Small Industries - Part II Schemes for 2003-04 - Entrepreneurship Training including Resource Management Techniques for New Anna Marumalarchi Thittam Beneficiaries - Expenditure of Rs. 9.00 lakhs - Sanctioned.

ORDER :

In the Government Order first read above, orders have been issued for implementation of New Anna Marumalarchi Thittam.   Under this scheme Small Scale Industrial Unit not exceeding four agro based economic activity each with a minimum investment of Rs.25/- lakhs making minimum total capital investment of Rs 1.00 Crore and more with a capacity to generate employment would be encouraged in each of the 385 blocks in the State under New Anna Marumalarchi Thittam.

2. The entrepreneurs selected under New Anna  Marumalarchi Thittam by reputed Institutions like Entrepreneurship Development Institute, Chennai and  Centre for Entrepreneur Development Madurai, in the field of financial accounting,  management, marketing, labour laws, etc.,  the Director of Industries and Commerce in his letter  second read above has proposed to train 600 New Anna Marumalarchi Thittam Entrepreneurs in Resource Management Techniques  including various training  components such as  Motivation, Environmental Scanning, Business guidance, Marketing management  divisions,  Laws relating to Small Scale Industries units at an estimated cost of Rs 30.00 lakhs under Part II Scheme during 2003-2004  as detailed below.

Expenditure to be incurred  per batch  of  20 entrepreneurs

Rs. 1.00 lakh

The total expenditure to be incurred for 30 batches

Rs 30.00 lakhs

SOURCE OF FUND

The expenditure is proposed to be met from Government contribution 30% for 30 Batches. 

Rs 9.00 Lakhs

Sponsors from financial institution such as SIDBI, NABARD, BANKS, 30% for 30 Batches 

Rs. 9.00 Lakhs

The balance amount to be borne by New Anna Marumalarchi Thittam Promoters

Rs. 12.00 Lakhs

(Rs.2,000/- per Beneficiary)

 

3. The Government have accepted the proposal of the Industries Commissioner and Director of Industries & Commerce and decided to train entrepreneurs selected under the New Anna Marumalarchi Thittam with an ultimate cost of Rs 30.00 lakhs throughout the State  under Part II Scheme 2003-04. The Government accept the recommendation of the Industries Commissioner and Director of Industries and Commerce made in the letter third read above to train 300 entrepreneurs in 2003-04 and 300 entrepreneurs in 2004-05.

4. Sanction is therefore accorded for incurring an expenditure not exceeding Rs 9.00 lakhs (Rupees nine lakhs only) being Government’s contribution for implementing the entrepreneurship training on the matters referred to in para 2 above for the entrepreneurs  selected under the  New Anna Marumalarchi Thittam beneficiaries during 2003-04 and 2004-05.  The Industries Commissioner and Director of Industries and Commerce, Chennai is requested to draw funds based on need during 2003-04. The Industries Commissioner and Director of Industries & Commerce is requested to send suitable proposals for modification of BE 2003-04 at the state of RE/FMA 2003-04 and for making suitable provision in BE 2004-05.

5. The expenditure sanctioned in paragraph 3 above shall be debited to:

“2851-00.  Village  and  Small  Industries  - 
102.  Small   Scale Industries - II. State - Plan –
L1.  Entrepreneur Development Training
Programme - 72. Training.
(DPC 2851 00 102 LI  7203)”.

6. The Industries Commissioner and Director of Industries and Commerce will organise the above training programme and will be implemented through the General Managers, District Industries Centre. The Industries Commissioner and Director of Industries and Commerce is requested to send a periodical report on 10th of every month.

7. This order issues with the concurrence of Finance Department vide its  U.O.No.40351/Fin.Ind/2003-1 dated 28.8.03.
