Social Welfare and Nutritious Meal Programme Department - Puratchi Thalaivar MGR Nutritious Meal Programme – Establishment – Transfer of Urban School Nutritious Meal Centres under the control of Commissioner of Municipal Administration to the Director of Social Welfare – Orders – Issued

In the Government Order first read above, Government have ordered transfer of the Urban School Nutritious Meal Centres from the administrative control of Director of Municipal Administration to Director of Social Welfare.

2. In the Government Order second read above, Government have ordered transfer of the Nutritious Meal Centres from the administrative control of Director of Social Welfare to Director of Rural Development and Director of Municipal Administration in respect of Rural School Nutritious Meal Centers and Urban School Nutritious Meal Centers respectively.

3. In the Government Order third read above, Government have ordered transfer of the Rural School Nutritious Meal Centers from the administrative control of Director of Rural Development to Director of Social Welfare.

4. Consequent on the issue of Government Order third read above, the Director of Social Welfare has sent necessary proposal to Government stating that in view of the transfer of rural school nutritious meal centers, it will be appropriate if the administration of all the remaining 1747 Urban School Nutritious Meal Centers be transferred from the administrative control of Commissioner of Municipal Administration and Chennai Corporation to Director of Social Welfare. The Commissioner of Municipal Administration has also agreed with the proposal of Director of Social Welfare as detailed below:-

a. The entire administration Puratchi Thalaivar MGR Nutritious Meal Programme (1747 Urban School Nutritious Meal Centers) currently under the control of Commissioner of Municipal Administration may also be transferred to the control of Director of Social Welfare. The vehicles and equipments if any sanctioned for the Nutritious Meal Programme in respect of Urban School Nutritious Meal Centers shall be transferred to the control of Director of Social Welfare.

b. The Municipal and Government Aided School Nutritious Meal Centers functioning in the Municipal areas will continue to function under the control of Municipality and the School Nutritious Meal Centers functioning in the Corporation areas will also continue to function under the control of respective Corporations. However, the respective Municipalities and Corporations will henceforth report to the Director of Social Welfare. The Director of Social Welfare shall be overall in charge of School Nutritious Meal Centers functioning in the Municipalities and Corporations.

c. The posts sanctioned and the personnel working in the urban local bodies and in the office of the Commissioner of Municipal Administration shall be transferred to Director of Social Welfare. The existing staff of urban local bodies, so transferred to the Director of Social Welfare be sent back to the Commissioner of Municipal Administration after having these posts filled up from the available personnel from the Director of Social Welfare.

d. The Director of Social Welfare shall be empowered to exercise all the powers for the administration of Puratchi Thalaivar MGR Nutritious Meal Programme in respect of urban school centers hitherto exercised by the Commissioner of Municipal Administration.

The Director of Social Welfare has also stated that the head of accounts pertaining to Nutritious Meal Centers hitherto operated by the Principal Commissioner & Commissioner of Civil Supplies and Commissioner of Municipal Administration were transferred to Director of Social Welfare under Demand No.45, Social Welfare with effect from 01-04-2007.

A meeting was held by Hon’ble Minister for Rural Development and Local Administration in his chambers on 16-05-2007 with Secretary to Government, Rural Development & Panchayat Raj and Secretary to Government, Social Welfare & NMP Department to discuss the transfer of Urban Nutritious Meal Centers from the administrative control of Commissioner of Municipal Administration to Director of Social Welfare. It was decided that 1747 Urban Nutritious Meal Centers with 26 posts sanctioned for the scheme may be transferred to the Director of Social Welfare and no change need be effected in respect of 100 posts of Assistant-cum-Accountants working in the Municipalities / Corporations since they are employees of Municipalities. Based on the above decision, the Commissioner of Municipal Administration has forwarded the revised proposal to Government. Accordingly he has suggested that the following posts along with the personnel working in these posts may be transferred from the administrative control of the Commissioner of Municipal Administration to the Director of Social Welfare.

7. After careful examination of the proposal of Director of Social Welfare, Commissioner of Municipal Administration and the decision taken in the meeting, the Government pass the following orders :-

a. The entire administration of Puratchi Thalaivar MGR Nutritious Meal Programme (1747 Urban School Nutritious Meal Centers) currently under the administrative control of Commissioner of Municipal Administration is transferred to the administrative control of Director of Social Welfare.

b. The Municipal and Government Aided School Nutritious Meal Centers functioning in the Municipal areas will continue to function under the control of Municipality. The day to day functions of Nutritious Meal Centers at Municipality level will continue to be with Municipality. The School Nutritious Meal Centers functioning in the Corporation areas will also continue to function under the control of respective Corporations. However, the respective Municipalities and Corporations will henceforth report to the Director of Social Welfare through District Collectors except Chennai. The Chennai Corporation will directly report to Director of Social Welfare. The Nutritious Meal Centers at the municipalities at the district level shall come under the control of the respective District Collectors. The Director of Social Welfare shall be overall in charge of school Nutritious Meal Centers functioning in the Municipalities and Corporations.

c. The 26 posts sanctioned to the office of the Commissioner of Municipal Administration and Regional Director of Municipal Administration (at apex level) as detailed in para-6 above along with the personnel working in these posts shall be transferred from the administrative control of the Commissioner of Municipal Administration to the Director of Social Welfare on deputation basis. There shall be no change in respect of the personnel (Assistant-cum-Accountant) working in the Municipalities.

9. This order issues with the concurrence of Finance Department vide its U.O.No. 317/JS(BK)/2007 Dated : 23-08-2007
