Government of Tamil Nadu Abstract Social Welfare - Department of Social Defence - Part-II Scheme for the year 2006-2007- Advertisement charges for restoration of children in need of care and protection to their families - Expenditure sanctioned - Orders - Issued. Social Welfare & Nutritious Meal Programme (SW-8(1) Department G.O.(Ms.)No.111 From the Commissioner of Social Defence Letter No. 6200/B2/2006, dated 12.7.2006. -oo0oo- ORDER:- In the letter read and above the Commissioner of Social Defence has informed that as per section 2 (d) (V) of the Juvenile Justice (Care and Protection of Children) Act, 2000, a missing or a run away child and whose parents cannot be found after reasonable inquiry is a child in need of care and protection. Such a child is produced before the Child Welfare Committee by Police Officer / Special Juvenile Police Unit or a designated Police Officer / Any public servant / Childline / Voluntary organisation / Social worker / a public spirited citizen or by a child himself. The Child Welfare Committees order to keep such children in the Reception Units of the Children's Homes for speedy inquiry by a Probation Officer. Many such missing or run away children are produced by the police before Chennai Child Welfare Committee. In other Child Welfare Committees also such children are produced occasionally. Many of such children belong to other states mostly from northern parts of India. Some of them are deaf and dumb, mentally challenged, etc. They could not furnish any information to the Probation Officer about their parents / residence. In many cases, it may not be possible to find out even the state to which they belong. The photos of such children, at present, are telecast in regional Doordharsan free of cost. Many children belonging to Tamil Nadu have been restored to their parents through T.V. telecast. Children of other states are not able to be restored to their parents through T.V. telecast in Regional Doordharsan of Tamil Nadu. If the parents are not traced out, these children are ordered to be sent to a Children's Home to keep them there until he attains the age of eighteen years. Even thereafter that he has to be admitted in After Care Organisation for three years as he cannot be handed over to his parents / guardians for want of address or other details. 2. He has also informed that these children, even though have parents / guardians live as an orphan in institutions. This is against the best interest of the children. If their details with photographs are published in at least two dailies which have circulation all over India / concerned state, some more such children can be restored to their parents. Hence, it is proposed to seek funds for publication in newspapers about such missing or run away children whose parents / guardians cannot be found out otherwise as there is no funds at present for this purpose. Approximately, the publications of details of 50 such children have to be made every year. The approximate cost of publication per advertisement in two dailies including photo charges for a child is Rs.20,000/- (all over India). For publication of the details of 50 children. The recurring cost would be Rs.10,00,000/- per annum. 3. The Government have examined the proposal of Commissioner of Social Defence and accord sanction to incur an expenditure of Rs.10.00 lakhs (Rupees Ten lakhs only) towards advertisement charges for restoration of children in need of care and protection of their families. 4. The expenditure sanctioned in para 3 above shall be debited to the following head of account. "2235 - Social Security and Welfare - 02. Social Welfare – 106. Correctional Services - I.
