Government of Tamil Nadu Abstract Social Welfare - Department of Social Defence - Part-II Scheme for the year 2006-2007 - Starting of After Care Clubs in Children’s Home run by the Non-Governmental Oganisations - Expenditure sanctioned - Orders - Issued. Social Welfare & Nutritious Meal Programme (SW-8(1) Department G.O.(Ms.)No.120 From the Commissioner of Social Defence Letter No. 6200/B2/2006, dated 12.7.2006. -oo0oo- ORDER:- In the reference read above, the Commissioner of Social Defence has informed that there are 11 Children’s Homes run by Government and 20 run by Non-Governmental Organisations for reception, care, treatment, education, training, development and rehabilitation of children, admitted under Juvenile Justice (Care & Protection of Children) Act, 2000. The children in need of care and protection are ordered to be kept in the Children’s Homes by the Child Welfare Committee. The children can be kept in the Children’s Home only for the period ordered by the Child Welfare Committees. In these children’s Homes children are given regular education besides vocational training. Schools functioning in the Children Homes are recognized by the Education Department. Some of the NGO’s run schools of their own either in the premises or outside. 2. He has also informed that in some cases the date of discharge of some children fall in the middle of the academic year. According to the rules, they have to be discharged and handed over to their parents on their normal discharge date. Because of this, the children have to discontinue their studies in the middle of the academic year. To avoid such situations, After Care Clubs are already functioning in Eight Government Children’s Home and Five Children’s Home run under Non-Governmental Organisation. The above children can stay in the After Care Club, till the end of the academic year to complete their studies. The maximum period of stay in the After Care Club is for a period of three years. This facility would enable such children to complete atleast upto X Std. 3. The Commissioner of Social Defence has proposed to start After Care Clubs in the following six Children’s Home run by NGO’s for 10 Children each, to enable the management, to keep the children whose dates of discharge fall in middle of the academic year, so as to complete their education. PLACES :- (1) Children’s Home under Seva Samajam Girls Homes, Chennai-8. (2) Children’s Home under Balamandir, Chennai. (3) Children’s Home under Don Bosco Beatitudes, Chennai. (4) Children’s Home under Tere-des Hommes Core Trust, Thiruvannamalai. (5) Children’s Home under Idhayalaya for Girls, Salem. (6) Children’s Home under Vallalar Illam, Dharmapuri.
The children can be admitted in the After Care Club based on the orders of the Commissioner of Social Defence. These children would also be considered as inmates of the Children’s Home, and they would stay in the same campus, till the end of the academic year. The children staying in the After Care Clubs would also be paid the same maintenance grant, on par with the other children sanctioned by the Government (i.e.) @ Rs.225/- per month per child. 4. The Government have examined the proposal of the Commissioner of Social Defence and sanction is hereby accorded to incur an expenditure of Rs.1.35 lakhs (Rupees One lakh and Thirty five thousand only) for Starting of After Care Clubs in Children’s Home run by the Non-Governmental Oganisations under Part-II Scheme 2006-2007 as detailed in Annexure to this order. 5. The expenditure shall be debited to the following head of account. "2235 - Social Security and Welfare - 02. Social Welfare –106. Correctional Services – I. Non-plan – AD - Approved Schools – 09. Grants-in-Aid-01.Grants for current expenditure” (DPC.No. 2235-02-106-AD-0912). 6. This order issues with the concurrence of Finance Department vide its U.O.No.50092/SW/2006, dated 21.8.2006.
