The Government Observation Home at Vellore under the Department of Social Defence is housed nead the District Collectorate, Vellore. The land is not even and bumpy. Though a compound wall has been provided due to the bumpy ground, adequate staff or security to the children and properties of the Government is not ensured at present. The Director of Social Defence has therefore sent a proposal for providing barbed wire fencing over the compound wall with mercury vapour lamps on all corners of the compound wall to provided sufficient lighting to the entire area. 50 children will benefit under the scheme.

2. The Government accept the proposals of the Directorate of Social Defence and accord sanction for the incurring of an non-recurring expenditure of Rs.1.5 lakhs (Rupees One Lakh and Fifty Thousand only) towards providing barbed wire fencing over the compound wall with mercury vapour lamps on all corners of the compound wall of the Government Observation Home at Vellore during 2000-2001.

3. The expenditure should be debited to, "4235-Capital Outlay on Social Security and Welfare-02. Social Welfare-106. Correctional Services-Schemes in the Ninth Five Year Plan-II State Plan -JU-Buildings-16. Major Works" (D.P.Code No.4235-02-106-JU-1601).

4. This order issues with the concurrence of Finance Department vide its U.O.No.33455/SW/2000, dated 2.5.2000.
