEXCO is maintaining the State owned Helicopter and Air Craft. The expenditure on maintenance and management of the Aircraft and Helicopter is initially met by TEXCO and the same is reimbursed by the Government of Tamil Nadu. Service Charges at the rate of 2% of the maintenance expenditure is paid by Government to TEXCO.

8532 Ex-Servicemen have been sponsored by this Corporation for employment on contract as on 31.03.2006. TEXCO has earned a provisional net profit of Rs.4.40 crores during the last financial year.

CHIEF MINISTER’S SPECIAL CELL

The Chief Minister’s Special Cell plays a crucial role in helping the people in distress in a very effective manner. The Special Cell is headed by a Special Officer, who is authorized to correspond directly with the authorities concerned to seek quick redressal to the grievances of the people.

2. The petitions received from the public are segregated District-wise and Department-wise and sent to the respective authorities for taking action. All the details pertaining to the petitions are entered in the computer for follow up action. The Special Officer in the Special Cell receives petitions on all working days and petitions are received also through fax, e-mail and by post.

3. On orders of Hon’ble Chief Minister, monetary support to families under indigent circumstances requiring funds for children’s education, for carrying out life saving surgeries and various other needs is being extended through Chief Minister’s Special Cell.

Financial Assistance Sanctioned upto 07.08.2006

A sum of Rs. 25,11,518/- has been sanctioned from Tamilnadu State Illness Society Fund after 13.5.2006 to 110 persons (96 Heart surgeries, 8 Kidney Transplantation, 1 kidney stone surgery,
4 Cancer surgery and 1 Spinal Cord surgery).

In order to ensure quality disposal of petitions, the Special Officer conducts periodical review meetings with the Special Deputy Collectors (SSS) of Districts and Nodal Officers of the Secretariat and Heads of Departments at Chennai.

4. Recently two District Revenue Officers have been posted for streamlining the functioning of Chief Minister’s Special Cell viz., (1) Special Officer, Chief Minister’s Secretariat and (2) Special Officer, Chief Minister’s Special Cell. The Special Officer, Chief Minister’s Secretariat will attend to the grievances of the petitioners at the Hon’ble Chief Minister’s Camp Office and also will accompany the Hon’ble Chief Minister while on tour and receive the petitions and process for follow up action. The Special Officer, Chief Minister’s Special Cell will be in headquarters at Secretariat and will attend to the regular work of the Chief Minister’s Special Cell. These arrangements have been made to improve the efficiency of the redressal system for the benefit of the public.

5. Between 13.5.2006 and 31.07.2006, 90,616 petitions have been received and sent to respective offices for taking necessary action. During the same period, a total of 67,856 replies have been received and disposed off which includes replies for 1,47,073 petitions pending prior to 13.05.2006 also.

NEW SCHEMES UNDER PART II

2006-2007

1. During the training period I.A.S. Probationers and Deputy Collectors have to move throughout the district for their training at various offices and departments in districts. In order to help the trainees and also in case of emergency requirements in districts, it is proposed to purchase 10 Jeeps at the rate of 5 Jeeps for I.A.S. probationers and 5 Jeeps for Deputy Collectors, which can be given to the Districts where the probationers are posted.

2. Consequent on the assumption of the New Ministry it has been proposed to purchase Computers, Printers with necessary accessories for the use of Offices of the Hon’ble Chief Minister and Hon’ble Ministers and one heavy duty Laser Jet Printer for the use of Computer Room in the Public Department at a cost of Rs.12.85 lakhs.

3. All District Offices of the Department of Ex-Servicemen’s Welfare have been computerized. However, the District Offices have not been interlinked so far. In order to interlink the District Offices, one server is essentially required for Chennai. Hence, it is proposed to purchase one server with peripherals at a cost of Rs.2.50 lakhs.

4. Out of the 25 Ex-Servicemen’s Welfare offices in the Districts, 17 offices have been allotted vehicles by the Government of Tamil Nadu. As per the recommendation of the High Level Committee for Revitalisation of Zilla Sainik Board Organisation, the remaining 8 districts require independent transport. Hence, it is proposed to purchase 8 Jeeps.

5. It is proposed to renovate the staff quarters in Tamizhagam Guest House at Udhagamandalam at an expenditure of Rs.11.62 lakhs and to purchase 2 generators at a cost of Rs.2 lakhs and kitchen appliances at a cost of Rs.6.38 lakhs.

6. In order to refurbish Government Rest House at Chintadripet, it is proposed to purchase bed linen at a cost of Rs.2.80 lakhs, 21" Flat Colour Televisions (24 numbers) at a cost of Rs.2.88 lakhs and Window Air conditioner (1.5 Ton) at a cost of Rs.4.32 lakhs.

7. In the Tamil Nadu House, New Delhi, the House Keeping items like Mattresses, Blankets, Bed sheets etc. require replacement. Hence, it is proposed to purchase bed linen items at a cost of Rs.9.00 lakhs. Additional Guest House, New Delhi, requires modernization and additional equipments. Hence, it is proposed to purchase computer peripherals at a cost of Rs.5.61 lakhs.

8. Considering the acute shortage of houses for the Officers it is proposed to construct rental apartments in South Asian Federation Games Village, Koyambedu, Chennai for Officers at an ultimate cost of Rs.8.91 crores with current year provision at Rs.3.56 crores (40% of total cost).
