ORDER:

The children in the Government Observation Homes and Juvenile and Special Homes are not supplied with banians and inner garments though clothing and bedding are supplied tothem as per rules. The Director of Social Defence has sent a proposal for the supply of banians and inner garments to the children in the Government Observation homes, Juvenile/special Homes. Four banians and 4 inner garments (underwear) are to be supplied per annum to all children in the government Institutions. 2000 children are likely to be benefitted under the scheme. The supply of banians will be obtained from the Banian Making Units in the Government Special Home, Chengalpattu.

2) The Government accept the proposal of the Director of Social Defence and accord sanction for the supply of 4 Banians and 4 Inner Garments (Underwear) each per annum at an ultimate cost of Rs.3.20 lakhs to all the children of Government Observation Homes and Juvenile/special Homes from the year 2000-2001.

3) The Government sanction an expenditure of Rs.2..65 lakhs (Rupees Two lakhs and sixty five thousand only) for the scheme during 2000-2001.

3) The expenditure sanctioned in para 2 above should be debited under

"2235 – Social Security and Welfare – 02 – Social Welfare – 106 – Correctional Services - Schemes in the Ninth Five Year Plan- II – State Plan – JE – Government Approved Schools – 46 – Clothing Centage and Stores " (DPC 2235 02 106 JE 4604).

6) This order issues with the concurrence of Finance Department vide its U.O.No.34045/SW/2000 Dated 3-5-2000.
