STATE TRANSPORT CORPORATIONS

The formation details of the 19 Transport Corporations are given below. The performance data are given in the Annexure.

1. METROPOLITAN TRANSPORT CORPORATION (CHENNAI) Ltd, CHENNAI

Metropolitan Transport Corporation (Chennai Dn.I) Ltd formerly known as Pallavan Transport Corporation Ltd was established on 1.1.1972 with a fleet strength of 1029 buses. The operational jurisdiction is the Chennai Metropolitan area. The Pallavan Transport Corporation was bifurcated into two and a new Corporation, namely, Dr. Ambedkar Transport Corporation Ltd. started functioning from 19.01.1994. Pallavan Transport Corporation was renamed as Metropolitan Transport Corporation (Chennai Division –1) Limited, Dr. Ambedkar Transport Corporation was re-named as Metropolitan Transport Corporation (Chennai Division II) Ltd., on 01.07.97. In order to make the corporations viable and for better administrative control Metropolitan Transport Corporation (Chennai Division II) has been amalgamated with Metropolitan Transport Corporation (Chennai Division I) Ltd with effect from 10.1.2001. The fleet strength of the corporation as on 31.03.2001 was 2816 with 23 depots, a body building unit at Chrompet, a ticket printing press at K.K Nagar and Reconditioning Unit at Pattulos Road.

2. STATE EXPRESS TRANSPORT CORPORATION (TAMIL NADU DIVISION-I) Ltd, CHENNAI
The erstwhile Tamil Nadu State Transport Department which was operating Express services connecting all the major towns and which was converted into an autonomous corporation reached its logical culmination on the 15th Sep’. 1975 when the express operations were transferred to the newly formed Express wing of Pallavan Transport Corporation Limited. On the 16th January 1980, the Express wing was separated by forming Thiruvalluvar Transport Corporation Limited, a subsidiary of Pallavan Transport Corporation Limited. This subsidiary unit separated from the Pallavan Transport Corporation Limited, became an independent corporation from the 1st April 1980, it had an operative fleet strength of 276 at the initial stage. Thiruvalluvar Transport Corporation was renamed as State Express Transport Corporation (Tamil Nadu Division-I) Limited on 1.7.97 and its fleet strength as on 31.3.2001 was 710.

3. STATE EXPRESS TRANSPORT CORPORATION (TAMIL NADU DIVISION-II) , Ltd, CHENNAI.
Considering more number of buses operated by Thiruvalluvar Transport Corporation Limited, the Government ordered the formation of a corporation bifurcating the Thiruvalluvar Transport Corporation Ltd, and named as "Puratchi Thalaivi Dr. J. Jayalalitha Transport Corporation Ltd." to operate buses on Inter-state routes exceeding 250 kms previously operated by the Thiruvalluvar Transport Corporation Limited, connecting Karnataka, Kerala, Pondicherry and Andhra Pradesh. The corporation commenced its operations with effect from 27.01.94. It had a fleet strength of 173 buses as on 31st Jan.94. The name of the corporation was changed as "Rajiv Gandhi

Transport Corporation Ltd" with effect from 21.5.96. This Corporation is now operating Semi Deluxe, Super Deluxe and Hi-Tech Super Deluxe coaches with sufficient facilities for comfortable journey of passengers travelling long distances. This Corporation was renamed as State Express Transport Corporation (Tamil Nadu Division-II) Limited on 1.7.97 and its fleet strength as on 31.03.2001 was 204.

4. TAMIL NADU STATE TRANSPORT CORPORATION, (VILLUPURAM DIVISION –I ) LTD, VILLUPURAM.
Thanthai Periyar Transport Corporation Limited became an independent corporation on 16.01.75 with headquarters at Villupuram by taking over 172 buses from the Tamil Nadu State Transport Department, Pallavan Transport Corporation Limited, Anna Transport Corporation Limited and Cholan Roadways Corporation Limited. The area of operation is Villupuram and Cuddalore districts. The Corporation was renamed as Tamil Nadu State Transport Corporation, (Villupuram Division-I) Ltd Villupuram on 01.07.97. As on 31.03.2001 the corporation had a fleet strength of 1052.

 

5. TAMIL NADU STATE TRANSPORT CORPORATION, (VILLUPURAM DIVISION –I I) LTD, VELLORE.
The district bus services operated by the erstwhile Tamilnadu State Transport Department were separated on the 15th September 1975, and formed as the district wing of Pallavan Transport Corporation Limited. The area of operation of this corporation was Kancheepuram and Thiruvallur Districts. Routes of this wing and the Thanthai Periyar Transport Corporation Limited were rationalised and this wing started operating as an independent corporation under the name of Pattukottai Azhagiri Transport Corporation Limited with headquarters at Vellore from the 1st December 1982 with a fleet strength of 268. The operational area of this corporation was fixed as entire Vellore and Thiruvannamalai Districts. Pattukottai Azhagiri Transport Corporation (VILLUPURAM DIVISION –II) Ltd was renamed as Tamil Nadu State Transport Corporation, Vellore on 01.07.97. The fleet strength of the corporation as on 31.03.2001 was 836.

6. TAMIL NADU STATE TRANSPORT CORPORATION, (VILLUPURAM DIVISION –III ) LTD, KANCHEEPURAM.
Based on the recommendations of Expert Committee on Transport Sector, the Government ordered the formation of "Puratchi Thalaivar MGR Transport Corporation Ltd with headquarters at Kancheepuram by bifurcating the Thanthai Periyar Transport Corporation Ltd., and the Pattukottai Azhagiri Transport Corporation Limited. The Puratchi Thalaivar MGR Transport Corporation Limited started functioning with effect from 01.04.92 with a fleet strength of 639. The fleet strength of the corporation as on 31.03.2001 was 768. PTMGR Transport Corporation Ltd was renamed as Tamil Nadu State Transport Corporation, (VILLUPURAM DIVISION –III) Ltd Kancheepuram on 01.07.97and its operational jurisdiction covers Kancheepuram and Thiruvallur districts.

7. TAMIL NADU STATE TRANSPORT CORPORATION, (SALEM DIVISION – I) LTD, SALEM.
The Anna Transport Corporation Limited, Salem was established on 15th February 1973 with 45 buses with assets of the State Transport Department in Salem and Dharmapuri districts. The corporation also took over three co-operative motor transport societies in Salem and Dharmapuri districts. Anna Transport Corporation was renamed as Tamil Nadu State Transport Corporation, (Salem Division-I) Ltd Salem on 01.07.97. The fleet strength as on 31.03.2001 was 952. The principal area of operation is now Salem and Namakkal Districts.

 

 

8. TAMIL NADU STATE TRANSPORT CORPORATION, (SALEM DIVISION-II) LTD, DHARMAPURI.
The Annai Sathya Transport Corporation Limited started its operations in Dharmapuri District with headquarters at Dharmapuri effective from 01.04.1987 by taking over the assets and liabilities transferred from the Anna Transport Corporation Limited on bifurcation. Annai Sathya Transport Corporation was renamed as Tamil Nadu State Transport Corporation, (Salem Division-II) Ltd Dharmapuri on 01.07.97. As on 31.03.2001 the Corporation was having 690 buses catering to the needs of passengers in Dharmapuri district, its principal area of operation.

9. TAMIL NADU STATE TRANSPORT CORPORATION, (COIMBATORE DIVISION-I) LTD, COIMBATORE.
Cheran Transport Corporation Limited was incorporated as a Company on 17.02.1972 and it commenced its services on 01.03.72 with 110 buses taken over from erstwhile M/s Anamalai Bus Transport Ltd., Pollachi in Coimbatore District. Subsequently, it took over 120 buses from 19 private operators in pursuance of Tamilnadu Stage Carriages and Contract Carriages (Acquisition) Act 1973 on 14.1.73. It was catering to the needs of passengers in Coimbatore, Periyar and The Nilgiris Districts. In view of its huge size, Cheran Transport Corporation Limited was bifurcated and the new corporation, namely the Jeeva Transport Corporation started functioning with headquarters at Erode. The Cheran Transport Corporation Limited continued its operations in Coimbatore and the Nilgiris districts. Again, in order to ensure close supervision and viability, Cheran Transport Corporation Limited was split into two corporations, namely, Cheran Transport Corporation Limited and Mahakavi Bharathiar Transport Corporation Limited. The Cheran Transport Corporation Limited was renamed as Tamil Nadu State Transport Corporation, Coimbatore and Mahakavi Bharathiyar Transport Corporation renamed as Tamil Nadu State Transport Corporation, (Coimbatore Division III) Ltd, Udhagamandalam on 01.07.97. The Tamil Nadu State Transport Corporation (Coimbatore Division III) Ltd., Udhagamandalam has been merged with Tamil Nadu State Transport Corporation (Coimbatore Division I) Ltd., with effect from 7.11.2000. At present, the principal area of operation is Coimbatore and The Nilgiris Districts. As on 31.03.2001, it had a fleet strength of 1596.

10. TAMIL NADU STATE TRANSPORT CORPORATION, (COIMBATORE DIVISION-II) LTD, ERODE.
Jeeva Transport Corporation Limited came into being by bifurcation of Cheran Transport Corporation Ltd., and it started functioning from 01.04.1983 with headquarters at Erode and with the principal area of operation is the Erode District. Jeeva Transport Corporation was renamed as Tamil Nadu State Transport Corporation, (Coimbatore Division-II) Ltd Erode on 01.07.97. The fleet strength as on 31.03.2001 was 929.

11. TAMIL NADU STATE TRANSPORT CORPORATION, (KUMBAKONAM DIVISION- I) LTD, KUMBAKONAM.
Cholan Roadways Corporation commenced its operations in Thanjavur and Tiruchirapalli Districts on the 1st of March 1972 on Government’s transferring buses taken over from Sri Ramavilas service (64 vehicles) Raman & Raman Limited (180 vehicles) and Sathi Vilas, Porayar (50 vehicles) under the Tamilnadu Fleet Operators Stage Carriages

(Acquisition) Act 1971. Its headquarters is Kumbakonam. Its fleet strength as on 31st January 1985 was 884. In view of its huge size, it was bifurcated and, after its bifurcation, Cholan Roadways Corporation Limited is having Thanjavur, Nagapattinam and Thiruvarur Districts as its operational area. Cholan Roadways Corporation Limited was renamed as Tamil Nadu State Transport Corporation, Kumbakonam (Division-I) Ltd, Kumbakonam on 01.07.97 and its fleet strength as on 31.03. 2001 was 939.

12. TAMIL NADU STATE TRANSPORT CORPORATION, (KUMBAKONAM DIVISION- II) LTD, TIRUCHIRAPALLI.
The Dheeran Chinnamalai Transport Corporation Limited formed out of Cholan Roadways Corporation Limited was registered on 01.01.1985 and it commenced its operations on 01.04.1985 with a fleet strength of 404 vehicles, with Tiruchirapalli as its headquarters. The operational jurisdiction of this corporation is Tiruchirapalli, Karur & Perambalur Districts. The Corporation was renamed as Tamil Nadu State Transport Corporation, Kumbakonam (Division-II) Ltd Tiruchirapalli on 01.07.97. The fleet strength as on 31.03. 2001 was 982.

13. TAMIL NADU STATE TRANSPORT CORPORATION, (KUMBAKONAM DIVISION- III) LTD, KARAIKUDI.
The Marudhu Pandiar Transport Corporation Limited, with headquarters at Karaikudi was brought into existence with effect from 01.04.83, on bifurcation of Pandiyan Roadways Corporation Limited and the Corporation commenced its operations from 01.04.83 with the fleet strength of 352. The total fleet strength has touched 592 as on 31.03. 2001. The Corporation is serving the public in the two Districts of Sivaganga and Ramanathapuram. The Corporation was renamed as Tamil Nadu State Transport Corporation, Kumbakonam (Division-III) Ltd, Karaikudi on 01.07.97.

 

14. TAMIL NADU STATE TRANSPORT CORPORATION, (KUMBAKONAM DIVISION- IV) LTD, PUDUKOTTAI.
The Veeran Alagumuthukone Transport Corporation was formed with effect from 16.3.96 mainly bifurcating from Marudhu Pandiar Transport Corporation Limited to serve better the traffic needs of Pudukkottai District, with headquarters at Pudukkottai. The Corporation is functioning with a total fleet strength of 360 as on 31.03. 2001. The Corporation was renamed as Tamil Nadu State Transport Corporation, Kumbakonam (Division-IV) Ltd, Pudukkottai on 01.07.97

15. TAMIL NADU STATE TRANSPORT CORPORATION, (MADURAI DIVISION- I) LTD, MADURAI.
The Pandiyan Roadways Corporation Limited came into existence from 17.01.72 with a fleet strength of 346 buses following the nationalisation of buses of Southern Roadways (P) Limited Madurai. The area of operation of this corporation is Madurai District. Pandiyan Roadways Corporation Limited was renamed as Tamil Nadu State Transport Corporation, (Madurai Division-I) Ltd, Madurai on 01.07.97 and its fleet strength as on 31.03.2001 was 934.

16. TAMIL NADU STATE TRANSPORT CORPORATION, (MADURAI DIVISION- II) LTD,TIRUNELVELI.
The Kattabomman Transport Corporation Limited was incorporated on 12.12.73 and its commencement of business was effective from 01.01.74 by taking over the assets and liabilities of the erstwhile Tamilnadu State Transport Department in Tirunelveli and Kanniyakumari Districts and also from the Pandiyan Roadways Corporation Limited. Its headquarters was Nagercoil and it covered Tirunelveli and Kanniyakumari Districts. The Corporation was bifurcated due to its huge size and a new Corporation, namely, Nesamony Transport Corporation Limited was started with 352 buses with headquarters at Nagercoil and the headquarters of Kattabomman Transport Corporation Limited was shifted from Nagercoil to Tirunelveli with 418 buses with effect from 01.04.1983. Kattabomman Transport Corporation Limited is operating its services in Tirunelveli and Thoothukudi Districts. Kattabomman Transport Corporation Limited was renamed as Tamil Nadu State Transport Corporation, (Madurai Division-II) Ltd, Tirunelveli on 01.07.97 and its fleet strength as on 31.03. 2001 was 835.

17. TAMIL NADU STATE TRANSPORT CORPORATION, (MADURAI DIVISION- III) LTD, NAGERCOIL.
The Nesamony Transport Corporation Ltd., bifurcated from Kattabomman Transport Corporation started functioning from the 1st April 1983 with headquarters at Nagercoil and with a fleet of 352 buses. The principal area of operation is Kanniyakumari District. Nesamony Transport Corporation was renamed as Tamil Nadu State Transport Corporation, (Madurai Division-III) Ltd ,Nagercoil on 01.07.97 and its fleet strength as on 31.03. 2001 was 676.

18. TAMIL NADU STATE TRANSPORT CORPORATION, (MADURAI DIVISION- IV) LTD, DINDIGUL
The Rani Mangammal Transport Corporation Limited is functioning with effect from 01.04.1986 with headquarters at Dindigul on bifurcation of Pandiyan Roadways Corporation Limited Madurai. At the time of formation, it had a fleet strength of 446 vehicles. The principal area of operation of  Rani Mangammal Transport Corporation covers the Dindigul District. The Rani Mangammal Transport Corporation was renamed as Tamil Nadu State Transport Corporation, (Madurai Division-IV) Ltd, Dindigul on 01.07.97 and its fleet as on 31.03. 2001 was 730.

19. TAMIL NADU STATE TRANSPORT CORPORATION, (MADURAI DIVISION- V) LTD, VIRUDHUNAGAR.
The Pandiyan Roadways Corporation Limited was bifurcated and a new corporation by name Veeran Sundaralingam Transport Corporation was formed on 1.5.97 with headquarters at Virudhunagar. At the time of formation, it had a fleet strength of 352 vehicles. The corporation was renamed as Tamil Nadu State Transport Corporation, (Madurai Division-V) Ltd, Virudhunagar 0n 01.07.97. The principal area of operation of the corporation covers the entire Virudhunagar district and its fleet strength as on 31.03. 2001 was 368.

20. Tamilnadu State Transport Corporation Employees’ Pension Scheme
A new Pension Scheme for the employees of Tamilnadu State Transport Corporation has been introduced in Dec 2000 with retrospective effect from 01.09.1998. Under this scheme, pensionary benefits have been extended to 3810 [upto 15.08.2001] retired employees or their families. The amount paid as benefits upto 31.07.2001 is Rs 31.24 Crores.

21. Tamilnadu State Transport Corporation Employees Post Retirement benefit Benefit Fund 1992
This Post Retirement Benefit Fund was introduced with effect from 1.9.92. Under this Scheme, monthly benefit amount is paid to retired employees, Voluntarily retired employees and also to the families of the deceased employees. So far the benefits have been sanctioned to 16462 retired employees or the families of the deceased employees. The amount disbursed upto 31.7.2001, is Rs.27.85 Crores.

22. TAMIL NADU TRANSPORT DEVELOPMENT FINANCE CORPORATION LIMITED

22.1 Resource Base

        The total resource base of TDFC as on 31.03.2001 is as given below:

22.2 Deposits
TDFC continues to enjoy public confidence and thereby is able to achieve a very good growth in deposits.   The deposits of TDFC, which stood as Rs.1.35 Crores at the end of 1975-76 has increased to Rs.807.51 Crores as on 31.3.2001 as given below.

22.3 Deposit Schemes
          At present there are two schemes of deposits:

         i) Periodic Interest Payment Scheme (PIPS); and

        ii) Money Multiplier Scheme (MMS)

Under PIPS, interest is paid once in a month, three months or annually as per the option given by the depositors and the maximum interest rate payable under the Scheme is 11%. Under MMS, interest is compounded monthly at the appropriate rate of interest and the interest together with principal is paid at the time of maturity.

        

22.4 Deposits under Girl Child Protection Scheme: -
As on 31.3.2001, TDFC has received a deposit of Rs.17.76 Crores from the Government of Tamilnadu towards deposits at the rate of Rs.1500/- per child for 1,18,400 girl children under the ‘Girl Child Protection Scheme’. The deposit amount will be accumulated by monthly compounding of interest and paid to the girl child on her attaining the majority.

 

22.5 Loans 
The State Transport Undertakings have so far availed loan of Rs.3594.44 Crores for purchase of 31229 new buses with the financial assistance extended by TDFC upto 31.3.2001. The total loan outstanding with State Transport Undertakings as on 31.3.2001 is Rs.977.68 Crores. The loan fallen due for payment but not paid as on 31.3.2001 is Rs. 201.72 Crores

 

22.6 Reserve Bank of India regulations
Considering the active role played by the Government owned Finance Companies in supporting the Government and the administrative control exercised by the State Government, Reserve Bank of India has exempted the Government owned Non-Banking Finance Companies like TDFC from some of the provisions applicable to other Non-Banking Finance Companies like mandatory credit rating, prudential norms, capital adequacy norm, credit concentration, etc.

22.7 Opening of branches
With a view to tap the potential deposits in Mofussil areas TDFC has opened branches at Coimbatore, Trichy, Madurai Erode and the branches are mobilising Deposit from the public and Government Institutions.

22.8 Monitoring Cell
Tamilnadu Transport Development Finance Corporation Ltd, has under its administrative control Chairman's Office manned   by   Senior Officers drawn from State Transport Undertakings.   It reviews the performance of State Transport Undertakings every month by maintaining   a   comprehensive management information system, which helps the Govt. of Tamilnadu to assess the working of the State Transport Undertakings under its control. This office arranges for exchange of ideas among the Corporations, to choose the best elements   in   each Corporation for emulation by others.

 

23. INSTITUTE OF ROAD TRANSPORT

23.1 RESEARCH WING

i. Road Safety

1.A Profile of Bus Accidents for the year 1999
The bus accident details of all State Transport Undertakings for the year 1999 were collected and the reports with specific recommendations for reducing accidents were published for all State Transport Undertakings.

2. .A Profile of Bus Accidents for the year 2000
The Bus accident data of all STUs for the year 2000 were collected and the accident research reports with specific recommendations for reducing the accidents were published for four STUs. The remaining are in progress.

ii. Bus System Management.

a} A study on Tyre flaps used by State Transport Undertakings was completed and published.

b} A Research Report on spot speed study in Chennai Metropolitan City was completed and published.

23.2 TRAINING WING
Training Programmes for Supervisors and Executives

The training wing organises training programmes at the Institute of Road Transport and in-house programmes at the Headquarters of State Transport Undertakings. Ten such programmes were organised during the period from 1.4.2000 to 31.12.2000 and 212 participants have attended. In addition to the above 21 programmes were organised at Chennai and 493 participants from various STUs attended those programmes. Workshops on various aspects were held at the various headquarters of STUs to enable the supervisory staff of STUs to participate and exchange ideas, methods of work and also discuss problems and possible solutions. The subjects on which such workshops were conducted are:

Road Safety and Accident Investigation

Bus Body construction and maintenance

Bus and Crew Scheduling

Fare collection system and Fare evasion control and checking system.

102 participants attended these workshops from all STUs.

 

EXAMINATION WING:
The examination for Executives and Non-Executives are conducted by the Institute of Road Transport once in a year and for Supervisory

Personnel and Administrative staff of all State Transport Undertakings. The above examinations were conducted in June 2000 at two centres viz. Chennai and Madurai. Number of candidates appeared for the examinations and number of candidates passed are indicated below:

23.3. DRIVER TRAINING SCHOOL

DRIVER TRAINING PROGRAMME AT GUMMIDIPOONDI
Out of 771 candidates admitted, 191 candidates are from open market (OC – 10, BC-82, MBC-64 & SC 35) and the balance of 580 candidates (BC-322 & MBC – 258) are sponsored by the BC and MBC department during the period 1.4.2000 to 31.12.2000.

PROGRAMMES AT REGIONAL CENTRES
Out of 2513 candidates admitted for HVDT course in the 14 State Transport Undertakings training Centres during the above period, 646 candidates (BC-330, MBC-316) were sponsored by Backward and Most Backward Class Department and the balance of 1867 candidates are coming under open market (BC-1040, MBC-162, SC-292, OC-73).

REFRESHER AND ORIENTATION COURSES
In the advanced training courses totally 95 programmes were conducted and 1440 participants attended the programmes during the period from 1.4.2000 to 31.12.2000.

TWO WHEELERS AND LIGHT MOTOR VEHICLE TRAINING SCHOOL
Two training schools were started during the year 1997-98 at Chrompet and at Tiruchirapalli. In Chrompet centre, 146 candidates have been admitted for Light Motor Vehicle Training and 1368 candidates have undergone training in Driving Simulator. At Tiruchirapalli Centre out of 101 admitted, 91 candidates have completed Light Motor Vehicle Training and 183 candidates have been admitted for Heavy Vehicle Training in 4 batches.

23.4 MATERIAL TESTING AND QUALITY MONITORING
In Material Testing laboratory, facility is available to test 32 Nos. of different Automobile Components as per ASRTU and ISI specification. During the year 2000-2001, 358 samples of automobile components were received from various STUs and SSIs and tests for 311 samples as per ASRTU specifications were completed and the test reports results communicated to STUs. Quality monitoring Reports of samples of automobile components tested every month were communicated to all State Transport Undertakings of Tamil Nadu.An amount of Rs.4.00 Lakhs being 50% grant of Rs.8.00 Lakhs was received from ASRTU, New Delhi for establishing rubber-testing laboratory during May 2000.

23.5 EDUCATIONAL INSTITUTIONS 
INSTITUTE OF ROAD AND TRANSPORT TECHNOLOGY, ERODE
The Institute of Road and Transport Technology, Erode was started in the year 1984, and it has entered its 17th year 1243 students are studying during the academic year 2000-2001. The courses presently offered are as follows: 1. Automobile Engineering 2. Mechanical Engineering. 3. Electronics and communication Engineering 4. Civil Engineering 5. Computer Science informatics and 6. Electrical and Electronics Engineering. One Postgraduate course in MCA was started from the Academic year 1996-97 and its present strength is 118.

Results:
This Institution has got first rank in Civil Engineering and Electrical & Electronics Engineering branches in the University examination held during April/Mary 2000.

Department wise 10 students have scored University Rank in the Bharathiyar University Examination held in April & May 2000.

Placement:
The various companies have recruited 55 Students during the year.

PAPERS PRESENTED BY THE STUDENTS:
The students are continuously doing well by presenting papers in inter-collegiate seminars and winning accolades.

TAMIL NADU STATE COUNCIL FOR SCIENCE & TECHNOLOGY AWARDS:
This award was given to 20 students of this college for the papers presented.

PERUNDURAI MEDICAL COLLEGE, PERUNDURAI
The Perundurai Medical College and Hospital set up in 1986, started functioning on its own premises at Perundurai from the academic year 1992. The present intake of student is 60 per year. There are 319 students undergoing the course from first year MBBS to Final MBBS and 56 students are undergoing training as C.R.R.I.

I.R.T. POLYTECHNICS
`The Institute of Road Transport is running three Polytechnics at Chrompet, Bargur and Tirunelveli. Out of the annual intake of 360, 180 seats are filled up from the wards of employees and 180 students from open quota (as per the guidelines given by DOTE) are admitted in all three Polytechnics. The total strength of students studying in each polytechnics are detailed below:

24. PALLAVAN TRANSPORT CONSULTANCY SERVICES
Pallavan Transport Consultancy Services Ltd (PTCS) was incorporated in April 1984 as a wholly owned company of Government of Tamilnadu with a authorised share capital of Rs.5.00 Lakhs and paid up capital of Rs.2.00 Lakhs. Subsequently in May 2000 the paid up share capital is increased to Rs.10.00 Lakhs with the authorised share capital of Rs.50.00 Lakhs. Pallavan Transport Consultancy Services offers  consultancy assignments in the areas of information technology, traffic and transportation and management and has a team of qualified and experienced consultants in the respective fields, besides, experts and also drawn from among experienced personal available in STUs in Tamilnadu, Institute of Road Transport and HighWays Department depending upon the nature of the assignment. To supplement, the experts of Pallavan Transport Consultancy Services, retired Government personnel with experience in the respective fields are also engaged depending upon the requirement.

24.1 FINANCIAL PERFORMANCE
For the Financial Year 1999-2000, the company achieved a turn over of Rs. 32.17 Lakhs incurring net loss of Rs. 26.55 Lakhs after providing for depreciation. The loss was due to part payment made towards settlement of employees who had left the organisation.

24.2 TRAFFIC AND TRANSPORTATION
The Traffic and Transportation wing has successfully completed several consultancy assignments during the year under review besides showing fair amount of progress in other jobs on hand. The project report preparation for Traffic volume validation on East Coast Road was completed. A study to evolve a reimbursement policy for student concession passes issued by MTC Ltd., Assessment of passengers ridership drop in MTC buses, and Traffic surveys at NH47, Coimbatore Athupalam and Traffic surveys along Coimbatore byepass for Highways department were completed. 

Ongoing consultancy studies include Route Rationalisation study for MTC, Chennai, Traffic plan for Chennai in association with M/s.Frischmann Prabhu India, reimbursement policy study for free/concessional passes issued to students in Mofussil STUs, Traffic Operational and Management plan for Dharapuram, Pegmarking the alignment for Outer Ring Road for Chennai phase II, preparation of layout and estimates for bus terminals at Tambaram and improvements of bus operation of TNSTC, Dindigul.

24.3 COMPUTER WING
During the year under review, the Systems Wing of PTCS successfully completed several ongoing assignments creditably and to the satisfaction of clients. Some of the major projects completed during the year include ‘Online Invoice Auditing’ for State Express Transport Corporation Ltd. On line billing system for Tamilnadu Handicrafts Development Corporation Ltd., and Computerisation of Ration shop billing using OMR technology.

The three major assignments in software development undertaken by PTCS are total software development for Association of State Road Transport Undertakings (ASRTU), New Delhi and software development for maintenance of Family Card Data, Maintenance for the commissioner of Civil Supplies and Consumer Protection, Tamilnadu and computerisation of personnel information system for department of public health and preventive medicine.

PTCS has finalised the evaluation of tenders for the purchase of computers for the State Transport Undertakings in Tamilnadu. During the year PTCs also organised a number of training programme for the staff and officers of Commercial Tax Department, State Express Transport Corporation LTD., Tamilnadu Handloom Weaver’s Co-operative Society Ltd., Tamilnadu State Transport Corporation at Villupuram, Dharmapuri and Metropolitan Transport Corporation Ltd.,

24.4 FUTURE PROSPECTS
PTCS has strengthened its marketing efforts and has proposals for taking up consultancy assignments independently and in association with established consultancy organisations.

25.TAMILNADU MOTOR VEHICLES MAINTENANCE DEPARTMENT

25.1 REVIEW OF PERFORMANCE:

The main objective of the Department is to offer reasonable facilities for the economic and efficient maintenance of Motor Vehicles of various Government Departments in the State and to eliminate to a great extent the dependence on private workshops. The Department is responsible for the upkeep and maintenance of about 10000 vehicles of various Government Departments deployed throughout the State. There are 20 Govt. Automobile workshops in the Dist. Head Quarters throughout the States. The Government is committed in principle to have one Government Automobile Workshop for each District to look after the maintenance of Government Department vehicles in and around there.

The Department has introduced various scientific methods in the repair and maintenance of Government vehicles like "Unit replacement System" and Batchwise Production System etc.
