ORDER:-

In the reference read above, the Commissioner of Social Defence has informed that at present there are two Non-Governmental Organisations implementing the comprehensive programme for Street Children in the City of Chennai under State Government assistance.  Having concern over the increasing trend of Children leaving their homes for various reasons and finding streets as their place of abode, the Department of Social Defence having initiated for a Situational Analysis of Street Children, to assess the child population on the streets, their living conditions, the gravity of the problem so as to develop viable measures for their rehabilitation and re-integration into the main stream.  The Department of Criminology, University of Madras who has entrusted with the task  of Situational analysis of Street Children in Six Municipal Corporation of the State of Tamil Nadu have come out with a report which estimates that around 37,683 children are on the streets in the city of Chennai.  This indicates that the City of Chennai is the most attractive place of abode for street children when compared with other Corporations viz. Coimbatore, Madurai, Salem, Tiruchirapalli and Tirunelvelli.

2.  He has also informed that the survey indicates that there is a necessity to develop intervention strategies to safeguard the interests of street children especially in the city of Chennai.  There are totally six Shelter Homes functioning for Street Children @ Chennai (2 Nos), Salem, Tirunelvelli, Madurai (2 Nos).  Each Shelter is covered with 50 Beneficiaries @ Rs.225/- per child per month.  The cost per Shelter per annum for 50 beneficiaries arrives to Rs.1.35 lakhs. At present in the City of Chennai there are six Non-Governmental Organisations implementing the Integrated Programme for Street Children under Government of India assistance by covering 300 street children maximum by each NGO.  The two Non-Governmental Organisations implementing the Comprehensive Programme for Street Children under State Government assistance are covering 50 children each.  Thus only 1900 children are covered under both Central and State Programmes together against an estimated street children population of 37,683.  Hence, it is proposed together to start six more Shelter Homes under the Comprehensive Programme of the State Government during the current financial year as a first step through Non-Governmental Organisations.

3.  The Government have examined the proposal of the Commissioner of Social Defence and sanction is hereby accorded to incur an expenditure of Rs.6.75 lakhs (Rupees Six lakhs and Seventy five thousand only) for Starting of Six Shelter Homes in the City of Chennai under comprehensive programme for Street Children by Non-Governmental Organisations, as detailed in the annexure to this order under Part II Scheme 2006-2007.

4.   The expenditure shall be debited to the following head of account.

5.  This order issues with the concurrence of Finance Department vide its U.O.No.50089/SW/06 dated 21.08.2006.
