Tamilnadu Corporation for Development of Women Ltd -Mahalir Thittam - Formation of 1000 SHGs among Handicapped Persons, Commercial Sex Workers, illicit arrack, Eunuch etc. at a cost of Rs.100.00 lakhs - Orders issued.

The Chairperson and Managing Director, Tamilnadu Corporation for Development of Women Ltd. has stated that the Mahalir Thittam is an innovative programme for poverty alleviation with the very noble objective of community empowerment of downtrodden with a focus on Physically challenged with a path breaking, group based approach. She has furnished the project details as mentioned below:-

i) Coverage of Handicapped Persons, Commercial Sex Workers, illicit arrack, brewers, Eunuch etc through out the State.

ii) Forming of 1000 SHGs during the year 2003-2004 by involving all the reputed voluntary organisations working in the State

iii) Forming SHGs among Handicapped Persons, Commercial Sex Workers, illicit arrackbrewers, Eunuch etc

iv) Reduced Vulnerability to financial crisis in each poor household by inculcating the habit of regular savings.

v) Assisting the poor in getting out of money lenders clutches, by regular savings and internal rotation of their own savings as internal loans.

vi) Providing access to credit and increase asset base and income, through access to inexpensive and timely credit.

vii) Improved access to vital credit for economic activities by making SHG / NHGs credit worthy and bankable.

2. The Chairperson and Managing Director, Tamilnadu Corporation for Development of Women Ltd has furnished the project cost and funding as indicated below.

3.The Chairperson and Managing Director, Tamilnadu Corporation for Development of Women Ltd., has stated that the Project cost works out to Rs.400 lakhs for 4 years (2003-2007) and is Rs.100 lakhs for the year 2003-2004 and requested to issue financial allocation of Rs.100 lakhs for the year 2003-2004 and Rs.400 lakhs for the period 2003-2007.

4. The Government have examined the proposal in detail. Sanction is accorded for the formation of 1000 SHGs among Handicapped Persons, Commercial Sex Workers, illicit arrackbrewers, Eunuch etc. at a cost of Rs.100.00 lakhs (Rs. One hundred lakhs only) for the year 2003-2004 so as to implement the project as detailed in paras 1 and 2 above, the above amount has to be met from the existing Mathi budget for 2003-2004.

5.The expenditure sanctioned in para 4 above shall be debited to the following head of account:-

2235 Social Security and Welfare -02 Social Welfare - 103 Women's Welfare. Schemes in the Tenth Five Year Plan - II State Plan - LC. Tamilnadu Women's Development Project (Mahalir Thittam) - II. Subsidies - 02 - General subsidy. (DPC.No.2235-02-103-LC-1123).

6. This order issues with the concurrence of Finance Department vide its U.O. No.517 / DS(VNP) / 03 dated.4.9.03.
