ORDER:-

In the letter first read above, Government of India, Ministry of Human Resource Development, Department of Women and Child Development, New Delhi have conveyed their administrative approval for the implementation of UDISHA Training i.e. National Training Component under World Bank Assisted ICDS-III Projects and General ICDS for a period of 5 years at a Project cost of Rs.25.42 Crores. The Government in the order second read above have issued formal orders for the implementation of UDISHA training for all the ICDS Projects in Tamil Nadu for the same period at the above cost. In the letter 4th read above Government of India have mentioned that States are required to make an all out effort to utilize their capacities to the fullest extent for conducting regular training courses so as to clear the backlog as early as possible. Additional allocation over and above the approved allocations for this purposes will be provided wherever required. In the letter 5th read above the Government of India have communicated reduction in duration of training and revision of budget and syllabi. In the letter 6th read above the Government of India have conveyed the approval for the extension of World Bank assisted ICDS training programme, Project UDISHA for the continued implementation for a further period of 9 months w.e.f 1.7.2005 to 31.3.2006. In the letter 8th read above Government of India have communicated revised allocation of Rs.1987.68 lakhs to clear the backlog under project UDISHA.

2) In the letter 9th read above, the Project Co-ordinator, World Bank Assisted ICDS-III Project has sent proposal for giving Refresher Training to Anganwadi Workers who have completed the job training level.This refresher training programme to the grass root level functionaries will be organized at the block level or zonal level by Block Training Team, Grade-I Supervisor or Mobile Team Instructresses or District Technical Team. The Refresher Training is a regular and routine one in the pattern of Training Strategy. This Refresher Training to the Anganwadi Worker would be Need Based and Focused to Update their existing Knowledge and Skill necessary for bringing an attitudinal change among themselves and in the community. The Project Co-ordinator has requested for sanction of an amount of Rs.66,42,100/- (Rupees Sixty Six Lakhs Forty Two Thousand and One Hundred only) towards refresher training programme to 14060 grass root level functionaries in 351 batches for 7days duration. Further, the Project Co-ordinator, World Bank Assisted ICDS-III Project has informed that the entire expenditure will qualify for reimbursement from Government of India under UDISHA Training (i.e.) a National Training Component under World Bank assisted ICDS-III Project. The above said activity has been proposed in the UDISHA State Training Action Plan of TamilNadu for the extended period of the project 2005-2006 and the same has been approved by Government of India in the letter 7th read above.

3) The Empowered Committee has approved the proposal as per the financial powers delegated to sanction an expenditure of Rupees One Crore at a time if the same programme is conducted in more than one District, if they belong to non-work category like "Training" in the Government order third read above.

4) The Government have examined the proposal of the Project Co-ordinator, World Bank Assisted ICDS-III Project as duly approved by the Empowered Committee and pass the following orders:-

The Government approve to impart Refresher Training course as per Annexure I & II to this order to Grass root level functionaries (Anganwadi Workers) of the 15 districts of World Bank Assisted ICDS-III Project and General ICDS at block level/Zonal level by CDPO ,Block Training Team/Grade I Supervisor/ /Mobile Team Instructresses/District Technical Team;

Sanction is accorded for a sum of Rs.66,42,100/- (Rupees Sixty Six Lakhs Forty Two Thousand and One Hundred only.) towards the cost of the above training and to commence the training on receipt of funds from Government of India under UDISHA Project.

The concerned District Programme Officer is authorised to draw the amount in advance and to incur the expenditure as indicated in the Annexure-I & II to this order under Article 99 of Tamil Nadu Financial Code, Volume-I and for conducting Refresher Training to Anganwadi Workers for both World Bank Assisted ICDS-III Project and General ICDS and adjust the same later on at the Treasury / Pay and Accounts Office concerned as soon as the training is over within the stipulated time as prescribed in the Tamil Nadu Financial Code, Volume-I. If any failure in the adjustment of temporary advances drawn, responsibilities shall be fixed against the official concerned for the lapse and suitable action shall be initiated and report to Government at the appropriate stage;

The District Programme Officers are directed to send the relevant statement of accounts and reports to Project Coordinator World Bank Assisted ICDS-III Project as soon as the training programme is over, so as to enable the Project Co-ordinator World Bank Assisted ICDS-III Project to report to Government / Government of India;

The Pay and Accounts Officer/Treasury Officer concerned are advised to honour the bill as and when presented by the District Programme Officer/ The Project Officers if it is otherwise found to be in order.

5) The expenditure sanctioned above shall be debited to under the head of account "2236 Nutrition – 02 Distribution of Nutritious Food and Beverages – 101 Special Nutrition Programme Schemes in the Tenth Five Year Plan – II State Plan – PC World Bank Assisted Tamil Nadu Integrated Child Development Scheme III (UDISHA)- 72. Training (D.P.Code No.2236-02-101-PC-7206)".

6) The Project Co-ordinator, World Bank assisted ICDS-III Project is requested to ensure the full reimbursement (grant) from Government of India for the expenditure sanctioned above and send the Utilisation Certificate and Completion Report to Government immediately without fail.

7) This order issues with the concurrence of Finance Department vide its U.O.No.92840/SW/05 dated 3.2. 2005
