ORDER:

In the Government order first read above, Government sanctioned the starting of 3 Half-way Homes for the Girl Children in vulnerable condition under Non-Governmental Organisatioin at Ulundurpettai, Namakkal and Viralimalai under Part-II Scheme for 1999-2000. In the Government order second read above, the Government have identified the following three Non-Governmental Organisations for running the Half-way Homes sanctioned in the Government order first read above under Part-II scheme during 1999-2000.

i) Community Service Trust,

No.2, Sivagnanam Street,

Ganesapuram, Namakkal-2;

ii) "SEED Trust",

No.18, 1st Street, East Kandasamypuram, Ulundurpettai,

Villupuram; and

iii) "CASA", (Church Auxillary for Social Action)

550/2, Thangam Sound Service Complex,

Viralimalai, Pudukottai District.

2) The Director of Social Defence has reported that a sum of Rs.27,000/- has been sanctioned as grant-in-aid for the scheme in the first stage during 1999-2000. He has therefore, requested the Government to sanction a sum of Rs.2.33 lakhs for the continuation of the scheme during 2000-2001.

3) Government accept the proposals of the Director of Social Defence and sanction expenditure of Rs.2.33 lakhs (Rupees Two Lakhs and Thirty Three Thousand only) as detailed in the annexure for running the three Half-way Homes by the above Non-Governmental Organisations during 2000-2001. The Director of Social Defence is requested to disburse the grants to the Non-Governmental Organisations in two instalments. The second instalment shall be disbursed only on receipt of certified Utilisation Certificates in full shape and Audited Statements of accounts for 1999-2000.

4) Necessary additional funds will be provided in Revised Estimate/Final Modified Appropriation 2000-2001. The Director of Social Defence is requested to include the expenditure, while sending the proposal for Revised Estimate 2000-2001.

5) The expenditure shall be debited to:

"2235-Social Security and Welfare-02-Social Welfare-106-Correctional Services-Schemes in the Ninth Five Year Plan - II State Plan - JY - Assistance to Half-way Homes to the Girl Children - 09 - Grant-in-aid" 03 Grants for specific schemes. (D.P.Code No.2235-02-106-JY-0939).

6) The Pay and Accounts Officer, Chennai-5 is requested to admit the Bills as and when presented by Director of Social Defence if they are otherwise in order.

7) This order issues with the concurrence of Finance Department vide its U.O.No.548/SS(GV)/2000, Dated:11.8.2000.
