Subsequently to eradicate the disease of goiter prevailing in the following districts, supply of Double Fortified Salt was introduced in the G.O. second read above at the rate of Rs.3,600/- per Metric Tonne by the Tamil Nadu Salt Corporation Limited: i) Tiruchirapalli ii) Salem iii) Coimbatore iv) The Nilgiris
Necessary orders were issued in the G.O. third read above notifying the Tamil Nadu Salt Corporation Limited to supply Double Fortified Salt to the Nutritious Meal Programme Centres in the districts of Tiruchirapalli, Karur, Perambalur, Salem, Namakkal, Coimbatore and The Nilgiris. 3. The rate of Iron Fortified Salt was refixed at Rs.2,150/- per Metric Tonne and the rate of Double Fortified Salt was refixed at Rs.5,500/- per Metric Tonne in the G.O. fourth read above. 4. The Managing Director, Tamil Nadu Salt Corporation Limited, Chennai has sent a proposal for supply of Double Fortified Salt to all the 30 districts. He has stated that the production of Double Fortified Salt was made to Puratchi Thalaivar MGR Nutritious Meal Programme Scheme of the above seven districts based on the formula developed by the National Institute of Nutrition (NIN), Hyderabad. The Micro Nutrient Institute, Canada has provided necessary plant and machinery worth of Rs.90.00 lakh by way of grant-in-aid to Tamil Nadu Salt Corporation Limited and Double Fortified Salt Plant has been commissioned on 23.6.2004. The Tamil Nadu Salt Corporation Limited is supplying of Double Fortified Salt to the above 7 districts at the existing rate of Rs.5,500/- per tonne from January 2005 onwards on the formula developed by Micro Nutrient Initiative, Canada. The Micro Nutrient Initiative, Canada has already come forward to provide required chemicals namely coated Ferrous Fumerate for production of Double Fortified Salt for two years and they have expressed that the scheme of supply of Double Fortified Salt may be extended to Puratchi Thalaivar MGR Nutritious Meal Programme Scheme to all districts throughout the Tamil Nadu with a view to eradicate both iron and iodine deficiency disorders among the school going children in Tamil Nadu. 5. Tamil Nadu Salt Corporation Limited has stated that it is fully equipped to produce Double Fortified Salt to meet the requirement for the Nutritious Meal Programme Centres of the entire state with the technical assistance of Micro Nutrient Initiative, Canada. The Managing Director, Tamil Nadu Salt Corporation Limited has requested the Government to consider and approve the proposal for implementation of Double Fortified Salt to all the 30 districts of Puratchi Thalaivar MGR Nutritious Meal Programme in Tamil Nadu. 6. The Tamil Nadu Salt Corporation Limited has also reported that the Corporation will be able to supply Double Fortified Salt to all the districts at Rs.4,500/- per Metric Tonne. 7. The National Institute of Nutrition, Hyderabad also stated that the Technology of fortification was transferred to the Tamil Nadu Salt Corporation Limited. The National Institute of Nutrition, Hyderabad has also recommended that the Tamil Nadu Salt Corporation Limited should produce Double Fortified Salt on a large scale in order to meet the requirements under supplementary nutrition programmes as well as for supply to community through public distribution system, at an affordable price. 8. The Director of Rural Development and Project Co-ordinator, Integrated Child Development Services have also recommended the proposal of Tamil Nadu Salt Corporation Limited. 9. The Director of Public Health and Preventive Medicine (i/c) has stated that the use of IFA tablets (Iron Folic Acid) to bring down the incidence of Anemia among adolescent girls and Antenatal mothers has not yielded the desired results and the NFHS-2 (National Family Health Survey-2) has shown the prevalence of anemia is 60% among adolescent girls and 56% among antenatal mothers. He has further stated that this programme of Food Supplementation, using Double Fortified Salt is already being carried out satisfactorily in the 7 districts and the Double Fortified Salt is palatable, acceptable by the public, and without any adverse complaints. He has therefore recommended that the above Double Fortified Salt (food supplementation programme) may be extended to all the districts in Tamil Nadu. 10. The Government have considered the recommendations of the Director of Rural Development, Project Co-ordinator, Integrated Child Development Service and the Director of Public Health and Preventive Medicine carefully. The Government have decided that the existing supply of Double Fortified Salt to the Nutritious Meal Programme Centres functioning in the above seven districts be expanded to all the districts of this State at the rate of Rs.3,990/- per Metric Tonne by the Tamil Nadu Salt Corporation Limited at an additional expenditure of Rs.24.20 lakh per annum. 11. The Government accordingly issue orders expanding the supply of Double Fortified Salt to the Nutritious Meal Programme Centres functioning under the Puratchi Thalaivar MGR Nutritious Meal Programme Scheme of all the districts at an additional expenditure of Rs.24.20 lakh per annum. The Government also refix the rate of Rs.3,990/- (Rupees Three thousand nine hundred and ninety only) per Metric Tonne for supply of Double Fortified Salt to all the districts by the Tamil Nadu Salt Corporation Limited. The transport charges shall be paid at actuals based on the actual transport charges to be incurred by the Tamil Nadu Salt Corporation Limited. 12. This order issues with the concurrence of Finance Department vide its U.O.No.29679 / Fin(SW) / 2007, dated 16.5.2007.
