ORDER;

The Government of Tamil Nadu is  running 25 Sathya Ammaiyar Ninaivu Government Orphanages with a sanctioned strength of 5500 children under the control of Social Welfare and Nutritious Meal Programme Department throughout the State.

2. The inmates of Sathya Ammaiyar Ninaivu Government Orphanages are destitute children, who do not have the opportunity and access to carry recreational activities.  In order to break the monotony  of the routine life style the Government in the Government orders first to fifth read above, issued orders sanctioning an expenditure of Rs. 4.20 lakhs for each year from 1999-2000 to 2003-2004 for taking the inmates of Government Orphanages for an excursion. The Director of Social Welfare  in his letter sixth read above  has proposed to take the inmates for excursion to the neighbouring places during the year 2004-2005 at a  cost of Rs. 6.30 lakhs due to hike in bus hiring charges etc., and requested the Government to issue standing orders for the continuance of the scheme within the budget  provision every year.  The Director of Social Welfare has also requested that permission may be given to draw the above amount as an advance.

3.The Government, after careful consideration, accept the proposal of Director of Social Welfare and  accord sanction to incur an expenditure of Rs. 4.20 lakhs (Rupees Four lakhs and twenty  thousand only) for taking the inmates of Government Orphanages for an excursion during the year 2004-2005 once in a year as given below:

4. The Government also permit the Director of Social Welfare to draw an advance of Rs. 4.20 lakhs (Rupees Four lakhs and twenty thousand only) under Article 99 of the Tamil  Nadu Financial Code Volume I, for taking; the inmates of Government Orphanages for excursions to the neighbouring places during the year 2004-2005 and settle the same by producing detailed vouchers.

5.The Director of Social Welfare is directed to select the places for taking ;the inmates of Government Orphanages for excursion and further action in this regard should be taken first.  Only after finalisation, the amount sanctioned should be drawn as advance.   On any account, the Director of Social Welfare should not draw the amount as advance and kept in the savings bank account.

6.The expenditure sanctioned in para 3 above shall be debited to “2235.Social Security and Welfare –02. Social Welfare –104. Welfare of aged, infirm and destitute Scheme in the Tenth Five   Year Plan II.  State  Plan –KJ. Maintenance of Orphanages run by Government –54 – Expenses on conducted tours”  (D.P.Code No. 2235-02-104-KJ-5400)

7. This order issues with the concurrence of Finance Department vide its  U.O.No. 453/ DS(VNP)/04, dated 8.9.2004.
