ORDER :-

 In its endeavour to promote sports in Tamil Nadu, the Government consider that it is necessary to spot talent at an early age in order to identify boys and girls who have good potential in individual and team sports.  To make this a reality, it has been decided to formulate the World Beaters Talent Spotting Scheme with the following aspects :-

1.  Every school will be provided with a battery of tests, which will be equipped to find a child’s potential to play a particular game or participate in a particular event.

2.  This Battery of tests will be printed by the respective schools and issued in the form of a report card for students studying in Std. VI and VII (Schools that are interested in utilizing the same tests in the other classes are free to do so).

 3.  Based on  particular norms to identify potential among the participants, the best in each school will be brought together for a Block Level Coaching Camp which will extend over a week.  In this scheme, they will be taught basics, skills and the individuals potential for a particular game.

4.  After this process is over, the Inter Block competition will be held at the district level with particular focus on individual skills.  For individual events, competitions will be held.  For team events, teams will be formed to play simple league tournament, which will provide an opportunity for experts/coaches to spot talent and dovetail them into existing schemes that will build up the children so noticed.  All these children who have the potential to be world-beaters will form part of a database for further development.

2.  The Government have examined the proposal of the Member Secretary, Sports Development Authority of Tamil Nadu and have decided to accept it.  Accordingly, the Government direct that an expert committee comprising of the following persons be constituted for spotting the talents at District level:-

  • The District Sports Officer

  • Coach of the respective discipline

  • A representative from the District Association

  • Regional Inspector of Physical Education

  • Outstanding sports person in the respective discipline

3.  Government also sanction a sum of Rs.14,37,500/- (Rupees Fourteen lakhs thirty seven thousand and five hundred only) to meet the following expenditure for implementation of the World Beaters Talent Spotting scheme during 2002-03 :-For District Level Inter Block Competition :

T.A and D.A will be payable for 2 officials (one for boys and another for girls) as per existing Rules in force.

4.  The amount sanctioned in para 3 above shall be debited under the following head of account :-

“2204. 00 Sports and Youth Services – 104 Sports and Games – II State Plan – KB – Grants to Sports Development Authority of Tamil Nadu for improvement of Sports activities – 09 – Grants in aid – 03 – Grants for specific schemes ” (DPC 2204 00 104 KB 0937)

5. The Member Secretary, Sports Development Authority of Tamil Nadu is requested to prepare the bill and present the same to the Pay and Accounts Officer, Secretariat, Chennai-9 through the Under Secretary to Government, Youth Welfare & Sports Development Department.  The above sanctioned amount shall not be paid in cash but shall be credited into PD account of the Sports Development Authority of Tamil Nadu, Chennai-84 maintained by the Pay Accounts Officer (North), Chennai-1 under the following head of account.

“K Deposits and Advances (B) Deposits not bearing interest 8443 00 Civil Deposits – 800 Other Deposits – AE Deposits of Government Companies, Corporation, etc.  71 Deposits of Sports Development Authority of Tamil Nadu (DPC No. 8443 00 800 AE 710E) ”

6. This order issues with the concurrence of the Finance Department vide its U.O. No. 74/DS(FC)/2002, dated 1.4.2002
