--- ORDER: The District Industries Centres are the nodal agencies for development of small scale industries in the districts. These Centres implement schemes such as New Anna Marumalrchi Thittam, Woman Entrepreneurship Development Programme, Cluster Development Scheme, Export guidance, Prime Minister Rozgar Yojana scheme for educated Unemployed Youth, Khadi and Village Industries Commission margin money scheme, Single Window Clearance etc. In the Government Order first read above, the Government have ordered to set up an Export Guidance Cell in all the District Industries Centres. Accordingly, Export Guidance Cells were established and functioning in all the District Industries Centres. This Cell is functioning with available infrastructure at the District Industries Centres such as Computer, Printer, etc. 2. The Industries Commissioner and Director of Industries and Commerce in his letter second and third read above has stated that the existing Computer system is used to implement the New Anna Marumalrchi Thittam, which is implemented in each block of the State for the establishment of Agro based and Food Processing Industries with an investment of more than Rs 1.00 Crore and atleast 100 entrepreneur in each district will require information on the raw material sources, cost of raw materials, market potential, importers and exporters addresses for procuring raw materials and marketing their products. Apart from this, the system is also used for data storage and retrieval for the schemes such as Woman Entrepreneurship Development Programme, Cluster development scheme, Prime Minister’s Rozgar Yojana scheme for educated unemployed Youth, Khadi and Village Industries Commission margin money scheme, Single Window Clearance, Online Provisional Small Scale Industries Registration, etc. This system is also utilised for the day to day administration of the District Industries Centres for the Employees Information System and Pay Roll. This system is also used for monitoring the recovery of various loans such as Rural Industries Project, Interest Free Sales Tax , share capital assistance, Margin Money Assistance etc. The performance of Industrial Cooperative Societies are also monitored in the system. The existing Computer is not sufficient to take care of all the activities of the District Industries Centres. Hence, the existing computer could not be completely dedicated to the Export Guidance Cell, which involves extensive usages of computer for all kind of activities related to guiding the entrepreneur to set up export oriented industries. The entrepreneurs need details of various Industrial Information, Export Potential, High-tech Projects, consultancy, export potential, the statutory clearances required for export, etc. Hence it becomes inevitable to have exclusive computer system with accessories and internet connectivity for data Assimilation and Dissemination for the Export Guidance Cell established in all the District Industries Centres. Therefore the Industries Commissioner and Director of Industries and Commerce has sent proposals to the Government for the provision of a computer system with accessories for a data transfer facility and Internet connectivity to the District Industries Centres and Directorate of Industries and Commerce under Part II scheme 2004-05. He has stated that as a first phase during 2004-05, it is proposed to provide this facility to the following 14 District Industries Centres. Chennai Coimbatore Cuddalore Erode Kancheepuram Madurai Salem Thanjavur Trichirapalli Vellore Virudhunagar Thoothukudi Dharmapuri and Theni.
In addition to the above, the Directorate may also be provided with one Computer and accessories to have the centralised transfer facility to be made from the Directorate to District Industries Centres and vice-versa.The cost of computer system to the District Industries Centres and the Directorate of Industries and Commerce will be Rs 11.25 lakhs and the recurring cost will be Rs 6.75 lakhs. Hence the Industries Commissioner and Director of Industries and Commerce has proposed to have computer system for the above District Industries Centres and the Directorate of Industries and Commerce at a cost of Rs 11.25 lakhs during the year 2004-05. 3. The Government have considered the above proposal of the Industries Commissioner and Director of Industries and Commerce as Part II Scheme for 2004-05 and decided to accept it. Accordingly sanction is accorded to a non recurring expenditure of Rs 11.25 lakhs (Rupees eleven lakhs and twenty five thousand only) for provision of Computers and Accessories with Data Transmission Facility and Internet connectivity for the District Industries Centres and the Directorate of Industries and Commerce referred to in para 2 above under Part II schemes for 2004-05. The Industries Commissioner and Director of Industries and Commerce is requested to send suitable proposals at appropriate stage for sanction of recurring expenditure. 4. The expenditure sanctioned in para 3 above shall be debited to the following head of account: 2851-00-Village and Small Industries - 102 Small Scale Industries - Schemes in the Tenth Five Year Plan - II State Plan - LF State Industries Centres-76 Computer and other accessories - 01. Purchase (DP Code 2851 00 102 LF 7610). 5. The Industries Commissioner and Director of Industries and Commerce is authorised to draw and disburse the amount sanctioned in para 3 above for the provision of Computers and Accessories with Data Transmission Facility and Internet connectivity to the District Industries Centres and the Directorate of Industries and Commerce. Tender Transparency Rules shall be followed scrupulously while making purchase of Computer and other Accessories. 6.
