ORDER : -

The National Programme of Nutritional support to Primary Education (commonly known as the Mid-Day-Meal Scheme) was launched as a Centrally sponsored Scheme on 15th August 1995. Its objective was to boost " Universalisation of primary education by increasing enrolment, retention and attendance and simultaneously impacting on nutrition of the students in primary classes". Under this scheme, rice is supplied free of cost by the Ministry of Human Resources Development, Government of India, to provide nutritional support to primary school children studying in I to V Standard at the rate of 100 grams per child per day for 10 months (200 days) in an academic year. With the infrastructure available under PTMGR NMP, the rice allotted under this scheme is converted into cooked food and supplied to the children.

2) The Government of India reimbursed the cooking cost at Re1/- per child per school day with effect from 1.9.2004. However the Government of India enhanced for central assistance towards cooking cost from Re.1/- to Rs.1.50 with effect from 16.6.2006. The central assistance towards cooking cost is released by Government of India to this State then and there. As per the provision of the revised Guidelines of NP-NSPE 2004, this Government is entitled to receive Central Assistance for Management, Monitoring and Evaluation (MME).

3) The National level Steering–cum-Monitoring Committee (NSMC), in its Second meeting, held on 29.9.05 under the Chairpersonship of Secretary (Elementary Education & Literacy), Government of India approved the Management Monitoring and Evaluation allocation of 2 % (Of remaining costs i.e. (i) cost of food grains, (ii) transport subsidy, and (iii)assistance for cooking cost] to be apportioned between Central Government and State Government to the extent of 0.2% and 1.8% respectively. The National Steering cum Monitoring Committee also approved items /Services on which expenditure to be incurred by State from 1.8% of Management Monitoring and Evaluation .

4) Accordingly, in the references first and second read above the Government of India have released a sum of Rs.1,65,84,000 (Rupees One Crore Sixty five lakhs and Eighty four thousands only) to the state Government as Central Assistance for Management Monitoring and Evaluation (MME) component of NP – NSPE 2004. As per the Guidelines of Government of India, the amount released by Government of India has to be distributed to the following items.

5) The Director of Rural Development has forwarded the detailed Action Plan for Management Monitoring and Evaluation for School Level Expenses, Management, Supervision, Training and Internal Monitoring and Staff Salary, Computer, External Monitoring and Evaluation and also for the creation of one cell in the office of the Directorate and Social Welfare and Nutritious Meal Programme Department of Secretariat, Chennai-9 etc. Subsequently the PTMGR NMP scheme was (Rural Schools) transferred from the control of Director of Rural Development to Director of Social Welfare in G.O.Ms.No.80 Rural Development and Panchayat Raj Department dated 20.7.2006.

6) After careful consideration of the detailed proposal of the Director of Rural Development, the Government approve the Action Plan as detailed in the Annexure to this order. The Government accord a sanction of Rs.1,65,84,000/- (One crore sixty five lakh and eighty four thousand only) to incur an expenditure towards the implementation of the Action Plan in the Annexure to this order. The brief item wise allocation of funds is presented below.

The Government have further ordered for the creation of one cell in the office of the Director of Social Welfare, Chepauk, Chennai-5 and one cell in the office of the SW & NMP Dept., Secretariat, Chennai-9 along with staff as detailed in the Action Plan.

7) The above expenditure may be debitable under the following Head of Account.

2236 - Nutrition 02- Distribution of Nutritious food and beverages 102- Mid – Day - Meals - Schemes under Tenth Five Year Plan-III Centrally sponsored Schemes - SA National Programme of Nutritional Support to Primary Education (Mid-Day Meals Scheme)–09-Grants–in-aid –03 Grants for Specific Schemes (DP Code 2236-02-102-SA-0939)

8) The expenditure sanctioned in para 6 above shall not be treated as "New Service" since the scheme has already brought to the Notice of the legislature in the first supplementary Estimate for 2006-2007. Pending provision of funds in RE/FMA 2006-2007. The Director of Social Welfare is permitted to incur the expenditure sanctioned in para 6 above. The Director of Social Welfare is requested to include the expenditure in FMA 2006-2007.9) The expenditure shall be incurred in accordance with the following guidelines:

i. Expenditure on salaries shall be incurred only for the staff appointed on contract for a maximum of one year at a time. However, if the Government wants some relaxation in this, the concurrence of Government of India have to be obtained.

ii. Work of external monitoring and evaluation may be given only to institutions of repute, especially those affiliated to or recognized / recommended by ICSSR, ICMR, NIN, NIPCCD or Universities.

iii. All appointments/purchases should be made in strict conformity with relevant rules in force in the State.

iv. No vehicles should be purchased out of the Central assistance for MME. They may however be hired for limited duration, for work relating to Management, Monitoring and Supervision of the programme.

10)The Director of Social Welfare is instructed to implement the Action Plan as detailed in the Annexure to this order utilizing the funds sanctioned in para 6 above. He is also permitted to create one cell in his office and one cell in the Social Welfare and Nutritious Meal Programme Department, Secretariat, Chennai-9 and for purchase of Computers, Furnitures and Stationeries. The Director of Social Welfare is instructed to redistribute the amount sanctioned in para 6 above (except the amount sanctioned to Secretariat) among the districts and Chennai Corporation as per requirement. The Director of Social Welfare is permitted to select the agency for External Monitoring and Evaluation as per guidelines of NPNSPE 2004, following due procedure.

11) The District Collectors are authorized to incur the expenditure as allocated by the Director of Social Welfare towards purchase of items mentioned in the Action Plan following the Guidelines of National Programme of Nutritional support to Primary Education and also the rules in force in this State within the allocation of funds to the districts concerned.

12) The Director of Social Welfare is instructed to furnish the Utilization Certificate in respect of Central Assistance for Management, Monitoring and Evaluation in form VIII as stipulated in Para 7 of the Guidelines of NP – NSPE, 2004 early .

13) This order issues with the concurrence of Finance Department vide its U.O. No.331/DS(BK)/2006 Dated 18.12.2006. Additional Sanction Ledger No.1184. (One thousand one hundred and eighty four).

Training shall be given to cooks, Helpers & Organizers regarding hygiene, safety maintenance and other aspects involved in running of Noon meal Centres.
