ORDER: Government in their orders first to sixth read above, had ordered to place the full budget provision under the scheme for the welfare of children in need of care and protection at the disposal of the Commissioner of Social Welfare for releasing the grants to the voluntary institutions promptly. 2. The Commissioner of Social Welfare and Nutritious Meal Programme in his letter seventh above has sent proposals requesting the Government to place the funds, provided in the budget for the year 2000-2001 under the head "2235-02-104-AO-09" viz. Rs.308.00 lakhs at his disposal so as to enable him to release the maintenance grants to voluntary institutions under the scheme for the welfare of children in need of care and protection. 3. The Government have examined the proposal of the Commissioner of Social Welfare and place the sum of Rs.308.00 lakhs (Rupees Three Hundred and Eight Lakhs only) provided in the Budget Estimate for 2000-2001 under the scheme for the welfare of children in need of care and protection at the disposal of Commissioner of Social Welfare and Nutritious Meal Programme in order to enable him to release the grants to the voluntary institutions for 2000-2001. 4. The Commissioner of Social Welfare and Nutritious Meal Programme is hereby authorised to draw and disburse the amount to the eligible institutions in two equal instalments. The first instalment may be released now. The second instalment may be released after 30.9.2000 on the productioin of Utilisation Certificate for 1999-2000, details of strength of children, excess grant available with the institutions etc. every year. 5. The Commissioner of Social Welfare and Nutritious Meal Programme is also informed that grant should not be released as a matter of routine and that he should ensure to his satisfaction, that the conditions attached to the Grant-in-aid are complied with by the respective voluntary institutions before the grant-in-aid are released. He should also arrange to conduct periodical inspections of the voluntary institutions and ensure that the institutions are run properly and are eligible for drawal of grant from Government with reference to rules and conditions provided therefor. He should also take care to deduct the unspent balance of the grant during the previous years as well as any inadmissible items of expenditure while sanctioning fresh grant. 6. The expenditure of Rs.308.00 lakhs (Rupees Three Hundred and Eight Lakhs only) sanctioned in para 3 above shall be debited to the following head of account:- "2235-Social Security and Welfare-02. Social Welare-104. Welfare of Aged, Infirm and Destitute-I-Non-Plan-AC. Programme for the care of destitute children-Assistance to Private Organisations-09. Grants-in-aid-01-Grants for current expenditure" (D.P.Code No.2235-02-104-AO-0914). 7. This order issues with the concurrence of Finance Department vide its U.O.No.36/D.S.(T.K)/2000, dated 25.7.2000.
