ORDER:- 

The Member-Secretary, Sports Development Authority of Tamil Nadu, Chennai in his letter second cited above has sent proposals to Government for fixing rental charges for sparing the Indoor Stadium, Chennai for non-sporting Cultural activities.

2) The Government have examined the proposals of the Member-Secretary, Sports Development Authority of Tamil Nadu carefully.  In the G.O. first read above, the Government have issued orders that the Stadia should not be spared for activities other than sports and games.  However, it is now considered that keeping the Indoor Stadium idle would result not only in huge loss of revenue but also in rusting of equipments which would not be in the best interest of the State Exchequer.  Moreover the revenue collected as rent over and above the maintenance cost will be used for implementation of the sports promotion activities. 

  3) The Government after careful examination accept the proposals of the Member-Secretary, Sports Development Authority of Tamil Nadu and in relaxation of the orders issued in the G.O. first read above direct that the following tariff be collected for sparing the Indoor Stadium, Chennai for non-sporting cultural activities:-

1. Rent                                                                         Rs.1,00,000/- per day

2. Rehearsal / preparation charges                             Rs.  20,000/- per day

3. Air conditioning, Arena floodlighting,                 To be charged on the basis of 
  
General lighting inside the stadium,                       actual consumption of power
    street lighting  and  Garden  lighting             
         at the rate  of Rs. 4/- per Unit.

4. Public Address System                                            Rs.1,000/- per day

5. VIP and VVIP Lounge charges                                Rs.1,000/- per day

6. Refundable security deposit                                    Rs.1,00,000/- for one day
                                                                                       programme and Rs.50,000/- for
                                                                                       each extra day.

The number of days for which the stadium shall be allotted for rehearsal / preparation shall be restricted to two days only at the rate of Rs.20,000/- per day.  Beyond 2 days the regular rent of Rs.1,00,000/- per day shall be charged.  No distinction need be made between Charitable and non-charitable organisations regarding the collection of charges for sparing the stadium.

4) The Government direct that the non-sporting cultural activities for the purpose of allotment of the stadium are the following:-

          a)      Music

          b)      Dance

          c)      Theatre and similar entertainment shows

          d)      Meeting of non-political and non-religious associations.

This permission will exclude religious, political and individual functions like     weddings and receptions.

5) The Government authorise the Member-Secretary, Sports Development Authority of Tamil Nadu to accord permission to the Organisations / Institutions for the conduct of non-sporting cultural activities as specified in para-4  at the Indoor Stadium, Chennai subject to the collection of tariff as ordered in para-3 above and other conditions to be specified by the Member-Secretary, Sports Development Authority of Tamil Nadu.  The Government also direct that all the other Stadia shall be reserved only for sporting purposes.

6) This order issues with the concurrence of Finance Department vide its U.O. Note No.60/DS(Per)/96, dated: 19.11.1996.
