Abstract Sports – Laying of New Synthetic Surface at Sports Development Authority of Tamil Nadu’s Mayor Radhakrishnan Hockey Stadium – Constitution of Tender Committee – Orders – Issued Youth Welfare & Sports Development Department G.O. (1D) No.

Letter No.13241/C4/2001 dated 19.8.2003 ------------- ORDER:- The Synthetic Hockey Turf (astro turf) was laid by Corporation of Chennai during 1995 prior to the VII SAF Games held at Chennai. In 1994 the Government issued orders transferring Mayor Radhakrishnan Hockey Stadium from Chennai Corporation to the Sports Development Authority of Tamil Nadu for the construction of Hockey Stadium for the VII SAF Games held during 1995. 2. The Government of India under the “Scheme of grant for installation of Synthetic Playing Surface” permits and provides financial assistance for replacement/strengthening of the old hockey turf. The Government of India also provides central assistance upto 50% of the total cost of the installation (subject to a ceiling of Rs.1.00 crore). The Member Secretary has sent a proposal for laying a new synthetic hockey surface at Mayor Radhakrishnan Hockey Stadium directly to the Government of India for getting financial assistance under the “Scheme of grant for installation of synthetic playing surface/ strengthening of old hockey turf”. The State Government has also requested the Government of India for releasing the central assistance for this scheme. The State Government has provided budget allocation in 2003-2004 to the tune of Rs. 1.00 Crore for relaying the astro turf in the Mayor Radhakrishnan Hockey Stadium. 3. The Member Secretary has stated that the cost involved in the relaying of the hockey surface at the Sports Development Authority of Tamil Nadu’s Mayor Radhakrishnan Hockey Stadium would be around Rs.2.00 crores. A global tender needs to be floated to receive competitive tenders from the FIH approved companies. He has further stated that a Tender Awarding Committee needs to be constituted to open, scrutinize and to finalise the tender. 4. The Member Secretary, Sports Development Authority of Tamil Nadu has stated further that the Indian Hockey Federation has recommended that there be 3 experts in the committee for installation of the synthetic hockey turf. Hence he has requested to consider inclusion of 3 experts along with the Member Secretary, Sports Development Authority of Tamil Nadu in the above said Tender Awarding Committee. He has recommended formation of Tender Awarding Committee in accordance with the Government Order. 5. The Member Secretary, Sports Development Authority of Tamil Nadu has therefore requested to constitute the Tender Awarding Committee (Tender Committee) with the members as detailed below to finalise the tender in order to select the firm for the supply and re-laying of Hockey Turf at Mayor Radhakrishnan Hockey Stadium at Chennai. 1) Principal Chief Engineer - Chairman 2) Chief Engineer (Building) 3) Chief Engineer (Chennai Region) 4) A Representative nominated by Finance Secretary 5) Member Secretary, Sports Development Authority of Tamil Nadu, Chennai. 6) Thiru P. Krishnamurthy, Olympian & Arjuna Awardee, Chennai 7) Thiru C.R. Kumar, International Player, former National Coach 8) Thiru Md. Ghouse, Gr.I International Umpire, Chennai 6. The Government after careful examination has decided to accept the proposal of Member Secretary, Sports Development Authority of Tamil Nadu and the Government constitute a Tender Evaluation Committee consisting the members indicated in para 5 above to finalise the tender for laying a new synthetic hockey turf (astro turf) at the Mayor Radhakrishnan Hockey Stadium of the Sports Development Authority of Tamil Nadu replacing the existing one by calling global tenders. 7. Provision of the Tamil Nadu Transparency in Tenders Act 1998 and Tamil Nadu Transparency in Tenders Rules 2000 will be followed in finalising the Tender.
