New Anna Marumalarchi Thittam – District Level Committee under the Chairmanship of District Collector – Inclusion of Superintending Engineer, Tamil Nadu Electricity Board, District Environmental Engineer of Tamil Nadu Pollution Control Board and Deputy Director, Town & Country Planning Department as members at District Level Committee.

ORDER:

The Government in their order and letter first and second read above, have issued orders for setting up of four Agro-based SSI units in each of the 385 Blocks in the State with a minimum capital investment of Rs.1 Crore and more, with a capacity to generate employment. Orders have also been issued for constitution of a State Level Monitoring Committee to monitor the implementation of the scheme.

2.  To converge the efforts of all the concerned Departments at the District Level, District Level Committee has also been constituted under the Chairmanship of the District Collector with District Level officials concerned with New Anna Marumalarchi Thittam.

3. The Chief Minister reviewed the progress made in implementation of New Anna Marumalarchi Thittam on 10.7.2003.  At this  meeting it  was decided that the District level committee headed by the District Collector under the New Anna Marumalarchi Thittam will also include the District level Officer of Tamil Nadu Pollution Control Board, Tamil Nadu  Electricity Board  and the Directorate of Town & Country Planning.  A meeting was held on 6.8.03 under the Chairmanship of Chief Secretary.  At this meeting, it was decided as follows:

(a)  Tamil Nadu Electricity Board should give power connection to the units set up under New Anna Marumalarchi Thittam within a time limit;

(b)  Tamil Nadu Pollution Control Board should approve the eligible applications within seven days from the date of receipt of application;

(c)  The Director of Town and Country Planning should ensure that the orders on classification of land use be issued within 21 days from the date of receipt of application for the same.

(d)  The Superintending Engineer of Tamil Nadu Electricity Board, District Environmental Engineer of Tamil Nadu Pollution Control Board and the Deputy Director of the Department of Town and Country Planning be included as members in the District Level Committee constituted under the chairmanship of the District Collector.

4. The Government after careful examination order as follows

(a)   Tamil Nadu Electricity Board should give power connection to the units set up under New Anna Marumalarchi Thittam within a time limit;

(b)   Tamil Nadu Pollution Control Board should approve the eligible applications within seven days from the date of receipt of application;

(c)   The Director of Town and Country Planning should ensure that the orders on classification of land use be issued within 21 days from the date of receipt of application for the same.

5. The Government also direct that the following officials be included in the District Level Committee for New Anna Marumalarchi Thittam  constituted in para 5 of the Government order first read above, under the chairmanship of the District Collector, in addition to the existing members:

(1)   Superintending Engineering of Tamil Nadu Electricity Board;

(2)   District Environmental Engineer of Tamil Nadu Pollution Control Board; and

(3)   Deputy Director of Town & Country Planning in the District.

6.    The Chairman, Tamil Nadu Electricity Board, the Chairperson, Tamil Nadu Pollution Control Board and the Director of Town & Country Planning are requested to issue suitable instructions to their subordinates at District in this regard.  Copy of instructions so issued may be sent to Government and the Industries Commissioner and Director of Industries and Commerce  for reference.
