GOVERNMENT OF TAMIL NADU ABSTRACT Social Welfare Welfare of Physically Handicapped PART ii scheme for 2003-2004 Starting of two Day Care Centres for Mentally Challenged Children through Non-Governmental Organisation at Theni District Sanction of expenditure orders- issued SOCIAL WELFARE AND NUTRITIOUS MEAL PROGRAMME DEPARTMENT G.O.Ms.No.111 Read:- From the State Commissioner for the Disabled Letter Roc.No.9077 / ST-1 / 2002 dated 20-7-2002 and 20-9-2002 and 16-5-2003 ***** ORDER The Honourable Chief Minister has made an announcement during the Conference of the Collectors and Police Officers held on 11-12-2002 that a special programme will be worked out for the rehabilitation and care of disabled children who are found in large numbers in Theni District. The Nodal Officer i.e. former Secretary to Government, Health Department who monitors implementation of Government schemes in Theni District has reported that there are large number of Physically and Mentally challenged persons in Theni District. He suggested that necessary action may be taken to redress their issues. It is, therefore, proposed to work out a special rehabilitation programme for rehabilitation and care of disabled children who are found in large numbers in Theni District. In order to rehabilitate and take care of the mentally challenged children, the State Commissioner for the Disabled has sent a proposal under Part II Schemes for 2003-2004 to start two Day Care Centres through Non-Governmental Organsiations in Theni District at an estimated cost of Rs.5.00 lakhs each (Rs.4.70 lakhs recurring and Rs.0.60 lakhs non-recurring). 2) The Government after careful examination, accept the proposal of the State Commissioner for the Disabled and sanction is accorded for incurring of an expenditure of Rs.10.00 lakhs (Rupees Ten lakhs only) as detailed in the annexure to this order for starting of two Day Care Centres for mentally challenged in Theni District through Non-Governmental Organisations. 3) The District Collector, Theni District is permitted to select 2 (Two) Non-Governmental Organisations who are rendering service to mentally challenged as per the norms in force and the District Disabled Rehabilitation Officer, Theni District is permitted to draw and disburse the amount to meet the expenditure as specified in the annexure to this order to the Non-Governmental Organisations only after the Non-Governmental Organisations are got approved by the Government and the Grants for the subsequent years shall be sanctioned to the Non-Governmental organisations concerned by the Government only after the receipt of Utilisation Certificates with audited statements and periodical Inspection Reports by the District Authorities. 4) The expenditure sanctioned in para 2 above shall be debited to the following head of account:- 2235-Social Security and Welfare 02 Social Welfare 101- Welfare of Handicapped- Schemes in the Tenth Five Year Plan II.
