No. 153 Read : 1) G.O.Ms.No.142, Social Welfare and Nutritious Meal Programme Department dated 29.7.99 2) G.O.Ms.No.57, Social Welfare and Nutritious Meal Programme Department dated 10.4.2002 3) G.O.Ms.No.147, Social Welfare and Nutritious Meal Programme Department dated 8.10.2002 4) From Government of India, Ministry of Women and Child Development., New Delhi Lr.No.1-1 / 2006-CD-I dated 19.4.2006 5) From the Project Co-ordinator, World Bank assisted Integrated Child Development Services Scheme Lr.No.5755 / E1-2 / 2006 dated 14.12.2006. :-: ORDER: In the Government order first read above, orders were issued for the conversion of 318 Rural blocks in 24 Districts of Tamil Nadu, in which the then World Bank assisted Tamil Nadu Integrated Nutrition Project-II (TINP-II) was implemented upto 31.12.97, as 318 projects under World Bank Assisted Integrated Child Development Services Scheme-III (WB ICDS-III) and the Project Co-ordinator, TINP-II was re-designated as "Project Co-ordinator, World Bank assisted ICDS-III". 2) In the Government order second read above, orders were issued among other things for restructuring the then TINP-II as World Bank assisted Integrated Child Development Services Scheme-III Project. In the Government order third read above, the 113 ICDS (General) projects and the District Programme Offices which were functioning under the control of Director of Social Welfare, Chennai-5 were merged with World Bank assisted Integrated Child Development Services Scheme-III and brought under the administrative control of Project Co-ordinator, World Bank assisted Integrated Child Development Services Scheme-III Project. 3) The World Bank assisted Integrated Child Development Services Scheme-III Project has come to an end on 31.3.2006. The Government of India have informed that as the World Bank assistance has come to an end on 31.3.2006, all the 5 District Programme Offices and Integrated Child Development Services Scheme Cells, hitherto implemented through World Bank assistance will henceforth be funded under Integrated Child Development Services Scheme (General) with effect from 1.4.2006. The financial norms for all interventions / activities as prescribed under Integrated Child Development Services Scheme (General) will apply uniformly to all the Projects including those which were hitherto funded by World Bank. Further, it has also been informed that, the staffing pattern / financial norms as envisaged under Integrated Child Development Services Scheme (General) will ipso-facto, apply to all hitherto World Bank assisted Integrated Child Development Services Scheme Projects. 4) The Project Co-ordinator, World Bank assisted Integrated Child Development Services Scheme-III Project has therefore requested the Government to issue orders re-designating the name of the "World Bank assisted ICDS III Project" as "Department of Integrated Child Development Scheme" and the post of the "Project Co-ordinator, World Bank Assisted ICDS-III Project " as "Director of Integrated Child Development Scheme". 5) The Government after careful examination decided to accept the proposal of the Project Co-ordinator. The Government accordingly re-designate the name of the "World Bank assisted ICDS III Project" as "Department of ICDS" (Directorate of Integrated Child Development Services Scheme) and the post of the "Project Co-ordinator, World Bank assisted ICDS-III Project " as "Director of Integrated Child Development Services Scheme". 6) This order comes to in force with effect from 30.08.2007. 7) This order issues with the concurrence of Personnel and Administrative Reforms Department, vide its U.O.No.31813/C2/07-1 dated 21.06.2007 and Finance Department vide its U.O. No. 55562/SW/07 dated 24.08.2007.
