Abstract Sports – Adoption of talented sports persons – Formation of a Committee to identify the talented persons – Expenditure to the tune of Rs. 8 lakhs (Rupees Eight lakhs only) – Sanctioned. Youth Welfare & Sports Development Department G.O. Ms. No. 26 Read : From the Member Secretary, Sports Development Authority of Tamil Nadu, Letter Rc. No. 13336/D3/2001, dated 18.7.2001 ---------- ORDER :- At present, the Sports Development Authority of Tamil Nadu is implementing various schemes such as Sports School/Sports Hostel, exclusively for school going children, Sports Hostel of Excellence for College students and Special Development Centre for students and non-student youth in select disciplines. There are still highly talented sports persons who do not joint in any one of the above schemes of the Sports Development Authority of Tamil Nadu and would like to continue their training by staying at home or in the respective places where they study. 2. In their endeavor to promote sports in Tamil Nadu, the Government consider that the talented persons among such sports persons with potential have to be identified to adopt and nurture them to develop their ability. 3. Government have examined the matter carefully and they have decided to evolve a scheme for adoption of highly talented sports persons. To make the scheme a reality, it has been decided to constitute a Committee comprising the following persons to identify the talented persons :- 1)
Eminent sports person nominated by the respective State Sports
Association. The Committee, would choose athletes/sports persons, from among the State Level Competitions viz., Republic Day Sports Meet, and Bharathiyar Day Tournaments conducted by Director of School Education, State Championships / Inter District Competitions conducted by respective State Sports Associations, University level competitions, State Games, and Open Sports Meets conducted by Sports Development Authority of Tamil Nadu and select the talented sports persons who have the potential to become World Beaters for adoption scheme. 4. 50 students from High/Higher Secondary Schools, 25 students from Colleges and 25 students from Non-student youth will be adopted. Accordingly, the Government sanction an expenditure of Rs. 8 lakhs (Rupees Eight Lakhs only) for the implementation of this scheme as per details given below :-
TA & DA rate may be admitted as per the existing rules in force. 5. The expenditure sanctioned in para 4 above shall constitute an item of “New Service” and the approval of the legislature will be obtained in the supplementary estimate for 2002-03. Pending approval of the legislature the expenditure will initially be met by an advance from the contingency fund of Tamil Nadu. The Member Secretary, Sports Development Authority of Tamil Nadu is requested to apply for this advance in the prescribed format in duplicate to Finance (BGI) Department along with the explanatory note to include in the supplementary estimate/Final Supplementary Estimate 2002-2003. 6. The amount sanctioned in para 4 above shall be debited under the following head of account :- “ 2204.00 Sports and Youth Services – 104 Sports and Games – Schemes in the IX Five Year Plan – II State Plan – JL – Grants to Sports Development Authority of Tamil Nadu 09. Grants in aid – 09 – Others ” (DPC No. 2204 00 104 JL 0992) 7. The Member Secretary, Sports Development Authority of Tamil Nadu is requested to prepare the bill and present the same to the Pay and Accounts Officer, Secretariat, Chennai-9 through the Under Secretary to Government, Youth Welfare & Sports Development Department. The above sanctioned amount shall not be paid in cash but shall be credited into PD account of the Sports Development Authority of Tamil Nadu, Chennai-84 maintained by the Pay Accounts Officer (North), Chennai-1 under the following head of account. “K Deposits and Advances (B) Deposits not bearing interest 8443 00 Civil Deposits – 800 Other Deposits – AE Deposits of Government Companies, Corporation, etc. 71 Deposits of Sports Development Authority of Tamil Nadu (DPC No. 8443 00 800 AE 710E) ”
