ORDER:

Government in their orders first read above, had ordered to place the full budget provision under the scheme for the welfare of children in need of care and protection at the disposal of the Director of Social Welfare for releasing the grants to the voluntary institutions promptly.

2. The Director of Social Welfare has reported that the amount sanctioned for the continuance of the scheme during the financial year 2005-2006 has been sanctioned to the voluntary institutions based on the inspection report of concerned District Social Welfare Officers on the well-functioning of the destitute homes.  The Director of Social Welfare has further reported that the grant is regulated,  based on the actual strength of the destitute children being maintained and average  in these institutions and cuts have been imposed wherever underfed/short maintenance and average are noticed. 

3. The Director of Social Welfare has therefore requested,  the Government to provide necessary funds to the tune of Rs.300.00  lakhs (Rupees three  hundred  lakhs  only) towards maintenance grant to the voluntary organizations under the scheme for the welfare of children in need of care and protection for the year 2006-2007.

4. The Government have examined the proposal of the Director of Social Welfare and sanction a sum of   Rs.300.00  lakhs (Rupees Three hundred lakhs only) under the scheme for the welfare of children in need of care and protection for the year 2006-2007.

5.  The expenditure sanctioned in para 4 above shall be debited to the following head of account:-

“2235 – Social Security and Welfare – 02. Social Welfare 104.   Welfare of aged, infirm and destitute I Non-Plan – AO –   Programme for the care of destitute children – Assistance to   Private Organisations – 09. Grants-in-aid 01. Grants for  Current Expenditure”. (D.P.Code No. 2235-02-104-AO-0914).

6.  The Director of Social Welfare is hereby authorized to draw and disburse the amount sanctioned in para 4 above to the eligible institutions in two equal instalments.  The first instalment should be released only after receipt of provisional utilization certificate and after verifying the statement of Income and expenditure of the voluntary institutions for the previous year. The  second instalment shall be released after the production of utilisation certificate and after verifying the statement of Income and Expenditure of the voluntary institutions and also after the production of Utilisation Certificate for 2005-2006  with details of strength of children every year and the audit report for the year  2005-2006.

7. The Director  of Social Welfare has also informed that the grant should not be released as a matter of routine and that he should ensure to his satisfaction that the conditions attached to the grants-in-aid are compliedwith by the respective voluntary institutions before the grants in-aid are released.  He should also arrange to conduct periodical inspections of the voluntary institutions and ensure that the institutions are run properly and are eligible for drawal of grant from the Government with reference to rules and conditions provided therefor.  He should also take care to deduct the unspent balance of the grant during the previous years as well as any inadmissible item of expenditure while sanctioning fresh grant.

8. This order issues with the concurrence of Finance Department vide its U.O.No.55505/SW/2006, dated 13-09-2006.
