From the State Commissioner for the Disabled Lr.Roc.No.7081/RD-II.4/2006, dated  24.8.2006 and 8.11.2006.

ORDER:

During the demand of the Social Welfare and Nutritious Meal Programme Department, the Minister (SW) has announced among others the following announcement:

“ A Database on Disabled Persons will be created at a cost of Rs.5.00 lakhs”

2) Based on the above announcement the State Commissioner for the Disabled has sent proposal for creation of Data base on Disabilities in Tamil Nadu. He has stated that it has been decided to conduct the Data Collection in all 30 districts including the 6 National Programme for Rehabilitation of Persons with Disabilities Districts and a  Committee has been formed  on “Creation of Data Base on Disabilities in Tamil Nadu” with eminent persons representing   Non-Governmental Organisations / National Institutes as Members.  The State Commissioner for the Disabled has further stated that  it is proposed to collect information on various indicators like, Etiology,  onset, type and degree of disabilities, congenital or acquired, need, supply and usage of assistive devices, level of education-general/technical, employment, various benefits availed, assessment of services received from Government Organisations/  Non-Governmental Organisations and impact of disabilities, etc.,

3) The State Commissioner for the Disabled has proposed to create the Data Base in a more scientific way:

  • To monitor and evaluate current provision of rehabilitation services;

  • To predict future service requirements

  • For research – (etiology)

The State Commissioner for the Disabled has also stated that  12 lakhs forms will be printed for data collection and the information on the data base will be gathered by people, who are in contact with persons with disabilities, for example, service providers, Non-Governmental Organisations, community care workers, anganwadi workers, Village Health Nurses, School Principals,  Village Administrative Officers,. Makkal Nala Paniyalargal, and others involved in education. He has further stated that the information will be sent to the District Disabled Rehabilitation Officers, who will be District Data Base Co-ordinator.   The State Data Base will be compiled from the District Data Base.  With the help of Committee Members, now they are in the process of collecting the kind of information to be collected on the Data Base, finalizing the questionnaire for data collection and assigning numerical coding for rating / answers, etc.,  The Committee will decide on the kind of training to be given to the field workers, computerization of data, frequency of updating of data and review of existing information, analysis of data, access to data base and data protection.  The State Commissioner for the Disabled has requested to sanction Rs.5.00 lakhs for this purpose.

4) After careful examination,  the Government accept the proposal of the State Commissioner for the Disabled and sanction a sum of Rs.5.00 lakhs (Rupees Five lakhs only) for creation of Data base on Disabilities in Tamil Nadu. The details of expenditure are annexed to this order.

5) The State Commissioner for the Disabled  is permitted,

i)  to draw the amount allotted for Data analysis and reporting as an advance under Article 99 of Tamil Nadu Financial Code Volume-I.

ii)  to sanction the amount  allotted for Data analysis and reporting, to the NGO in the field of disability with research knowledge.

iii) to distribute the amount allotted for the Data Entry as per the approximate number of persons with disabilities in the district.

6) The District Disabled Rehabilitation Officers are permitted to draw the amount allotted for training field workers, printing and data entry  as an advance.

7) Sanction is accorded for a sum of Rs.5.00 lakhs (Rupees Five lakhs only) for creation of Data Base on Disabilities in Tamil Nadu.

8) The expenditure sanctioned in para 4 above shall be debited to the following head of account:

“2235.Social Security and Welfare-02.Social Welfare-101.Welfare of Handicapped-Schemes in the Tenth Five Year Plan-II.State Plan-MA.State Resource–cum-Training Centre-09.Grant-in-aid-03.Grants for Specific Schemes”  (D.P. Code No. 2235-02-101-MA-0934).

9) Taking into account the savings of Rs.1,32,462 available under “MA” Head of Account of State Resource and Training Centre, necessary additional provision of funds of Rs.3,67,538/- (Rupees Three lakhs sixty seven thousand five hundred and thirty eight only) will be made in the RE/FMA 2006-2007 to meet out the expenditure sanctioned in para 4 above pending provision of funds in RE/FMA. 06-07, the State Commissioner for the Disabled  is  authorized to incur the expenditure.The State Commissioner for the Disabled is requested to include the expenditure while sending RE/FMA 2006-2007 proposals to Government in Finance Department without fail.

10)  This order issues with the concurrence of Finance Department vide its U.O.No.13014/BG II/2006, dated 3-1-2007  and Additional Sanction Ledger No.1301 (One thousand three hundred and one)
