Order:

The question of reviewing the orders issued earlier relating to the issue of free bus passes to students studying in schools and 50% concessional bus passes to college students was engaging the attention of the Government.  

2. The High Level Committee on phased liberalisation of select routes, services and operations in bus transport sector in Tamil Nadu has recommended among other things,  the need for review and withdrawal  of  bus passes on Saturday and Sunday and the possibility of fixing a ceiling for each school. A study was also conducted by the Pallavan Transport Consultancy Services Limited earlier and   the suggestions made by it was examined in detail by the Government.

3.After a detailed examination of the “Free and Concessional Student Bus Pass Scheme” the Government in supersession of all the earlier orders in force, issue the following orders.

(i)  The Students studying from I Std to XII std in the Govt. Schools and in the Govt. aided Schools be issued free travel bus passes to travel from their residence to school and back to their residence.  The Free School Bus Passes are not valid on holidays except the Republic  Day and the Independence Day.

(ii)  The Students studying above XII in Govt. Colleges and in Govt. aided Colleges be issued 50% concessional travel bus passes and exchange tokens issued to College students travelling in Metropolitan Transport Corporation buses to travel from their residence to Colleges/Library and back to their residence.  This 50 % concessional bus passes are not valid on holidays except the Republic Day and Independence day.

(iii)  The number of exchange tokens be restricted to 40 (Forty only)per student per month. The rate of tokens now being issued at Re.0.70 per token to college students travelling in Metropolitan Transport Corporation buses  be  revised as Rs.2.00 per token.

(iv)  The present recovery of 50 % fare be collected and linked to the rates of 2002-2003( in respect of 50% concessional passes)

(v)   As regards reimbursement the formula for reimbursing the students travel concessions to the Metropolitan Transport Corporation and Mofussil Corporations shall be adopted as follows:

Corpn.

Metropolitan Chennai

i) Face value of tickets for first six stages at 40 trips per month for 10 ˝ months

ii)100% utilization of face value of tickets DEDUCT

iii) Amount collected from students

iv) Balance loss to be reimbursed by Government

i)Face value of tickets at 40 trips per month for 10 ˝ months

ii)100% utilization of face value of tickets

iii)Loss to be reimbursed by Government

 

 

 

Mofussil Corporations

 

 

 

 

i) Face value of tickets at 40 trips per month for 10 ˝  months

ii) 70% utilization of face value of tickets DEDUCT

iii) Amount collected from students

iv) Balance loss to be reimbursed by Government. 80% of loss by Government,

20% of loss to be borne by the STU as social cost

i)Face value of tickets at 40 trips per month for 10 ˝ months

ii)70% utilization of face value of tickets

iii)80% of loss to be reimbursed by Government

iv)20% of Loss to be borne by the STU as social cost

 

4. The expenditure towards the issue of student concession may be reimbursed by the Government to all  the  State Transport Undertakings.  The Under Secretary to Government, Transport will make necessary provision in the Budget Estimate to meet this additional expenditure.

5. This order come into force from the date of issue of orders.

6. This order issues with the concurrence of  Finance Department vide U.O.No.1699/FS/P/03 dated 28.5.2003.
