ABSTRACT New Anna Marumalarchi Thittam – State Level Monitoring Committee Eighth Meeting held on 4th July 2005 - Decision taken at the meeting – New Anna Marumalarchi Thittam units which fall under Town Panchayat areas at the time of selection by the State Level Coordination Committee but commenced production after reclassification as Special Village Panchayats - Extending subsidy under New Anna Marumalarchi Thittam - Orders – Issued. ------ ORDER: In the Government Order first read above, the Government have sanctioned implementation of New Anna Marumalarchi Thittam in each of the 385 blocks in the State. Under this scheme Small Scale Industrial Unit not exceeding 3 agro based economic activity including processing of horticulture produce, flower extract, coir and food processing with minimum capital investment of Rs.1 Crore and more with capacity to generate employment would be encouraged. The Government have also sanctioned special package of incentives like subsidies and other escort services. In the Government letter second read above, the Government have ordered that 4 units could be started in each of the blocks with minimum capital investment of Rs.1 Crore. Hence, minimum capital investment for each of the unit promoted under New Anna Marumalarchi Thittam is Rs.25 lakhs. In the Government letter third read above, Government have clarified that the project cost will not taken into account for scrutiny under New Anna Marumalarchi Thittam if the capital investment is less than Rs.25 Lakhs. Capital investment will generally include investment on land and building and plant and machinery only. In the G.O. fourth read above that minimum capital investment limit was fixed as Rs.20 Lakhs for starting an unit under New Anna Marumalarchi Thittam. Accordingly not exceeding 5 units could be started per block with minimum capital investment of Rs.1 Crore and above. 2. In the G.O. fifth read above, 566 town panchayats were reclassified as Village Panchayats with effect on and from the 14th day of June, 2004. Subsequently, the reclassified Town Panchayats were also redesignated as Special Village Panchayats. 3. At the Eighth meeting of State Level Monitoring Committee held on 4th July 2005 under the Chairmanship of Minister for Finance it was decided as follows:

In the letter 7th read above, the Industries Commissioner and Director of Industries and Commerce reported that certain units which have been cleared by State Level Coordination Committee have started establishing their units in Town Panchayat area. However, consequent to Government Order fifth read above, 566 Town Panchayats have been reclassified into Village Panchayats. The location of such units which have taken steps for establishing units in Town Panchayat area now fall within Special Village Panchayat limits based on the G.O. 5th read above. The location of such units at the time of commencement of production come under village panchayat category eventhough the locations were under Town Panchayat area at the time of clearance by State Level Coordination Committee and initiating effective steps for setting up the units. Normally, the date of commencement of Production is taken as crucial date for deciding the eligibility of the assets which are installed as on the date of Commencement of Production and the subsidy is disbursed accordingly. In line to the above, in the 8th State Level Monitoring Committee meeting held on 4.7.05, a decision has been taken to extend the concessions under New Anna Marumalarchi Thittam to such units who have initiated action to set up units in certain locations which fall in Town Panchayat area prior to G.O. fifth read above and subsequently commenced production after the date of reclassification of their area of location as villlage panchayat from the erstwhile status of Town Panchayat. Therefore he requested the Government to issue order permitting the eligible New Anna Marumalarchi Thittam units which were cleared by State Level Coordination Committee and have started implementing the projects in Town Panchayat area prior to the issue of G.O. fifth read above and commenced production after the issue of above G.O. reclassifying their area as village panchayat from the erstwhile status of Town Panchayat. 5. The Government after careful consideration direct that the eligible New Anna Marumalarchi Thittam units which were cleared by State Level Coordination Committee and have started implementing the projects in Town Panchayat area prior to the issue of G.O. 5th read above and commenced production after the issue of above G.O. reclassifying their area as special village panchayat from the erstwhile status of Town Panchayat be eligible for subsidy under New Anna Marumalarchi Thittam. 5. This order issues with the concurrence of Finance Department vide its U.O.No. 59993/Ind/2005-1 dated 25.8.05.
