ORDER:
The Government of Tamil Nadu is running 25 Sathya Ammaiyar Ninaivu Government Orphanages with a sanctioned strength of 5500 children under the control of Social Welfare and Nutritious Meal Programme Department through out the State. The inmates of Sathya Ammaiyar Ninaivu Government Orphanages are destitute children, who do not have the opportunity and access to carry recreational activities. In order to break the monotony of the routine life style, orders were issued in the Government Orders first to sixth read above, sanctioning an expenditure of Rs.4.20 lakhs for each year from 1999-2000 to 2004-2005 for taking the inmates of Government Orphanages for an excursion.
2. In Government Order seventh read above, orders were issued sanctioning an amount of Rs.6.40 Lakh for the year 2005-2006 for taking the inmates of Government Orphanages for an excursion.
3. The Director of Social Welfare has now requested the Government to issue orders for further continuance to this scheme, for 2006-2007 and sanction Rs.6.40 lakhs (Rupees Six lakhs and forty thousand only) to incur the above expenditure.
4.The Government after careful consideration, accept the proposal of Director of Social Welfare and sanction an amount Rs.6.40 lakhs (Rupees Six lakhs and forty thousand only) to incur expenditure for taking the inmates of Sathya Ammaiyar Ninaivu Government Orphanages to the neighbouring places during 2006-2007 as given below:

5. The Director of Social Welfare is permitted to draw the amount of Rs. 6.40 lakhs (Rupees Six lakhs and forty thousand only) by presenting bill which can be utilised within 3 months for taking, the inmates of Government Orphanages for excursions to the neighbouring places during the year 2006-2007. If it is not utilised within 3 months such amount should be remitted back into the Government account by a chalan without fail.
6. The Director of Social Welfare is also directed to select the places for taking the inmates of Government Orphanages for excursion and further action in this regard should be taken first. Only after finalisation, the amount sanctioned should be drawn. On any account, the Director of Social Welfare should not draw the amount and keep it in the Savings Bank account.
7. The expenditure sanctioned in para 4 above shall be debited to “2235. Social Security and Welfare –02. Social Welfare –104. Welfare of aged, infirm and destitute Scheme in the Tenth Five Year Plan II. State Plan - KJ. Maintenance of Orphanages run by Government – 54 – Expenses on Conducted Tours” (D.P.Code No. 2235-02-104-KJ-5400).
8. This order issues with the concurrence of Finance Department vide its U.O. No. 65527/SW/2006,dated 19-10-2006.
