ORDER:

The   Industries Commissioner and Director of Industries and Commerce in his letter read above has sent proposal  for establishment of Pharmaceutical Testing and Research and Development Centre at Tamil Nadu Small Industries Department Corporation Ltd.  Pharmaceutical Complex, Alathur by the Chennai Industrial Cooperative Analytical Laboratory Ltd.   under Part II Schemes for the year 2001-2002.

2. The Industries Commissioner and Director of Industries and Commerce has stated that  demand for pharmaceutical products is on the increase.  Tamil Nadu Small Industries Development Corporation Ltd. had established a pharmaceutical complex at Alathur, Chennai for housing 40 industries in the Small Scale Industries Sector.  Presently 20 manufacturing units are manufacturing Tablets, Capsules, Syrups etc.  Multi National Companies are desiring to utilise the services available in those units provided there is facility for testing raw materials and formulations on line.  The Chennai Industrial Cooperative Analytical Laboratory Limited (CICAL) has proposed to assist their members for establishing a  branch Testing and Research and Development Centre in that area.  The fund requirement will be Rs.10.13 lakhs in total of which Rs.7.50 lakhs is by way of contribution from Government of Tamil Nadu.  The details of the project cost and pattern of funding will be as follows:-

The Government after careful consideration accept the proposal of the Industries Commissioner and Director of Industries and Commerce.  Accordingly sanction is accorded to incur a non-recurring expenditure not exceeding Rs.7.50 lakhs (Rupees  seven lakhs and fifty  thousand only) as Government share participation  for the Pharmaceutical Testing and Research and Development Centre to be established by The Chennai Industrial Cooperative Analytical Laboratory Limited (CICAL).

4. The expenditure sanctioned in para 3 above may be debited to:

“4425.00 Capital outlay on Cooperation 108. Investment in other cooperatives-Schemes in the Nineth Five Year Plan II-State Plan-MA. State participation in share capital structure of Chennai Industrial Cooperative Analytical Laboratory Ltd., Guindy-22 Investments.

5. The Industries Commissioner and Director of Industries and Commerce is authorised to draw and disburse the amount to the Chennai Industrial Cooperative Analytical Laboratory Limited.

6. This order issues with the concurrence of Finance Department vide its U.O.No.63885/Ind/2001 dated 10.9.2001.
