ORDER:

In the meeting held on 6.1.2006, chaired by the Honourable Chief Minister and attended by the Minister for Public Works, Prohibition & Excise and Revenue, Minister for Information and Publicity and Local Administration and Minister for Sports and Youth Welfare, it was decided to conduct Rural Sports at the block level in all districts as part of the month-long Pongal Fair on 26th and 27th February 2006.

2. Accordingly, the Member Secretary, Sports Development Authority of Tamil Nadu in her d.o.letter first read above has sent the following proposal for conducting the Rural Sports at block level in districts as decided in the meeting on 6.1.2006 and has also sent the tentative budget estimate for it.

For boys and girls

      Competitions shall be conducted in the following sports disciplines:

· Athletics Boys – 100 m, Long Jump and Shot put

· Athletics Girls - 100 m, Long Jump and Shot put

· Cricket for Boys only

· Volleyball / Kabaddi or any other one locally popular game for Boys and Girls

      Competitions shall be conducted for Boys and Girls categorizing them into the following age groups:

· Juniors (Under 12 Years)

· Seniors (Under 18 years)    

· Open Category (Above 18 years)

      For Boys and Girls under 10 years, competitions shall be conducted in

· Sack Race

      For open category Men, Bullock cart Race (Rekla Race) also shall be conducted, wherever it is prevalent.

      The competitions shall be conducted in a place, where suitable playfield facilities are available. All the participants shall be provided with the following:

· One Tee shirt

· One Cap

· One Tiffin box and

· A Participation Certificate with the facsimile of the Honourable Chief Minister

      The first three place winners of each event and game shall be awarded also with:

· A Merit Certificate with the facsimile of the Honourable Chief Minister

· One Cup and

· One Medal

FOR PARENTS

· Tug of War for Men and

· Musical Chair for Women

FOR ELDERLY PERSONS

· 100 m Walking with out walking stick

· 100 m Walking with walking stick

FOR DISABLED PERSONS

· Wheel Chair Race or any other suitable game

      For all the parents, Elderly persons and Disabled Persons – the winners shall be presented with

· A Merit Certificate with the facsimile of the Honourable Chief Minister and

· One Medal and

· One cup

      One stainless steel vessel (Thookku Pathiram) shall be presented to all parents, elderly persons and disabled persons who participate in the events.

3. The Member Secretary, Sports Development Authority of Tamil Nadu has stated that the cost for the conduct of Rural Sports in one Block is Rs.3,95,000/- and for 385 Blocks the amount works out Rs.15,20,75,000/- and the budget has been prepared for 1000 youth and 1000 others. The Member Secretary, Sports Development Authority of Tamil Nadu has stated that the Minister (Sports & Youth Welfare) has indicated that a set of cricket equipment as per the list in Annex II of this order, may be supplied to each village panchayat in the State, at a cost of Rs.2440/- per village panchayat.

4. The Government after careful consideration, accept the proposal of the Member Secretary, Sports Development Authority of Tamil Nadu for the conduct of Rural Sports at block level in all the districts on 26th and 27th February 2006, as stated in paragraph 2 above and accord sanction for an expenditure of Rs.15,20,75,000/- (Rupees Fifteen Crores Twenty Lakhs and Seventy Five Thousand only) for the conduct of Rural Sports at block level in all the districts on 26th and 27th February 2006 @ Rs.3,95,000/- per block as detailed in Annex I appended to this order. The Government also accord sanction for supply of cricket equipment, as per the list in Annex-II of this order, to 12618 village panchayats as well as to 561 special village panchayats at the rate of Rs.2440/- per panchayat and accordingly the Government also sanction an expenditure of Rs.3,21,56,760/- (Rupees Three Crores Twenty One Lakhs Fifty Six Thousand Seven Hundred and Sixty only) for supply of cricket equipment.

5. The Government directs that the District Collector will be in charge of the conduct of Rural Sports in each District. The District Collector shall give wide publicity to the events and the participants shall be directed to enroll themselves with the Block Development Officers on or before 15th February 2006 and the details should be informed to the Member Secretary, Sports Development Authority of Tamil Nadu and other concerned authorities before 18th February 2006. The District Collectors are further directed to submit the report on the utilization of funds allocated to them for the conduct of Rural Sports and for the purchase of cricket equipment, to the Government in due course.

6. In order to monitor the conduct of the Rural Sports at the block level in all the districts, the Government further direct that a District Level Committee comprising the following members under the presidentship of the Minister in-charge of the District and the District Collector shall be constituted in each district:

1. Superintendent of Police

2. P.A.(PD) to the District Collector

3. Block Development Officers

4. Public Relations Officer

5. Chief Educational Officer

6. Youth Coordinator, Nehru Yuva Kendra

7. Regional Senior Manager of Sports Development Authority of Tamil Nadu

8. Regional Inspector of Physical Education Men &Women

9. District Sports Officer - Convenor

The above committee shall

* Finalise the events to be conducted in each Block, in consultation with the respective Block Development Officers

* Assess the number of participants

* Oversee the prompt supply of equipment required for the

competitions

Ψ The District Collector shall take action to procure, through appropriate agency, all the items as cited in this order and needed for the successful conduct of Rural Sports in the district. The Regional Senior Managers of Sports Development Authority of Tamil Nadu and the District Sports Officer shall give technical assistance at the conduct of the competitions.

 

Ψ The Chief Educational Officer and the Regional Inspector of Physical Education shall assist in identifying the school ground to conduct the competitions and also depute Physical Education Teachers to conduct the competitions in each Block.

Ψ The Block Development Officer in each Block shall co-ordinate with the District level committee for the successful conduct of the competitions and be responsible for the proper distribution of Food and other Articles and Participation Certificates to all the participants, as well as Medals, Cups, Merit Certificates and Prizes, to the winners.

Ψ The Sports Development Authority of Tamil Nadu shall
co-ordinate in providing the samples of articles to be given to the participants, cups, medals etc., to the District Collector, so as to maintain uniformity throughout the State.

7. The Member Secretary, Sports Development Authority of Tamil Nadu shall allot the amounts sanctioned in paragraph 4 above to each District Collector and the District Collector, in turn, based on the samples provided by the Sports Development Authority of Tamil Nadu, shall procure the equipment as necessary, on the basis of number of blocks and village panchayats comprised in the district and the number of participants enrolled for onward transmission to the respective Block Development Officers for the conduct of the Rural Sports in each block on 26th and 27th February 2006.

8. The amounts sanctioned in paragraph 4 above shall be debited to the following head of account:

For conduct of Rural Sports:

"2204 00 – Sports and Youth Services – 104 – Sports and Games – Schemes in the Tenth Five Year Plan –II State Plan – KL – Grants to Sports Development Authority of Tamil Nadu for conducting Rural Sports meet – 09 – Grants-in-aid – 01 – Grants for current expenditure (DPC 2204 00 104 KL 0919)"

For purchase of cricket equipment:

"2204 00 – Sports and Youth Services – 104 – Sports and Games – Schemes in the Tenth Five Year Plan –II State Plan – KM – Grants to Sports Development Authority of Tamil Nadu for conducting of sports for provision of cricket kits – 09 – Grants-in-aid – 01 – Grants for current expenditure (DPC 2204 00 104 KM 0917)"

9. The Member Secretary, Sports Development Authority of Tamil Nadu is the estimating, reconciling and controlling authority for the above new sub head of accounts. The Pay and Accounts Officer / Treasury Officer are requested to open the above head in their accounts.

10. Necessary Provision has been included in the Final Supplementary Estimates 2005-2006.

11. The Member Secretary, Sports Development Authority of Tamil Nadu, Chennai shall prepare the bill for the amount sanctioned in paragraph 4 above and present it at the Pay and Accounts Officer, Secretariat, Chennai through the Under Secretary, Youth Welfare and Sports Development Department, Chennai. The above sanctioned amount shall not be paid in cash but shall be credited into the following head of account:

"K. Deposits and Advances (B) Deposits not bearing interest - 8443 00 Civil Deposits-800 other deposits-CH Deposits of Tamil Nadu Sports Development Authority (DPC 8443 00 800 CH 000D)" by means of a cheque / demand draft drawn in favour of "P.D. Account of Account Name."

 

12. This order issues with the concurrence of the Finance Department vide its U.O. No. 7848 /Edn-1/2006-1, dated 3.2.2006.
